【摘要】：PPP模式因為較好地發(fā)揮了政府部門和私營部門的各自優(yōu)勢,提高了項目的建設和運營效率,在近年來得到了迅速的推廣。但PPP項目風險復雜,風險分擔方案的制定一直是PPP項目合同簽訂過程中公私雙方爭論的焦點。本文首先運用合作博弈理論構建公共部門和私營部門的風險分擔模型,進而利用網(wǎng)絡層次分析法引入項目屬性、合作機制、風險屬性、風險控制和損失承受五類因素對分擔比例的影響,對合作博弈模型的解進行修正。在此基礎上以某污水處理廠PPP項目為例對模型進行應用,求得最優(yōu)風險分擔比例。本文不僅為相關研究提供了新視角,也為PPP項目實踐中風險分擔方案的制定提供了決策依據(jù)。
[Abstract]:The PPP model has been popularized rapidly in recent years because it has brought into full play the respective advantages of the government and the private sector and improved the construction and operation efficiency of the project. However, the risk of PPP project is complex, and the formulation of risk sharing scheme is always the focus of public and private disputes in the process of signing the contract of PPP project. In this paper, we first use the cooperative game theory to construct the risk sharing model between the public sector and the private sector, and then introduce the project attribute, cooperation mechanism, risk attribute by using the analytic hierarchy process of network. The effect of five factors, risk control and loss bearing, on the proportion of the cooperative game model is modified. On this basis, the PPP project of a sewage treatment plant is taken as an example to apply the model, and the optimal risk sharing ratio is obtained. This paper not only provides a new perspective for related research, but also provides a decision basis for the formulation of risk sharing scheme in the practice of PPP project.
