【摘要】：新型農(nóng)村合作醫(yī)療制度是一項(xiàng)由政府組織、引導(dǎo)、支持,農(nóng)民自愿參加,個(gè)人、集體和政府多方籌資,以大病統(tǒng)籌為主的農(nóng)民醫(yī)療互助共濟(jì)制度。新型合作醫(yī)療政策自實(shí)施之日起,給農(nóng)民帶來(lái)了實(shí)惠,反映出了農(nóng)民的意愿,在一定程度上緩解了農(nóng)民“因病致貧,因病返貧”的問(wèn)題,減輕了農(nóng)民的醫(yī)療衛(wèi)生經(jīng)濟(jì)負(fù)擔(dān),緩解了農(nóng)民看病貴的問(wèn)題,提高了農(nóng)民的醫(yī)療保障水平。但是作為已經(jīng)試行七年的依蘭縣新型農(nóng)村合作醫(yī)療在解決農(nóng)民醫(yī)療看病的過(guò)程中,也遇到了一些實(shí)際問(wèn)題。 本文首先從黑龍江省依蘭縣新型農(nóng)村合作醫(yī)療實(shí)施的實(shí)際情況出發(fā),對(duì)新型農(nóng)村合作醫(yī)療、醫(yī)療保障、農(nóng)村醫(yī)療保障等相關(guān)概念進(jìn)行了理論界定,并在公共產(chǎn)品理論、市場(chǎng)失靈理論、公平與效率等理論基礎(chǔ)之上進(jìn)行深入研究,然后對(duì)黑龍江省依蘭縣新型農(nóng)村合作醫(yī)療的發(fā)展現(xiàn)狀進(jìn)行了詳細(xì)闡述,包括農(nóng)民的參合率不斷提高、農(nóng)民的受益面擴(kuò)大,籌資金額不斷提高等良好的情況。其次詳細(xì)分析了依蘭縣新型農(nóng)村合作醫(yī)療發(fā)展中所出現(xiàn)的問(wèn)題,主要表現(xiàn)在以下幾個(gè)方面：醫(yī)療保障水平不平衡,報(bào)銷(xiāo)手續(xù)繁瑣,醫(yī)療衛(wèi)生條件有待改善等問(wèn)題。并且通過(guò)借鑒國(guó)內(nèi)新型農(nóng)村合作醫(yī)療的發(fā)展經(jīng)驗(yàn)如江陰、嘉定等地區(qū)的發(fā)展驗(yàn)從而對(duì)黑龍江省依蘭縣的新型農(nóng)村合作醫(yī)療的發(fā)展起到一些良好的導(dǎo)向作用。最后,針對(duì)分析存在的問(wèn)題,在借鑒國(guó)內(nèi)農(nóng)村醫(yī)療保障制度經(jīng)驗(yàn)基礎(chǔ)之上,通過(guò)理論與實(shí)踐相結(jié)合,提出加快新型農(nóng)村合作醫(yī)療的立法工作、完善依蘭縣新型農(nóng)村合作醫(yī)療的補(bǔ)償方案、提高農(nóng)村醫(yī)療服務(wù)的質(zhì)量等完善新型農(nóng)村合作醫(yī)療發(fā)展的解決對(duì)策,進(jìn)而使得依蘭縣新型農(nóng)村合作醫(yī)療更大程度上的解決農(nóng)民“因病致貧、因病返貧”的問(wèn)題。 在研究方法上,論文通過(guò)采用理論分析和實(shí)證分析、系統(tǒng)分析等方法對(duì)黑龍江省依蘭縣新型農(nóng)村合作醫(yī)療的發(fā)展問(wèn)題進(jìn)行了全面研究。從而達(dá)到對(duì)問(wèn)題的研究更加透徹、提出的問(wèn)題更加切實(shí)、有效。通過(guò)對(duì)黑龍江省依蘭縣新型農(nóng)村合作醫(yī)療問(wèn)題研究,能夠?yàn)楹邶埥∑渌貐^(qū)新型農(nóng)村合作醫(yī)療發(fā)展提供參考,并且提供一定的指導(dǎo)意義和借鑒意義。
[Abstract]:The new rural cooperative medical care system is organized by the government, guided, supported, voluntary participation of farmers, individual, collective and government multi-financing. From the day of implementation, the new cooperative medical policy has brought benefits to farmers, reflected the wishes of farmers, and alleviated to a certain extent farmers'"poverty caused by illness". The problem of returning to poverty due to illness has alleviated the economic burden of farmers' medical care and health care, and alleviated the problem of farmers' expensive medical treatment. But as a new rural cooperative medical system in Yilan County for seven years, it has met some practical problems in the process of solving the medical treatment of farmers. Starting from the actual situation of the implementation of the new rural cooperative medical system in Yilan County of Heilongjiang Province, this paper theoretically defines the related concepts of the new rural cooperative medical care, medical security, rural medical security and so on. And on the basis of public product theory, market failure theory, fairness and efficiency theory, and then on the development of the new rural cooperative medical system in Yilan County, Heilongjiang Province, the development of the status quo is described in detail. Including the increasing participation rate of farmers, the expansion of the benefits of farmers, increasing the amount of financing and other good conditions. Secondly, the problems in the development of the new rural cooperative medical system in Yilan County are analyzed in detail. The main performance in the following areas: the level of medical security imbalance, complicated reimbursement procedures, medical and health conditions need to be improved, and through the development of new rural cooperative medical experience such as Jiangyin. Jiading and other regions of the development of Yilan County, Heilongjiang Province, the development of the new rural cooperative medical care plays a good guiding role. Finally, the analysis of the existing problems. Based on the experience of the rural medical security system in China and combining theory with practice, this paper puts forward to speed up the legislation of the new rural cooperative medical care and perfect the compensation scheme of the new rural cooperative medical care in Yilan County. Improve the quality of rural medical services and improve the development of the new rural cooperative medical countermeasures, so as to make the new rural cooperative medical care in Yilan County to a greater extent to solve the farmers "poor due to illness." The problem of returning to poverty as a result of illness. In terms of research methods, the thesis adopts theoretical analysis and empirical analysis.
