【摘要】：保障公共基礎(chǔ)設(shè)施用地是半城市化地區(qū)規(guī)劃實(shí)施的重要內(nèi)容,而利益分配規(guī)則的設(shè)計(jì)則是規(guī)劃實(shí)施成功與否的關(guān)鍵。文章以深圳為例,通過(guò)總結(jié)農(nóng)村集體土地的空間特征與規(guī)劃實(shí)施效果,對(duì)半城市化地區(qū)規(guī)劃實(shí)施效果欠佳的原因進(jìn)行分析,提出清晰的土地產(chǎn)權(quán)、明確的利益分配規(guī)則、合理的成本分擔(dān)和補(bǔ)償激勵(lì)機(jī)制是加強(qiáng)半城市化地區(qū)規(guī)劃實(shí)施的關(guān)鍵。此外,文章還結(jié)合深圳市土地整備的政策實(shí)踐,圍繞地籍重劃、留用地安排、規(guī)劃條件確定、公共基礎(chǔ)設(shè)施用地分?jǐn)偤图?lì)等政策要點(diǎn)對(duì)半城市化地區(qū)規(guī)劃實(shí)施的政策設(shè)計(jì)進(jìn)行討論。
[Abstract]:Ensuring the land use of public infrastructure is an important part of the planning and implementation of semi-urbanized areas, and the design of benefit distribution rules is the key to the success of planning and implementation. Taking Shenzhen as an example, by summing up the spatial characteristics and planning implementation effect of rural collective land, this paper analyzes the reasons for the poor planning implementation in semi-urbanized areas, and puts forward that clear land property rights, clear benefit distribution rules, reasonable cost sharing and compensation incentive mechanism are the key to strengthen the planning and implementation of semi-urbanized areas. In addition, based on the policy practice of land preparation in Shenzhen, this paper also discusses the policy design of semi-urbanized area planning and implementation around the policy points of cadastral rezoning, reserved land arrangement, planning conditions, allocation and incentive of public infrastructure land.
