【摘要】：隨著我國城鎮(zhèn)化的快速推進(jìn),我國的社會經(jīng)濟得到了長足進(jìn)步,農(nóng)村經(jīng)濟結(jié)構(gòu)、就業(yè)結(jié)構(gòu)和城鄉(xiāng)結(jié)構(gòu)得到有效的調(diào)整。但大規(guī)模、粗放型、外延式的城鎮(zhèn)化發(fā)展模式卻忽視了經(jīng)濟與社會、經(jīng)濟與生態(tài)環(huán)境的協(xié)調(diào)發(fā)展,各種資源不能有效配置,損失浪費嚴(yán)重,城鎮(zhèn)化建設(shè)中的負(fù)外溢性凸顯,城鎮(zhèn)化建設(shè)與區(qū)域生態(tài)不和諧,城鎮(zhèn)化建設(shè)的預(yù)期目標(biāo)較難實現(xiàn)。實現(xiàn)區(qū)域生態(tài)化發(fā)展,應(yīng)反思城鎮(zhèn)化建設(shè)模式,結(jié)合區(qū)域內(nèi)的實際情況,將生態(tài)理念全面融入城鎮(zhèn)化建設(shè)進(jìn)程,因地制宜細(xì)化設(shè)計規(guī)劃方案,加大監(jiān)督力度,切實落實規(guī)劃方案,貫徹重質(zhì)不重量的指導(dǎo)方針,合理規(guī)避城鎮(zhèn)化建設(shè)的負(fù)外溢性,促使城鎮(zhèn)化建設(shè)與區(qū)域生態(tài)協(xié)調(diào)發(fā)展。
[Abstract]:With the rapid development of urbanization in our country, the social economy of our country has made great progress, the structure of rural economy, the structure of employment and the structure of urban and rural areas have been adjusted effectively. However, the large-scale, extensive and epitaxial urbanization development model neglects the coordinated development of economy and society, economy and ecological environment, various kinds of resources can not be allocated effectively, the loss is serious, and the negative spillover in the urbanization construction is prominent. Urbanization construction and regional ecological disharmony, the expected goal of urbanization construction is difficult to achieve. In order to realize the ecological development of the region, we should reflect on the construction mode of urbanization, integrate the ecological concept into the process of urbanization construction, refine the design plan according to the local conditions, and strengthen the supervision. It is necessary to carry out the planning plan, carry out the guiding principle of emphasizing quality and not weight, avoid the negative spillover of urbanization construction, and promote the harmonious development of urbanization and regional ecology.
