【摘要】：由于缺乏頂層設計,我國基本醫(yī)療保險制度日漸形成碎片化格局。醫(yī)保碎片化即基本醫(yī)療保險制度體系被諸多要素分割的狀態(tài),通常指向制度多元、制度壁壘、制度差異性等。從階層視角看,醫(yī)保碎片化不僅體現(xiàn)為城鄉(xiāng)的二元碎片狀態(tài),而且呈現(xiàn)出階層維度下的多元碎片問題。這種碎片化既體現(xiàn)在階層之間,又體現(xiàn)在階層內部。"十三五"開端,基本醫(yī)療保險迎來制度整合的新挑戰(zhàn)和新發(fā)展。在各地進行醫(yī)保整合的實踐探索中,有必要從階層視角重新審視并優(yōu)化整合方案。醫(yī)保整合不僅是城鄉(xiāng)整合,更要實現(xiàn)階層整合。
[Abstract]:Due to the lack of top-level design, China's basic medical insurance system is becoming fragmented, that is, the state where the basic medical insurance system is divided by many elements, usually pointing to the pluralistic system and institutional barriers. From the perspective of social stratum, the fragmentation of medical insurance is not only reflected in the dual fragmentation of urban and rural areas, but also presents the problem of multivariate fragmentation under the stratification dimension. At the beginning of the 13th Five-Year Plan, the basic medical insurance has ushered in a new challenge and new development of system integration. In the practical exploration of medical insurance integration in various places, It is necessary to re-examine and optimize the integration scheme from the perspective of stratum. Health insurance integration is not only urban and rural integration, but also class integration.
