【摘要】：城市市政管線工程是當(dāng)代城市快速發(fā)展所必需的基礎(chǔ)設(shè)施,亦是國家大力扶持和推進(jìn)現(xiàn)代化城市快速建設(shè)的重點工程。隨著我國城市建設(shè)的發(fā)展,城市市政管線建設(shè)成為市政基礎(chǔ)設(shè)施建設(shè)的重要組成部分,并且緊密關(guān)系著城市居民的生活。然而,管線的傳統(tǒng)埋設(shè)方式存在很多缺陷,比如城市道路拉鏈?zhǔn)介_挖、交通擁堵以及揚塵污染等等。綜合管廊作為一種集約化的市政基礎(chǔ)設(shè)施,可以有效解決這些問題,政府也在加大推廣力度,積極引進(jìn)社會資本。然而綜合管廊的建設(shè)一般具有工程質(zhì)量要求嚴(yán)格、投資費用高、收益回報慢、維護(hù)成本高等特征,這也就決定了此類市政工程項目成本與收益的復(fù)雜性。因此,如何對綜合管廊PPP項目進(jìn)行有效的定價與調(diào)價,一直是政府、社會資本和管線單位關(guān)注的焦點。定價與調(diào)價問題是綜合管廊PPP項目建設(shè)和運營中的重要部分。本文基于文獻(xiàn)研究和項目實踐梳理,梳理了綜合管廊PPP定價的相關(guān)理論。結(jié)合綜合管廊PPP項目定價的實施現(xiàn)狀及其存在的問題,首先對綜合管廊PPP項目定價原則和流程框架進(jìn)行研究,然后構(gòu)建綜合管廊PPP項目針對于管線單位付費的定價模型,并且對基于績效的政府補貼進(jìn)行研究。進(jìn)而在理論分析的基礎(chǔ)上,基于績效的思維模式,構(gòu)建綜合管廊PPP項目基于績效的調(diào)價模型,并且深入探討了綜合管廊PPP績效指數(shù)的確定流程以及綜合管廊PPP項目的調(diào)價流程。
[Abstract]:Urban municipal pipeline engineering is the necessary infrastructure for the rapid development of modern cities, and is also the key project to support and promote the rapid construction of modern cities. With the development of urban construction in China, urban municipal pipeline construction has become an important part of municipal infrastructure construction, and is closely related to the life of urban residents. However, there are many defects in the traditional laying of pipelines, such as zipper excavation, traffic congestion and dust pollution. As a kind of intensive municipal infrastructure, integrated pipe gallery can effectively solve these problems, and the government is also increasing its promotion and actively introducing social capital. However, the construction of integrated pipe gallery is generally characterized by strict engineering quality requirements, high investment cost, slow return on income and high maintenance cost, which determines the complexity of the cost and benefit of this kind of municipal engineering project. Therefore, how to effectively price and adjust the PPP project has been the focus of the government, social capital and pipeline units. Pricing and price adjustment is an important part of PPP project construction and operation. Based on literature research and project practice, this paper combs the relevant theories of PPP pricing. Combined with the current situation and existing problems of PPP project pricing, this paper firstly studies the pricing principle and process framework of integrated pipe gallery PPP project, and then constructs the pricing model of integrated pipe gallery PPP project for pipeline unit payment. And on the basis of performance-based government subsidies are studied. Then, based on the theoretical analysis and the thinking mode of performance, the performance-based price adjustment model of PPP project is constructed, and the process of determining the performance index of PPP and the price adjustment process of PPP project are discussed in depth.
