【摘要】：利益關(guān)系是低碳城鎮(zhèn)化轉(zhuǎn)型中的關(guān)鍵問題。在低碳城鎮(zhèn)化轉(zhuǎn)型過程中,地方政府面臨政治利益與環(huán)境利益難以統(tǒng)一的矛盾;企業(yè)面臨經(jīng)濟(jì)利潤與節(jié)能減排之間的權(quán)衡取舍;居民面臨個(gè)人效用與環(huán)境行為的決策選擇,各參與主體利益訴求非一致性而至的利益格局已構(gòu)成低碳城鎮(zhèn)化轉(zhuǎn)型的現(xiàn)實(shí)困境。在這種利益格局下,應(yīng)將低碳城鎮(zhèn)化轉(zhuǎn)型置于多維激勵(lì)視角中進(jìn)行分析,而轉(zhuǎn)型效果最終則依賴于各參與主體職能優(yōu)勢的發(fā)揮及相互間的合作博弈�；诖�,立足于低碳城鎮(zhèn)化轉(zhuǎn)型中多重利益格局這一視角,提出"理念"、"行為"和"績效"激勵(lì)維度分析框架,從中央政府的制度保障、地方政府的政策優(yōu)惠、企業(yè)的創(chuàng)新支持和居民的低碳自律建立低碳城鎮(zhèn)化轉(zhuǎn)型"四力合一"的激勵(lì)型協(xié)同治理路徑。
[Abstract]:Interest relationship is a key issue in the transition of low-carbon urbanization. In the process of transition of low-carbon urbanization, local governments are confronted with the contradiction between political interests and environmental interests, enterprises are faced with trade-offs between economic profits and energy saving and emission reduction. Residents are faced with the choice of individual utility and environmental behavior, and the interests of the participants are not consistent with each other, which has already constituted the realistic dilemma of low-carbon urbanization transformation. Under this interest pattern, the low-carbon urbanization transformation should be analyzed from the perspective of multi-dimensional incentives, and the effect of the transformation ultimately depends on the exertion of the functional advantages of the participants and the cooperative game among each other. Based on this, based on the perspective of multi-interest pattern in the transition of low-carbon urbanization, this paper puts forward the "idea", "behavior" and "performance" incentive dimension analysis framework, from the central government's system protection, local government's policy preference. The innovation support of enterprises and the low carbon self-discipline of residents establish the "four forces in one" incentive cooperative governance path in the transition of low-carbon urbanization.
