【摘要】：醫(yī)療保險(xiǎn)是關(guān)系國計(jì)民生的一項(xiàng)重要的社會保障制度，醫(yī)療保險(xiǎn)制度的建立和健全直接關(guān)系到廣大人民群眾的切身利益與社會的穩(wěn)定。城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)是國務(wù)院繼城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)、新型農(nóng)村合作醫(yī)療保險(xiǎn)后，于2007年7月10日，又發(fā)布了《國務(wù)院關(guān)于開展城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)試點(diǎn)的指導(dǎo)意見》，填補(bǔ)了城鎮(zhèn)非從業(yè)人員保險(xiǎn)制度上的空白，在我國醫(yī)療保障事業(yè)發(fā)展過程中具有里程碑的意義。 本文對銅川市城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)現(xiàn)狀和存在問題進(jìn)行了調(diào)查、研究、歸納、分析，通過查找、剖析問題存在的原因，探索銅川市城鎮(zhèn)居民醫(yī)療保險(xiǎn)存在問題的解決對策。 本文共分為六部分。 第一部分，緒論部分，，指出了選題的研究背景和意義、國內(nèi)外研究綜述及本文的研究目的與方法，城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的相關(guān)概念等。第二部分，介紹了發(fā)達(dá)國家醫(yī)療保險(xiǎn)制度的經(jīng)驗(yàn)。第三部分，總體上介紹了銅川市城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度的現(xiàn)狀研究，并對銅川市城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的運(yùn)行情況進(jìn)行了分析，重點(diǎn)分析了不同人員類別的參保繳費(fèi)情況、住院報(bào)銷情況，各人員類別的收支平衡情況；分析了參保居民在社區(qū)衛(wèi)生服務(wù)中心、一、二、三級醫(yī)院分別發(fā)生費(fèi)用情況。第四部分，歸納分析銅川市城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度體系存在的問題。第五部分，探索健全和完善銅川市城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的對策。第六部分，結(jié)論與展望，通過前文的研究分析，得出結(jié)論，并展望今后需要進(jìn)一步關(guān)注的問題。
[Abstract]:Medical insurance is an important social security system in relation to the people ' s livelihood . The establishment and perfection of the medical insurance system is directly related to the interests of the general public and the stability of the society . The basic medical insurance for urban residents is the guidance of the State Council on the implementation of the basic medical insurance for urban workers and the new rural cooperative medical insurance . This paper makes an investigation , research , induction and analysis of the present situation and existing problems of the basic medical insurance of urban residents in Tongchuan city . This paper is divided into six parts . The first part , the introduction part , points out the research background and significance of the selection problem , the domestic and foreign research overview and the research purpose and method of this paper , the basic medical insurance of urban residents and so on . The second part introduces the status quo of the basic medical insurance system of urban residents in Tongchuan city , and analyzes the problems existing in the basic medical insurance system of urban residents in Tongchuan city .
