【摘要】:新型農(nóng)村合作醫(yī)療又被稱之為“新農(nóng)合”。是由政府出面組織,并提供相關(guān)支持政策,鼓勵(lì)農(nóng)民根據(jù)自身意愿參加,政府主導(dǎo)資金,再加上集體和個(gè)人等多方面籌集資金,著力與解決嚴(yán)重疾病的醫(yī)療互助制度體系。可以說,“新農(nóng)合”制度根本改變了中國絕大多數(shù)農(nóng)民的醫(yī)療條件,使他們更好的享受到各項(xiàng)醫(yī)療服務(wù),建立新型農(nóng)村合作醫(yī)療制度能夠加速城鎮(zhèn)化進(jìn)程,大大改善農(nóng)民的生活條件,有效解決城鄉(xiāng)矛盾,保持社會(huì)的公平性,使社會(huì)更加和諧穩(wěn)定;谝陨媳疚倪x擇了研究陽新縣新型農(nóng)村合作醫(yī)療,通過收集并分析關(guān)于陽新縣新農(nóng)合的相關(guān)資料,結(jié)合建國后國家在農(nóng)村醫(yī)療事業(yè)發(fā)展的歷程。運(yùn)用各種社會(huì)調(diào)查方法對陽新縣的實(shí)際情況進(jìn)行調(diào)研并且匯總相關(guān)材料,匯總研究了現(xiàn)階段陽新縣新農(nóng)合在實(shí)際運(yùn)行中取得的效果,在運(yùn)行中如何進(jìn)行管理、如何進(jìn)行監(jiān)督等多個(gè)方面,結(jié)合實(shí)際運(yùn)行找出一些相對薄弱的環(huán)節(jié),拿出相應(yīng)的對策使得新農(nóng)合制度更加完善。本文通過對陽新縣新農(nóng)合實(shí)際運(yùn)行的調(diào)查分析,基本得到以下幾個(gè)結(jié)論。首先到鄉(xiāng)鎮(zhèn)基層對相關(guān)參保農(nóng)戶進(jìn)行面對面交流訪談、問卷調(diào)查等手段,對陽新縣新農(nóng)合的具體實(shí)施過程,新型農(nóng)村合作醫(yī)療在實(shí)際運(yùn)行中取得的效果進(jìn)行了比較全面的總結(jié)。通過總結(jié)我們發(fā)現(xiàn)大部分農(nóng)戶并不是十分愿意參保,對新型農(nóng)村合作醫(yī)療具體運(yùn)行機(jī)制不是特別了解,不是特別相信當(dāng)?shù)剜l(xiāng)鎮(zhèn)衛(wèi)生院這類基層醫(yī)療服務(wù)單位的醫(yī)療技術(shù),還有很大一部分人不認(rèn)可新型農(nóng)村合作醫(yī)療的補(bǔ)助標(biāo)準(zhǔn),覺得補(bǔ)助標(biāo)準(zhǔn)太低。以上這些問題都反映出政府和有關(guān)部門對新農(nóng)合宣傳工作不夠重視,所以必須下大力氣宣傳,徹底扭轉(zhuǎn)部分農(nóng)民對新農(nóng)合制度的不認(rèn)同態(tài)度。另外通過對陽新縣新農(nóng)合制度的管理模式、監(jiān)督運(yùn)行機(jī)制、實(shí)際運(yùn)行效果等多個(gè)方面的分析,總結(jié)陽新縣新農(nóng)合在實(shí)際運(yùn)行中存在的籌資機(jī)制不健康、鄉(xiāng)鎮(zhèn)基層醫(yī)療機(jī)構(gòu)的技術(shù)水平和硬件設(shè)施上比較差、服務(wù)意識和水平不高、有關(guān)監(jiān)管法律法規(guī)不夠完善等問題。最后通過對陽新縣新型農(nóng)村合作醫(yī)療如何長久有效的籌集資金、如何管理、如何監(jiān)督等的方面進(jìn)行分析,提出建立穩(wěn)定長久的籌資機(jī)制、盡快完善新農(nóng)合的政策法規(guī)的建設(shè)、建成相對可靠的農(nóng)村基層醫(yī)療體系,加大基礎(chǔ)醫(yī)療硬件設(shè)施的投入力度,更加全面深入的普及新型農(nóng)村合作醫(yī)療等建議。論文主體框架如下:第一章,緒論。介紹了選題的背景目的、現(xiàn)實(shí)及理論意義,研究國內(nèi)外相關(guān)文獻(xiàn)綜述。第二章,新農(nóng)合制度的理論分析。介紹研究所涉及到的相關(guān)理論。第三章,我國農(nóng)村合作醫(yī)療制度的歷史與現(xiàn)狀。通過對眾多文獻(xiàn)材料的分析,總結(jié)新中國成立后我國農(nóng)村醫(yī)療保障的發(fā)展。第四章,陽新縣新農(nóng)合實(shí)施現(xiàn)狀。通過對陽新縣經(jīng)濟(jì)水平現(xiàn)狀、籌措資金以及如何補(bǔ)償、衛(wèi)生醫(yī)療資源現(xiàn)狀的考察,了解陽新縣新型農(nóng)村合作醫(yī)療具體的實(shí)施情況。第五章,陽新縣新農(nóng)合制度存在的問題及原因。詳細(xì)了解陽新縣新型農(nóng)村合作醫(yī)療的實(shí)際運(yùn)行情況,并細(xì)致分析了其運(yùn)行過程中出現(xiàn)的管理問題、籌資問題、運(yùn)行問題以及相關(guān)制度問題。第六章,完善陽新縣新農(nóng)合制度的對策。研究新農(nóng)合在實(shí)際運(yùn)行中存在的問題以及這些問題產(chǎn)生的根源,并提出了進(jìn)一步完善陽新縣新型農(nóng)村合作醫(yī)療的對策和建議,如何管理、如何籌資以及如何完善各項(xiàng)政策制度方面。第七章,總結(jié)與展望?偨Y(jié)了全文,對不足的地方進(jìn)行了闡述,并針對不足之處展望了以后進(jìn)一步研究的方向。
[Abstract]:The new rural cooperative medical care is also known as the "new". Through investigation and analysis of actual operation of Yang Xinxian County new rural cooperative medical system, and get the following conclusions.
