【摘要】：改革開(kāi)放以來(lái),我國(guó)城市土地經(jīng)歷了從無(wú)償劃撥到有償使用的管理轉(zhuǎn)變,土地資源配置市場(chǎng)化機(jī)制逐步建立,但城鎮(zhèn)化的成本支付和土地待遇的公平分配等方面還有待完善,需要更好地發(fā)揮城市土地的效用�；仡欔P(guān)于土地征收、儲(chǔ)備、出讓改革的研究成果,土地征收制度尚存在公共利益界定不明和征地補(bǔ)償偏低等問(wèn)題,土地儲(chǔ)備制度尚存在運(yùn)行缺乏統(tǒng)一規(guī)范、資金短缺、制度不健全、管理不科學(xué)等問(wèn)題,土地出讓制度在方式方法、用途管制及出讓金的使用分配等方面有待完善。要解決上述問(wèn)題,必須深化城市土地管理改革,并應(yīng)強(qiáng)化統(tǒng)籌協(xié)調(diào),努力實(shí)現(xiàn)各項(xiàng)改革的聯(lián)動(dòng)及與其他領(lǐng)域改革的協(xié)同。應(yīng)適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài),進(jìn)一步深化對(duì)城市土地管理改革的理論研究和實(shí)踐總結(jié),尤其要重視和強(qiáng)化對(duì)相關(guān)改革聯(lián)動(dòng)的研究和探索。
[Abstract]:Since the reform and opening up, the urban land in our country has experienced the management transformation from free transfer to paid use, and the marketization mechanism of land resources allocation has been gradually established. However, the cost payment of urbanization and the fair distribution of land treatment still need to be improved. Better use of urban land is needed. Recalling the results of research on the reform of land expropriation, reserve and transfer, the problems of unclear definition of public interest and low compensation for land expropriation in the system of land expropriation, the lack of uniform norms in the operation of the system of land reserve and the shortage of funds, Problems such as imperfect system, unscientific management and so on, land transfer system needs to be improved in ways and methods, use control and distribution of transfer funds. In order to solve the above problems, we must deepen the reform of urban land management, strengthen the overall coordination, and make great efforts to realize the linkage of the various reforms and the synergy with the reforms in other fields. We should adapt to the new normal of economic development, further deepen the theoretical research and practical summary of urban land management reform, especially attach importance to and strengthen the research and exploration on the linkage of related reforms.
