深圳市行業(yè)協(xié)會(huì)發(fā)展困境及解決對(duì)策研究

【摘要】:上世紀(jì)80年代初我國(guó)行業(yè)協(xié)會(huì)發(fā)展取得了巨大進(jìn)步,但就其整體發(fā)展質(zhì)效來看,并沒有取得飛躍性發(fā)展。經(jīng)歷了 30多年的發(fā)展,我國(guó)行業(yè)協(xié)會(huì)與發(fā)達(dá)國(guó)家行業(yè)協(xié)會(huì)仍然存在一定差距。十八屆三中全會(huì)提出要通過協(xié)調(diào)社會(huì)組織的活力進(jìn)而改善政府和社會(huì)關(guān)系。盡快推行政社分離,實(shí)現(xiàn)行業(yè)協(xié)會(huì)依法自治,擴(kuò)大深化其功能并最終有效推動(dòng)產(chǎn)業(yè)發(fā)展。與此同時(shí),社會(huì)組織迎來了重大變革,同時(shí)讓行業(yè)協(xié)會(huì)面對(duì)極大的壓力與挑戰(zhàn)。本文作者通過研究分析認(rèn)為,從社會(huì)組織理論以及多中心公共治理范式的角度出發(fā),深圳市行業(yè)協(xié)會(huì)改革從2004年開始,改革的關(guān)鍵是"去行政化"以及"去壟斷化"。盡管深圳市行業(yè)協(xié)會(huì)改革取得了一定進(jìn)步,但仍然存在一定的發(fā)展弊端。從目前的發(fā)展形式來看,我國(guó)深圳市行業(yè)協(xié)會(huì)在定位方面不夠精準(zhǔn),其角色扮演與政府職能容易混淆。其職能定位與組織架構(gòu)不清晰準(zhǔn)確。二是協(xié)會(huì)自身缺乏政策及資金扶持,先天條件不足,導(dǎo)致其發(fā)展緩慢;三是從人力資源配置上來看缺乏行業(yè)協(xié)會(huì)從業(yè)人員資格認(rèn)證的制度支持,導(dǎo)致容易出現(xiàn)行業(yè)協(xié)會(huì)內(nèi)部從業(yè)人員出現(xiàn)"非專業(yè)"等一系列負(fù)面效應(yīng)。本文通過對(duì)深圳市行業(yè)協(xié)會(huì)及其在此次巨大變革背景下所涉及的革新問題展開探究,同時(shí)參考外國(guó)先進(jìn)國(guó)家行業(yè)協(xié)會(huì)的實(shí)際狀況,試圖探究行業(yè)協(xié)會(huì)發(fā)展的新機(jī)制和新途徑,實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展;明確政府與行業(yè)協(xié)會(huì)之間的權(quán)責(zé)界限,實(shí)現(xiàn)管理的規(guī)范化,讓政府的行政職能與行業(yè)組織的服務(wù)能力有所提高。
[Abstract]:At the beginning of 1980's, China's trade association made great progress, but in terms of its overall development quality, it did not make leaps and bounds. After more than 30 years of development, there is still a certain gap between China's trade associations and developed countries' trade associations. The third Plenary session of the 18th CPC Central Committee proposed to improve government and social relations by coordinating the vitality of social organizations. The separation of government and society should be carried out as soon as possible to realize the autonomy of trade association according to law, expand and deepen its function, and finally promote the development of industry effectively. At the same time, social organizations have ushered in major changes, while industry associations face great pressure and challenges. The author thinks that from the angle of social organization theory and multi-center public governance paradigm, the reform of Shenzhen trade association began in 2004, and the key to the reform is "de-administration" and "de-monopoly". Although Shenzhen industry association reform has made certain progress, but still exists certain development malpractice. Judging from the present development, the position of Shenzhen Industry Association is not accurate enough, and its role is easily confused with the government function. Its function position and organization structure are not clear and accurate. The second is the lack of policy and financial support of the association itself, the lack of innate conditions, which results in its slow development; the third is the lack of institutional support for the qualification certification of industry association practitioners from the point of view of the allocation of human resources. It is easy to appear a series of negative effects, such as "non-professional" and so on. This paper attempts to explore the new mechanism and new ways of the development of the industry associations in Shenzhen, referring to the actual situation of the trade associations of advanced countries in foreign countries, through the exploration of the Shenzhen trade association and the innovation problems involved in the background of this great change. To realize the innovation-driven development, to clarify the limits of power and responsibility between the government and the trade association, to realize the standardization of management, and to improve the administrative function of the government and the service ability of the trade organization.
