【摘要】：民以食為天,食以安為先,近年來(lái)我國(guó)食品安全問題多發(fā),食品安全一直以來(lái)是社會(huì)關(guān)注的熱點(diǎn),我國(guó)政府和民眾越來(lái)越重視食品安全問題。為了進(jìn)一步提高食品安全監(jiān)管水平,國(guó)務(wù)院正在著力推進(jìn)有關(guān)機(jī)構(gòu)調(diào)整和職能整合。從2013年3月起,國(guó)務(wù)院對(duì)食品安全監(jiān)管體制進(jìn)行新的一輪改革,加大對(duì)食品安全監(jiān)管部門職能調(diào)整的步伐,從多部門各管生產(chǎn)、流通、餐飲環(huán)節(jié)的監(jiān)管模式調(diào)整為一個(gè)部門統(tǒng)一的監(jiān)督管理。此次改革對(duì)食品安全監(jiān)管體制進(jìn)行了重大調(diào)整,但是在推進(jìn)過程之中還是遇到編制調(diào)整困難、政策執(zhí)行不力等諸多問題。本文通過對(duì)嵐山區(qū)食品安全監(jiān)管部門所承擔(dān)的職責(zé)以及食品安全監(jiān)管方面存在的問題及原因進(jìn)行調(diào)查研究,通過對(duì)此次改革前后我國(guó)食品安全監(jiān)管體制變化的分析和對(duì)美國(guó)、歐盟、日本等發(fā)達(dá)國(guó)家先進(jìn)經(jīng)驗(yàn)的探討的基礎(chǔ)上,解析嵐山區(qū)現(xiàn)行食品安全監(jiān)管機(jī)制的構(gòu)架及特點(diǎn),并進(jìn)一步指出嵐山區(qū)食品安全監(jiān)管現(xiàn)行機(jī)制運(yùn)行過程中存在的食品安全監(jiān)管法律法規(guī)不健全、監(jiān)管效率低、食品安全檢測(cè)能力有限、監(jiān)管信息化水平低、機(jī)構(gòu)融合不徹底、工作人員專業(yè)水平有限等一些問題,提出推進(jìn)食品安全監(jiān)管體制機(jī)制建設(shè)、加強(qiáng)食品安全監(jiān)管能力建設(shè)、健全食品安全監(jiān)管體系等建議,完善基層政府食品安全監(jiān)管工作。為我國(guó)基層政府食品安全監(jiān)管體制改革提出合理化的建議。
[Abstract]:In recent years, food safety in our country is more and more frequent. Food safety has always been the focus of attention of the society. Our government and people pay more and more attention to food safety. In order to further improve the level of food safety supervision, the State Council is working to promote the restructuring and functional integration of relevant institutions. Since March 2013, the State Council has carried out a new round of reform of the food safety regulatory system, stepped up the pace of adjustment of the functions of the food safety supervision department, and managed production and circulation from various sectors. The regulation mode of catering links is adjusted to a unified supervision and management of a department. The reform has made a major adjustment to the food safety regulatory system, but in the process of promotion, it has encountered many problems, such as difficulties in making adjustments and poor implementation of policies and so on. Through the investigation and research on the responsibility of food safety supervision department in Lanshan area and the problems and reasons existing in food safety supervision, this paper analyzes the changes of food safety supervision system in China before and after this reform, and analyzes the changes of food safety supervision system in the United States before and after the reform. On the basis of discussing the advanced experiences of developed countries such as the European Union and Japan, the paper analyzes the framework and characteristics of the current food safety supervision mechanism in Lanshan District. Furthermore, it is pointed out that the food safety supervision laws and regulations in Lanshan District are not perfect, the supervision efficiency is low, the ability of food safety detection is limited, the level of supervision information is low, and the institutional integration is not complete. In order to perfect the food safety supervision work of grass-roots government, the author puts forward some suggestions, such as promoting the construction of food safety supervision system, strengthening the construction of food safety supervision capacity, perfecting food safety supervision system, and so on. To put forward rational suggestions for the reform of food safety supervision system of grass-roots government in our country.
