【摘要】：為了均衡經(jīng)濟(jì)增長(zhǎng)與環(huán)境保護(hù)之間的關(guān)系,各地都在積極推動(dòng)低碳城市的發(fā)展。為更好地促進(jìn)低碳城市發(fā)展,中國(guó)分別在2010年7月和2012年12月提出了第一批、第二批低碳試點(diǎn)城市,發(fā)展低碳城市已然成了一種趨勢(shì)。明晰低碳城市政策對(duì)于試點(diǎn)城市的發(fā)展是否有效,對(duì)政策有效性進(jìn)行評(píng)價(jià)并找出相應(yīng)的原因,這對(duì)促進(jìn)低碳城市的發(fā)展很有必要。本文綜合了解了有關(guān)低碳城市的研究,并根據(jù)陜西省的實(shí)際情況,確定了定量與定性結(jié)合的研究方法。充分利用陜西省2004-2015年的統(tǒng)計(jì)數(shù)據(jù),采用主成分分析法并借助SPSS20.0對(duì)數(shù)據(jù)進(jìn)行處理,把評(píng)價(jià)陜西省各市的平均低碳城市發(fā)展水平作為基礎(chǔ)來評(píng)價(jià)其政策的有效性。文章首先對(duì)現(xiàn)有的與之相關(guān)的研究進(jìn)行了文獻(xiàn)綜述,并結(jié)合低碳城市的定義和內(nèi)涵確定了本文的評(píng)價(jià)體系,其中包含了16個(gè)指標(biāo),并分成低碳經(jīng)濟(jì)、碳排放及低碳環(huán)境三個(gè)子系統(tǒng)來進(jìn)行研究。根據(jù)研究結(jié)果最終得出結(jié)論:2010-2014年的變化顯示,陜西省的低碳城市發(fā)展水平比之前有所提升,其增長(zhǎng)速率比之前略高;2014-2015年的數(shù)據(jù)顯示,陜西省低碳城市發(fā)展水平比之前有明顯的提高,并且增長(zhǎng)速率變化很大,所以從整體來看陜西省促進(jìn)低碳城市發(fā)展的政策是有效的。但是,就目前來說陜西省低碳城市的發(fā)展仍有很大的提升空間,因此本文根據(jù)陜西省的發(fā)展現(xiàn)狀和實(shí)際情況,分別從發(fā)展低碳經(jīng)濟(jì)、促進(jìn)碳排放和保護(hù)生態(tài)環(huán)境三個(gè)方面,提出促進(jìn)低碳城市發(fā)展的建議。
[Abstract]:In order to balance the relationship between economic growth and environmental protection, all over the world are actively promoting the development of low-carbon cities. In order to better promote the development of low-carbon cities, China put forward the first batch in July 2010 and December 2012, respectively. The second batch of low-carbon pilot cities, the development of low-carbon cities has become a trend. It is necessary to clarify whether the low-carbon city policy is effective for the development of the pilot city, to evaluate the policy effectiveness and to find out the corresponding reasons, which is necessary to promote the development of low-carbon city. In this paper, the research on low-carbon cities is comprehensively understood, and according to the actual situation of Shaanxi Province, the research method of quantitative and qualitative combination is determined. This paper makes full use of the statistical data of Shaanxi Province from 2004 to 2015, uses principal component analysis and SPSS20.0 to process the data, and evaluates the effectiveness of its policy on the basis of evaluating the average development level of low-carbon cities in Shaanxi Province. In this paper, the existing research related to it is reviewed, and the evaluation system of this paper is determined according to the definition and connotation of low-carbon city, which includes 16 indexes and is divided into three subsystems: low-carbon economy, carbon emission and low-carbon environment. According to the results of the study, it is concluded that the development level of low-carbon cities in Shaanxi Province is higher than before, and the growth rate is slightly higher than before. The data from 2014 to 2015 show that the development level of low-carbon cities in Shaanxi Province is significantly higher than before, and the growth rate has changed greatly, so the policy of promoting the development of low-carbon cities in Shaanxi Province as a whole is effective. However, at present, there is still a lot of room for the development of low-carbon cities in Shaanxi Province. Therefore, according to the current situation and actual situation of Shaanxi Province, this paper puts forward some suggestions to promote the development of low-carbon cities from three aspects: the development of low-carbon economy, the promotion of carbon emissions and the protection of ecological environment.
