新農(nóng)保試點中的制度認(rèn)知與制度推介——基于湖北省10個行政村的調(diào)查

【摘要】:我國新農(nóng)保制度2009年開始試點,計劃2020年實現(xiàn)農(nóng)村全覆蓋。分析農(nóng)民對制度的理解與認(rèn)知有利于探求制度發(fā)展的核心動力,同時揭示制度推進(jìn)中的主要障礙,進(jìn)而促進(jìn)新農(nóng)保制度的漸進(jìn)式調(diào)整。以湖北省新農(nóng)保試點的10個行政村600份問卷調(diào)查結(jié)果為基礎(chǔ),運(yùn)用描述統(tǒng)計、相關(guān)分析對農(nóng)民的制度認(rèn)知影響因素進(jìn)行探討,結(jié)果顯示農(nóng)民對新農(nóng)保制度的認(rèn)知水平普遍較低,認(rèn)知水平受到個人特征、基層工作人員的宣傳方式、農(nóng)民對制度的信任等因素的影響。據(jù)此建議做實新農(nóng)保的基層管理與推進(jìn),從編制和待遇兩個方面穩(wěn)定與激勵基層新農(nóng)保工作人員;在制度設(shè)計上增設(shè)對高標(biāo)準(zhǔn)繳費(fèi)和長期繳費(fèi)的激勵津貼。
[Abstract]:The new rural insurance system of our country began to pilot on 2009 and planned to achieve full coverage in rural areas on 2020. It is helpful to probe into the core motive force of system development by analyzing farmers' understanding and cognition of the system, and at the same time to reveal the main obstacles in the advancement of the system. Then promote the gradual adjustment of the new rural insurance system. Based on the results of 600 questionnaires in 10 administrative villages in Hubei Province, this paper discusses the influencing factors of farmers' institutional cognition by using descriptive statistics and relevant analysis. The results show that the farmers' cognitive level of the new rural insurance system is generally low, the cognitive level is characterized by individual characteristics, and the propaganda methods of the grass-roots workers, Based on this, it is suggested that the grass-roots management and promotion of new rural insurance should be carried out, and the new rural insurance staff at the grass-roots level should be stabilized and encouraged from the two aspects of establishment and treatment. In the design of the system to add high standard payment and long-term payment incentive allowance.
