【摘要】：解決人民看病難、看病貴的問(wèn)題,讓基本的醫(yī)療服務(wù)惠及每個(gè)公民,是我國(guó)社會(huì)主義優(yōu)越性的基本特征之一。醫(yī)療保險(xiǎn)可以有效地實(shí)現(xiàn)醫(yī)療資金的有效配置,從而使社會(huì)主義的這一優(yōu)越性得到充分展現(xiàn)。在醫(yī)療保險(xiǎn)中,每個(gè)人都享受平等就醫(yī)的機(jī)會(huì),其中的核心理念是大家共同來(lái)分擔(dān)疾病的風(fēng)險(xiǎn)度。醫(yī)療保險(xiǎn)具有公平性,這體現(xiàn)在無(wú)論居民的地位高低、收入水平怎樣,只要納入醫(yī)療保險(xiǎn)的范圍就都享受同等的醫(yī)療服務(wù),這取決于其自身的需要�，F(xiàn)階段的醫(yī)療保險(xiǎn)是根據(jù)居民的收入水平、支付能力,在治病中根據(jù)醫(yī)療的需要進(jìn)行相關(guān)分配。城鎮(zhèn)醫(yī)療保險(xiǎn)提到的公平性與勞保公費(fèi)醫(yī)療相比有了很大的提高。我國(guó)已形成日漸完善的城鎮(zhèn)醫(yī)療保險(xiǎn)體系,自試點(diǎn)建立以來(lái),已經(jīng)有十四年的歷史。在發(fā)展過(guò)程中,我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系遇到了很多問(wèn)題,由于醫(yī)療保險(xiǎn)體系的宗旨及性質(zhì)的特殊性,這些問(wèn)題大多是關(guān)于其公平性的。所以為了使我國(guó)的城鎮(zhèn)醫(yī)療保險(xiǎn)體系不斷完善,我們很有必要對(duì)其公平性遇到的問(wèn)題進(jìn)行研究。首先就要弄清楚公平的概念及定位,確定好公平標(biāo)尺的標(biāo)準(zhǔn),然后按照這些定位與標(biāo)準(zhǔn)去衡量我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系在實(shí)際運(yùn)行過(guò)程中的不公平性現(xiàn)象,然后通過(guò)分析研究,找出解決的辦法,從而實(shí)現(xiàn)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系的持續(xù)健康發(fā)展。 對(duì)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系公平性的相關(guān)內(nèi)容、概念以及研究意義進(jìn)行闡述,是為了更好地對(duì)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系的公平性進(jìn)行深入研究。采用的分析理論支撐是正義分配理論,以此作為公平性的衡量標(biāo)準(zhǔn),首先對(duì)城鎮(zhèn)醫(yī)療保險(xiǎn)體系進(jìn)行了定性的理論分析,繼而運(yùn)用相關(guān)數(shù)據(jù)對(duì)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系的公平性現(xiàn)狀和其存在的原因和問(wèn)題進(jìn)行定量分析,進(jìn)一步探究其與理論的公平性的差距。為了更清晰的將形成這些差距的原因講清楚,作者從醫(yī)療保險(xiǎn)體系的運(yùn)營(yíng)管理,以及社會(huì)經(jīng)濟(jì)和體制上進(jìn)行了進(jìn)一步的深層次探究。在對(duì)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系公平性的概念、內(nèi)容、現(xiàn)狀及產(chǎn)生問(wèn)題的原因進(jìn)行了詳細(xì)闡述與研究之后,從作者的角度提出了一些應(yīng)對(duì)當(dāng)前城鎮(zhèn)醫(yī)療保險(xiǎn)體系中不公平現(xiàn)象的建議和措施,這些建議和措施涵蓋了從國(guó)家社會(huì)大的層面到我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系自身這個(gè)小的層面的多個(gè)細(xì)節(jié)問(wèn)題,希望能為推進(jìn)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系公平性的持續(xù)、穩(wěn)定、健康發(fā)展起到一定的作用。 綜上所述,作者通過(guò)對(duì)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系進(jìn)行系統(tǒng)全面的研究,并提供了一些國(guó)家社會(huì)層面和城鎮(zhèn)醫(yī)療保險(xiǎn)體系自身層面的建議和措施,最終目的就是為了促進(jìn)我國(guó)城鎮(zhèn)醫(yī)療保險(xiǎn)體系不斷健全和完善,充分展現(xiàn)出社會(huì)主義制度下醫(yī)療保險(xiǎn)體系的優(yōu)越性,對(duì)樹(shù)立和創(chuàng)造醫(yī)保面前人人平等的社會(huì)風(fēng)尚奠定了堅(jiān)實(shí)的社會(huì)基礎(chǔ)。
[Abstract]:It is one of the basic characteristics of the socialist superiority of our country to solve the problem of difficult and expensive medical treatment for the people, so that the basic medical services can benefit every citizen. Medical insurance can effectively realize the effective allocation of medical funds. So that this superiority of socialism is fully demonstrated. In health insurance, everyone enjoys equal access to health care, the core of which is to share the risk of disease. Health insurance is fair. This is reflected in the fact that, regardless of the residents' status and income level, they all enjoy the same medical services as long as they are included in the scope of medical insurance. This depends on their own needs. At the present stage, medical insurance is based on the income level of the residents. The ability to pay has been allocated according to the need of medical treatment. The fairness mentioned in urban medical insurance has been greatly improved compared with the public health care of labor insurance. China has formed an increasingly perfect urban medical insurance system. Since the establishment of the pilot project, there have been 14 years of history. In the course of its development, China's urban medical insurance system has encountered many problems, due to the particularity of the purpose and nature of the medical insurance system. Most of these problems are about fairness. So in order to make our country's urban medical insurance system perfect, it is necessary for us to study the problem of fairness. First of all, we need to find out the concept and orientation of fairness. To determine the standard of fair scale, then according to these positioning and standards to measure the unfairness phenomenon in the actual operation of the urban medical insurance system in our country, and then through analysis and research, to find out the solution. In order to realize the sustainable and healthy development of the urban medical insurance system in China. This paper expounds the content, concept and significance of the equity of urban medical insurance system in China. In order to better study the equity of the urban medical insurance system in China, the analysis theory is supported by the theory of justice distribution, which is regarded as the standard of fairness. First of all, the qualitative theoretical analysis of the urban medical insurance system is carried out, and then the equity of the urban medical insurance system in China is analyzed quantitatively by using the relevant data, and the reasons and problems existing in the system are analyzed quantitatively. To clarify the reasons for these gaps, the author begins with the operational management of the health insurance system. And further research on the social economy and the system. After the concept, content, current situation and the causes of the problems of the urban medical insurance system in China are elaborated and studied in detail. From the author's point of view, the author puts forward some suggestions and measures to deal with the unfair phenomenon in the current urban medical insurance system. These suggestions and measures cover a number of detailed issues from the larger level of the national society to the small level of the urban medical insurance system itself, hoping to promote the sustainability and stability of the equity of the urban medical insurance system in China. Healthy development plays a role. To sum up, the author makes a systematic and comprehensive study of the urban medical insurance system in China, and provides some suggestions and measures on the social level of some countries and the level of the urban medical insurance system itself. The ultimate purpose is to promote the continuous improvement and perfection of the urban medical insurance system in China, and to fully demonstrate the superiority of the medical insurance system under the socialist system. It has laid a solid social foundation for the establishment and creation of the social ethos of equality before health insurance.
