【摘要】：隨著時(shí)代的不斷發(fā)展,失業(yè)成為了一個(gè)全球性的難題,高失業(yè)率給各國(guó)的經(jīng)濟(jì)與社會(huì)安定都帶來(lái)了巨大挑戰(zhàn)。為了更好的穩(wěn)定就業(yè)各國(guó)學(xué)者把目光都聚集在了失業(yè)保險(xiǎn)這項(xiàng)特殊的保險(xiǎn)制度上,失業(yè)保險(xiǎn)制度有兩大功能：一是保障失業(yè)者的基本生活,二是預(yù)防失業(yè)、促進(jìn)就業(yè)的就業(yè)功能,而失業(yè)保險(xiǎn)的就業(yè)功能發(fā)揮不足是當(dāng)前失業(yè)保險(xiǎn)制度的一大弊病。因此現(xiàn)階段的失業(yè)保險(xiǎn)制度,從之前的積極主張保障失業(yè)人員的基本生活轉(zhuǎn)為強(qiáng)調(diào)利用失業(yè)保險(xiǎn)來(lái)預(yù)防失業(yè)和促進(jìn)就業(yè)。發(fā)達(dá)國(guó)家都紛紛對(duì)失業(yè)保險(xiǎn)制度做出了不同程度的調(diào)整,出臺(tái)了一系列政策、法規(guī)希望以此來(lái)改善國(guó)內(nèi)的就業(yè)現(xiàn)狀。 我國(guó)從第一個(gè)失業(yè)保險(xiǎn)法規(guī)確立到現(xiàn)在,失業(yè)保險(xiǎn)制度也進(jìn)行了一系列的改革和發(fā)展。早期我國(guó)的失業(yè)保險(xiǎn)制度只為保障一部分國(guó)營(yíng)企業(yè)下崗工人的基本生活,中期則進(jìn)一步擴(kuò)大了失業(yè)保險(xiǎn)范圍,將更多的失業(yè)人群加入到了失業(yè)保險(xiǎn)中來(lái),但一直以來(lái)都是偏向保障失業(yè)人員的生存�，F(xiàn)階段我國(guó)也將重心放在了探索如何能將失業(yè)保險(xiǎn)的就業(yè)功能發(fā)揮最大化上。如何加大我國(guó)失業(yè)保險(xiǎn)在促進(jìn)就業(yè)和預(yù)防失業(yè)方面的力度和措施,把目前被動(dòng)的失業(yè)保險(xiǎn)政策轉(zhuǎn)為主動(dòng)、積極的帶動(dòng)就業(yè),通過(guò)合理運(yùn)用失業(yè)保險(xiǎn)制度充分發(fā)揮其在就業(yè)領(lǐng)域的巨大作用來(lái)改善我國(guó)嚴(yán)峻的就業(yè)形勢(shì),為經(jīng)濟(jì)穩(wěn)步發(fā)展做出應(yīng)有的貢獻(xiàn)是研究的最終目的。 本文主體內(nèi)容有五個(gè)部分,重點(diǎn)放在第三、四、五部分。第一部分主要介紹選題背景、意義以及國(guó)內(nèi)外研究綜述和研究思路與方法。第二章闡述我國(guó)失業(yè)保險(xiǎn)制度建立及其發(fā)展歷程,重點(diǎn)放在我國(guó)失業(yè)保險(xiǎn)制度功能的演變上。第三部分主要對(duì)我國(guó)失業(yè)保險(xiǎn)制度就業(yè)功能進(jìn)行評(píng)析,分析了我國(guó)失業(yè)保險(xiǎn)制度的現(xiàn)狀和我國(guó)失業(yè)保險(xiǎn)制度的就業(yè)功能及其測(cè)度,以及制約我國(guó)失業(yè)保險(xiǎn)就業(yè)功能發(fā)揮的主要問(wèn)題,其中對(duì)失業(yè)保險(xiǎn)就業(yè)功能測(cè)度研究是本文的創(chuàng)新點(diǎn)。第四部分介紹了國(guó)外失業(yè)保險(xiǎn)就業(yè)功能政策的主要措施及特點(diǎn)和不足引發(fā)對(duì)我國(guó)失業(yè)保險(xiǎn)制度的思考。第五部分在依據(jù)前幾個(gè)部分分析的我國(guó)失業(yè)保險(xiǎn)就業(yè)功能不足的基礎(chǔ)上,提出相關(guān)的強(qiáng)化失業(yè)保險(xiǎn)制度就業(yè)功能的對(duì)策。文章主要運(yùn)用理論分析、數(shù)據(jù)分析、對(duì)比分析等方法進(jìn)行較為全面、深入地分析,希望能夠?qū)ξ覈?guó)的失業(yè)保險(xiǎn)制度的進(jìn)一步完善提出一些行之有效的建議,真正將失業(yè)保險(xiǎn)的預(yù)防失業(yè)和促進(jìn)就業(yè)功能與我國(guó)的就業(yè)、社會(huì)和諧穩(wěn)定、經(jīng)濟(jì)發(fā)展銜接起來(lái)。
[Abstract]:With the development of the times, unemployment has become a global problem. The high unemployment rate has brought great challenges to the economic and social stability of all countries. In order to better stabilize employment, scholars of all countries have focused their attention on unemployment insurance, a special insurance system. Unemployment insurance system has two functions: one is to protect the basic life of the unemployed, the other is to prevent unemployment and promote employment. However, the employment function of unemployment insurance is insufficient, which is a major drawback of the current unemployment insurance system. Therefore, the unemployment insurance system at the present stage. From the previous positive claims to protect the basic life of unemployed people to emphasize the use of unemployment insurance to prevent unemployment and promote employment. Developed countries have made varying degrees of adjustment to the unemployment insurance system. A series of policies have been introduced to improve the employment situation in the country. Our country from the first unemployment insurance laws and regulations have been established to the present. Unemployment insurance system also carried out a series of reform and development. In early China, unemployment insurance system was only to protect the basic life of some state enterprises laid-off workers, and further expanded the scope of unemployment insurance in the medium term. Add more unemployed people to unemployment insurance. At the present stage, our country also focuses on exploring how to maximize the employment function of unemployment insurance, and how to increase the unemployment insurance in promoting employment and in advance. Efforts and measures to prevent unemployment. The current passive unemployment insurance policy to active, actively promote employment, through the rational use of unemployment insurance system in the employment field to give full play to its enormous role in order to improve the grim employment situation in China. To make due contribution to the steady development of economy is the ultimate goal of the research. The main content of this paper has five parts, focusing on the third, fourth, five parts. The first part mainly introduces the background of the topic. The second chapter describes the establishment and development of unemployment insurance system in China. The third part mainly analyzes the employment function of unemployment insurance system in China. This paper analyzes the present situation of the unemployment insurance system in China, the employment function of the unemployment insurance system in China and its measurement, as well as the main problems restricting the employment function of the unemployment insurance in China. Among them, the research on the measurement of the employment function of unemployment insurance is the innovation of this paper. Part 4th introduces the main measures, characteristics and deficiencies of the employment function policy of unemployment insurance in foreign countries. 5th. Part based on the previous part of the analysis of unemployment insurance in China on the basis of inadequate employment function. The article mainly uses the theory analysis, the data analysis, the contrast analysis and so on the method carries on the relatively comprehensive, thorough analysis. Hope to further improve the unemployment insurance system in China to put forward some effective suggestions, truly the prevention of unemployment insurance and promote employment function and employment in China, social harmony and stability. Economic development is linked up.
