【摘要】：職業(yè)年金是一種補(bǔ)充養(yǎng)老保險制度,是在機(jī)關(guān)事業(yè)單位公職人員依法參加社會基本養(yǎng)老保險的基礎(chǔ)上建立起來的養(yǎng)老保障第二支柱,從而在機(jī)關(guān)事業(yè)單位當(dāng)中形成“社會基本養(yǎng)老保險+職業(yè)年金+個人儲蓄養(yǎng)老”的三支柱養(yǎng)老機(jī)制,促進(jìn)一體化的社會保障體系的建立。職業(yè)年金對于我國機(jī)關(guān)事業(yè)單位養(yǎng)老機(jī)制建設(shè)是一項全新的嘗試,其對于保證養(yǎng)老金替代率水平,促進(jìn)機(jī)關(guān)事業(yè)單位養(yǎng)老制度改革完成有著積極的推動作用。論文主要針對機(jī)關(guān)事業(yè)單位公職人員這一特殊群體,在總結(jié)之前事業(yè)單位養(yǎng)老改革試點的基礎(chǔ)上,結(jié)合國家出臺的有關(guān)職業(yè)年金建設(shè)的政策文件,提出在我國推動機(jī)關(guān)事業(yè)單位職業(yè)年金建設(shè)所需采取的對策和措施。首先,論文對職業(yè)年金進(jìn)行整體的概念介紹,對職業(yè)年金的定義、特點、分類、理論基礎(chǔ)進(jìn)行了詳細(xì)的闡釋,并在數(shù)據(jù)分析的基礎(chǔ)上對在我國進(jìn)行職業(yè)年金建設(shè)的必要性進(jìn)行了深入的剖析;其次,文章介紹了之前我國事業(yè)單位養(yǎng)老制度改革試點情況,在分析了廣東、上海、浙江、山西、重慶五省市養(yǎng)老改革試點的基礎(chǔ)上總結(jié)出當(dāng)前我國推進(jìn)機(jī)關(guān)事業(yè)單位職業(yè)年金建設(shè)所面臨的問題和困境,包括制度設(shè)計不完善、政策法規(guī)不配套、市場環(huán)境風(fēng)險大等一系列問題;最后介紹了國外年金制度的經(jīng)驗借鑒,并在此基礎(chǔ)上提出在我國進(jìn)行機(jī)關(guān)事業(yè)單位職業(yè)年金建設(shè)應(yīng)采取的措施,包括確立職業(yè)年金建設(shè)應(yīng)當(dāng)注重的基本原則,在年金屬性以及在繳費(fèi)、運(yùn)營、領(lǐng)取等環(huán)節(jié)上的制度設(shè)計,并通過社會精算方法對未來職業(yè)年金合理的繳費(fèi)比例進(jìn)行測算以及國家關(guān)于推動職業(yè)年金建設(shè)的其它配套措施建議等等。
[Abstract]:Occupation pension is a supplementary old-age insurance system is the foundation to participate in social endowment insurance in Institutions of civil servants established on the second pillar of the social security system, which is formed in the organs and institutions of basic social pension insurance + occupation pension + personal pension savings "three pillar pension system, promote the establishment of integration the social security system. Occupational annuity is a new attempt for the construction of pension system in our institutions and institutions, which plays a positive role in ensuring the replacement rate of pension system and promoting the reform of pension system in institutions. This paper focuses on the special group of the organs and institutions of public officers, in summing up before the basic pension reform institutions on the combination of countries for the introduction of the construction of the occupation pension policy document, put forward countermeasures and measures need to be taken in the construction of occupation pension institutions in china. First of all, the overall concept of occupation pension is introduced, a detailed explanation of the definition, characteristics, classification, theoretical basis of occupation pension, and on the basis of data analysis the necessity of occupation pension construction in our country is analyzed; secondly, the article introduced before the institutions in our country the pension system reform, based on the analysis of the Guangdong, Shanghai, Zhejiang, Shanxi, Chongqing five provinces pension reform pilot summed up the current China to promote the occupation pension institutions facing the construction problems and difficulties, including system design is not perfect, policies and regulations are not complete, the market environment and a series of major risks the problem; finally introduces the experience of foreign pension system, and on this basis should take the construction of occupation pension institutions measures in our country, including. The basic principle of legislation should pay attention to the construction of occupation pension, in the year of payment, as well as in metal operation, receive and other aspects of system design, and through social actuarial method to measure and other supporting measures and suggestions on promoting the national occupation pension construction and so on payment of future occupation pension reasonable.
