【摘要】：2016年10月17-20日,第三次聯(lián)合國(guó)住房和城市可持續(xù)發(fā)展會(huì)議(簡(jiǎn)稱"人居三")在厄瓜多爾首都基多舉行。"人居三"正式通過(guò)了具有里程碑意義的成果文件——《新城市議程》。本文回顧了作者參加籌備"人居三"工作的過(guò)程,包括參與《中國(guó)國(guó)家報(bào)告》的編寫,入選聯(lián)合國(guó)"人居三"大會(huì)政策小組,參與《新城市議程》有關(guān)政策文件的準(zhǔn)備等,并對(duì)"城市權(quán)"的概念和聯(lián)合國(guó)召開(kāi)三次人居大會(huì)的歷史過(guò)程進(jìn)行了討論。
[Abstract]:"from 17 to 20 October 2016, the third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) was held in Quito, the capital of Ecuador." Habitat III formally adopted the landmark outcome document, the New Urban agenda. This paper reviews the participation of the author in the preparation of Habitat III, including his participation in the preparation of the National report of China, his election to the policy group of the UN Habitat III Conference, and his participation in the preparation of relevant policy documents for the New Urban agenda. The concept of "urban right" and the historical process of UN convening three Habitat conferences are also discussed.
