【摘要】：深入考察農(nóng)村小型公共基礎(chǔ)設(shè)施村民自建項(xiàng)目,并探討其運(yùn)作管理機(jī)制,具有顯著的現(xiàn)實(shí)意義。農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目通過(guò)村民自建為政府合理規(guī)劃布局農(nóng)村基礎(chǔ)設(shè)施提供了項(xiàng)目支撐。并運(yùn)用管理理論應(yīng)用于實(shí)際的小型公共基礎(chǔ)設(shè)施項(xiàng)目,推動(dòng)政府實(shí)施農(nóng)業(yè)政策的效益落實(shí)到了實(shí)處,保證了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項(xiàng)目的建設(shè)質(zhì)量,提升了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項(xiàng)目的管護(hù)質(zhì)量,保障了村民合法權(quán)益,確保了農(nóng)村小型公共基礎(chǔ)設(shè)施工程項(xiàng)目按計(jì)劃順利運(yùn)行。本文對(duì)農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目管理的探討,以深入細(xì)致調(diào)查和數(shù)據(jù)搜集為基礎(chǔ),以國(guó)內(nèi)外村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目的實(shí)證為參照系,分別借助現(xiàn)代管理理論和分析方法,對(duì)所搜集的材料進(jìn)行定性分析評(píng)判和加工整理,并通過(guò)案例分析,揭示村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目管理的現(xiàn)狀和主要問(wèn)題。通過(guò)研究發(fā)現(xiàn),在農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目管理方面如何進(jìn)一步豐富和完善保護(hù)村民權(quán)益的機(jī)制,程序和方法,保護(hù)村民與小農(nóng)戶的管理權(quán)益,建立政府與村民上下聯(lián)動(dòng)的新型項(xiàng)目管理機(jī)制,實(shí)現(xiàn)了農(nóng)村基礎(chǔ)設(shè)施"建養(yǎng)管"中的"責(zé)權(quán)利"一體,是破解項(xiàng)目與需求脫節(jié)、建設(shè)與村民無(wú)關(guān)、管養(yǎng)主體不明的難題的關(guān)鍵。基于上述分析研究,提出了保護(hù)村民參與農(nóng)村小型公共基礎(chǔ)設(shè)施項(xiàng)目的對(duì)策和措施。
[Abstract]:It is of great practical significance to investigate the villagers' self-building project of rural small public infrastructure and discuss its operation and management mechanism. The rural small public infrastructure project provides the project support for the government to plan and distribute the rural infrastructure by the villagers themselves. And applying the management theory to the practical small public infrastructure projects, promoting the efficiency of the government to implement the agricultural policy into practice, and ensuring the construction quality of the rural small public infrastructure projects. It improves the quality of management and protection of small public infrastructure projects in rural areas, ensures the lawful rights and interests of villagers, and ensures the smooth operation of small public infrastructure projects in rural areas as planned. In this paper, the management of small public infrastructure projects in rural areas is discussed, based on a thorough investigation and data collection, and the empirical evidence of villagers' participation in small public infrastructure projects in rural areas at home and abroad is taken as the reference frame. With the help of modern management theory and analysis method, qualitative analysis and processing of the collected materials are carried out, and through case analysis, the present situation and main problems of villagers' participation in the management of small public infrastructure projects in rural areas are revealed. Through the research, it is found that how to further enrich and perfect the mechanism, procedure and method of protecting villagers' rights and interests, and protect the management rights and interests of villagers and small farmers in the management of rural small public infrastructure projects, The establishment of a new project management mechanism, which is linked up and down between the government and the villagers, realizes the "responsibility right" in the rural infrastructure, which is the key to solve the problem of disconnection between the project and the demand, the construction has nothing to do with the villagers, and the mainstay is not clear. Based on the above analysis, the countermeasures and measures to protect villagers' participation in small public infrastructure projects in rural areas are put forward.
