【摘要】：基礎(chǔ)設(shè)施建設(shè)是一個國家或地區(qū)的基礎(chǔ)設(shè)施是否完善,是其經(jīng)濟(jì)是否可以長期持續(xù)穩(wěn)定發(fā)展的重要基礎(chǔ)。在很長的一段時間,國家一直是投資主體,隨著改革開放,逐步放開社會資本進(jìn)入基礎(chǔ)設(shè)施領(lǐng)域。此時傳統(tǒng)的項目承包模式發(fā)生了改變,PPP(公私合作關(guān)系:Public-privatePartnership,公私合伙或合營,又稱公私協(xié)力)項目承包模式,逐漸成為基礎(chǔ)建設(shè)領(lǐng)域主要承包模式,受到各級地方政府青睞。因投資主體形式的變化,各級政府政策、管理形式、參與主體也在改變。項目管理隨著大環(huán)境,小環(huán)境的變化,企業(yè)也在不斷更新自身管理。形成一個從市場變化,企業(yè)適應(yīng)提高,市場再變化,企業(yè)再適應(yīng)提高的新模式。為了使大家對PPP項目管理模式有更清楚的認(rèn)識,本文做了以下工作。1、介紹國內(nèi)外項目承包模式及管理的發(fā)展現(xiàn)狀,引出本文的主要內(nèi)容。2、分析比較了PPP項目管理模式與傳統(tǒng)管理模式在各方面的相同點及差異;3、以成渝高速公路復(fù)線(重慶境)項目為例,詳細(xì)介紹了PPP項目管理的主要內(nèi)容。4、以成渝高速公路復(fù)線(重慶境)項目為例,詳細(xì)分析了PPP項目在管理過程中關(guān)鍵問題的管理及可能碰到突發(fā)問題的解決方法。5、對本文內(nèi)容進(jìn)行總結(jié),展望未來的發(fā)展趨勢。
[Abstract]:Infrastructure construction is whether a country or a region's infrastructure is perfect or not, and is an important foundation for its long-term sustainable and stable development. For a long time, the state has been the main investment body, with the reform and opening up, social capital has gradually opened up into the field of infrastructure. At this time, the traditional project contracting mode has changed PPP (Public-Private Partnership) project contracting mode, which has gradually become the main contracting mode in the field of infrastructure construction, and has been favored by local governments at all levels. As a result of the change of investment subject form, government policy, management form and participation subject are also changing at all levels. With the change of environment and environment, enterprises are constantly renewing their own management. To form a new model of market change, enterprise adaptation and improvement, market re-change, enterprise re-adaptation and improvement. In order to make everyone have a clearer understanding of the PPP project management mode, this paper has done the following work. The main content of this paper. 2. This paper analyzes and compares the similarities and differences between the PPP project management mode and the traditional management mode in various aspects. Taking the Chengdu-Chongqing Expressway (Chongqing Border) project as an example, This paper introduces the main content of PPP project management. This paper analyzes in detail the management of key problems in the process of PPP project management and the solutions to the unexpected problems. It summarizes the contents of this paper and looks forward to the future development trend.
