【摘要】：隨著現(xiàn)代社會(huì)的發(fā)展,食品安全問題日益成為社會(huì)公眾關(guān)注的熱點(diǎn)問題,本文從食品安全管理與監(jiān)督體系構(gòu)建的角度出發(fā),對(duì)榆林市食品安全問題的處理,相關(guān)體系的構(gòu)建以及構(gòu)建過程中的創(chuàng)新方式展開詳細(xì)的研究。食品安全是整個(gè)社會(huì)安定和諧的基礎(chǔ),但出于市場(chǎng)競(jìng)爭(zhēng)與利益角逐,許多不法商販選擇鋌而走險(xiǎn),不顧他人健康從事非法的食品加工與生產(chǎn),從而給社會(huì)的和諧帶來(lái)極大的威脅,除此之外,由于缺乏相關(guān)的專業(yè)數(shù)據(jù)標(biāo)準(zhǔn),導(dǎo)致食品生產(chǎn)過程中添加劑的劑量、農(nóng)作物生長(zhǎng)過程中的化肥劑量等等嚴(yán)重超標(biāo),也會(huì)導(dǎo)致食品出現(xiàn)巨大的安全隱患,而這都需要相關(guān)的食品安全管理與監(jiān)督機(jī)構(gòu)展開嚴(yán)格的把控。本篇論文首先針對(duì)榆林市農(nóng)村地區(qū)食品安全監(jiān)督管理體系的現(xiàn)狀展開詳細(xì)的分析與研究,具體包括食品安全監(jiān)管網(wǎng)絡(luò)、食品生產(chǎn)加工流程控制體系、食品安全控制與支持體系以及食品監(jiān)管各個(gè)職能機(jī)構(gòu)的詳細(xì)分工,根據(jù)上述論述內(nèi)容,分析其存在的問題如下:食品安全監(jiān)管機(jī)構(gòu)運(yùn)行效率較低、食品安全法規(guī)體系不健全、食品安全監(jiān)管政策有待完善以及食品安全管理手段較為落后。在此基礎(chǔ)上,本文通過分析榆林市食品安全管理與監(jiān)督體系存在問題的成因,從而得出相關(guān)監(jiān)管體系的構(gòu)建思路與具體的構(gòu)建建議,即構(gòu)建榆林市農(nóng)村食品安全監(jiān)管主體、榆林市農(nóng)村食品安全監(jiān)管工具與手段與榆林市農(nóng)村食品安全監(jiān)管機(jī)制,并在此基礎(chǔ)上不斷完善相關(guān)的食品安全監(jiān)管法律體系,建立食品安全技術(shù)標(biāo)準(zhǔn)體系,建立食品安全監(jiān)督與管理培訓(xùn)體系,同時(shí)對(duì)榆林市相關(guān)的食品安全監(jiān)管政策進(jìn)行改革與完善,最終形成統(tǒng)一的食品安全監(jiān)管機(jī)構(gòu)與食品安全監(jiān)管流程控制機(jī)制。
[Abstract]:With the development of modern society, food safety has increasingly become a hot issue of public concern. From the point of view of food safety management and supervision system, this paper deals with food safety in Yulin City. The construction of relevant systems and the innovative ways in the process of construction are studied in detail. Food safety is the basis for the stability and harmony of the whole society. However, because of market competition and competition for interests, many illegal traders choose to take risks and engage in illegal food processing and production regardless of the health of others. In addition, due to the lack of relevant professional data standards, the dosage of additives in the course of food production and the dosage of chemical fertilizer in the process of crop growth are seriously exceeded. It can also lead to huge food safety risks, which require strict control by relevant food safety regulatory and supervisory agencies. In this paper, the current situation of food safety supervision and management system in rural areas of Yulin City is analyzed and studied in detail, including food safety supervision network, food production and processing process control system. The food safety control and support system as well as the detailed division of labor of each functional organization of food supervision, according to the above exposition content, analyzes its existence question as follows: the food safety supervision organization runs the efficiency to be low, the food safety regulation system is not perfect, The food safety supervision policy needs to be perfected and the food safety management means lag behind. On this basis, by analyzing the causes of the problems existing in the food safety management and supervision system in Yulin City, this paper draws the train of thought and concrete suggestions for the construction of the relevant supervision system, that is, to construct the main body of the food safety supervision system in the rural areas of Yulin City. Yulin city rural food safety supervision tools and means and Yulin rural food safety supervision mechanism, and on this basis constantly improve the relevant food safety regulatory legal system, establish food safety technical standard system, Establish food safety supervision and management training system, at the same time reform and improve the relevant food safety supervision policy in Yulin City, and finally form a unified food safety regulatory body and food safety supervision process control mechanism.
