【摘要】：正引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制,以政府購(gòu)買服務(wù)方式引入商業(yè)保險(xiǎn)經(jīng)辦基本醫(yī)保服務(wù),構(gòu)建政府引導(dǎo)、市場(chǎng)運(yùn)作、管辦分離、相互制約的醫(yī)保新機(jī)制。自2009年新一輪醫(yī)改實(shí)施以來(lái),我國(guó)全面推進(jìn)基本醫(yī)藥制度、縣級(jí)公立醫(yī)院、城鄉(xiāng)醫(yī)療保險(xiǎn)等多項(xiàng)改革,一定程度緩解了群眾"看病難、看病貴"問(wèn)題。當(dāng)然,醫(yī)改作為一個(gè)世界性的難題,過(guò)去幾年雖然我們對(duì)其中根本性、關(guān)鍵性、持續(xù)性問(wèn)題都有所觸及,但距離找到理想的解決辦法仍然為時(shí)甚遠(yuǎn),醫(yī)改
[Abstract]:It is introducing the market competition mechanism, introducing the commercial insurance to run the basic medical insurance service by the way of government purchase service, and constructing a new mechanism of medical insurance which is guided by the government, operated by the market, separated by the management and restricted by each other. Since the implementation of the new round of medical reform in 2009, China has comprehensively promoted the reform of the basic medical system, county-level public hospitals, urban and rural medical insurance, and so on, to a certain extent, alleviating the problem of "difficult and expensive medical treatment" among the masses. Of course, as a worldwide problem, medical reform is a difficult problem. In the past few years, although we have touched on the fundamental, critical, and continuing issues, we are still far from finding an ideal solution, health care reform.
