【摘要】:HM公司,作為一個大型工程建設企業(yè),因工程項目的建設周期長,物資使用量大且價值較高等特殊性,使其工程項目物資在采購過程中充滿了不確定性因素且處于不斷變化的環(huán)境中,直接影響著工程項目物資采購的順利實施。采購進入實質(zhì)性階段后,在采購過程中為保證采購目標的實現(xiàn),會遇到采購過程中采購風險的識別、評價、應對等問題,只有正確的處理好這些問題,才能實現(xiàn)物資采購供應的順利完成。HM公司工程項目物資采購部門目前所面臨的現(xiàn)實問題就是,如何減少工程項目物資的采購次數(shù)、降低采購成本、規(guī)范采購標準,提高采購規(guī)范性,適時、適量、適質(zhì)、適地、適價的采購供應工程項目建設所需物資,因此對HM公司采購所遇到的各種風險進行管理是十分必要的。本文共分為六章。以HM公司工程項目物資采購風險管理為分析對象,第一章主要介紹了本文的選題背景、研究意義、國內(nèi)外研究現(xiàn)狀及研究述評、本文的主要內(nèi)容和結構安排。第二章對本文研究的理論基礎進行簡要介紹,主要包含企業(yè)風險管理、項目采購管理相關理論和項目采購風險管理的相關理論。第三章介紹了HM公司工程項目物資采購管理的基本情況,對物資采購風險管理的的現(xiàn)狀及存在的問題進行梳理。第四章對采購風險識別進行了改進、考慮到評價指標的重要程度不同,引進層次分析法確定并對這些風險的重要性及優(yōu)先性進行評價,使其評價更加具有科學性和可信性,根據(jù)這些因素的優(yōu)先性合理的分配資源,提出了相應的采購風險應對措施及防范措施。第五章提出了保證HM公司工程項目物資采購風險管理的保障措施。第六章得出本文的結論,對采購項目的風險管理評價進行研究,為采購風險管理人員提供理論和技術支持,可以有效的規(guī)避或減小因采購風險而造成的損失,保證采購工作的順利實施,改變了采購管理人員在識別采購風險時無章可循的狀況,對HM公司工程項目物資采購風險管理有很重要的現(xiàn)實意義,對采購風險管理的研究也有一定的理論意義。
[Abstract]:HM Company, as a large engineering construction enterprise, has many particularities, such as long construction period, large material usage and high value, etc. In the process of procurement, it is full of uncertain factors and is in a changing environment, which has a direct impact on the smooth implementation of project material procurement. After the procurement enters the substantive stage, in order to ensure the realization of the procurement goal in the procurement process, will encounter the procurement risk identification, the appraisal, the response and so on in the procurement process, only correctly handles these problems, In order to realize the smooth completion of material procurement and supply. HM Company's engineering project material procurement department currently faces the realistic problem of how to reduce the number of procurement times, reduce procurement costs, and standardize procurement standards. It is necessary to improve the purchasing standard, timely, appropriate quantity, suitable quality, suitable place, suitable price to supply the materials needed for the construction of engineering project, so it is very necessary to manage all kinds of risks encountered by HM company. This paper is divided into six chapters. The first chapter mainly introduces the background, research significance, domestic and foreign research status and research review, the main content and structure of this paper. The second chapter briefly introduces the theoretical basis of this study, including enterprise risk management, project procurement management theory and project procurement risk management theory. The third chapter introduces the basic situation of material procurement management in HM company, and combs the current situation and existing problems of material procurement risk management. The fourth chapter improves the identification of procurement risk, considering the different importance of evaluation index, introducing AHP to determine and evaluate the importance and priority of these risks, which makes the evaluation more scientific and credible. According to these factors' priority and reasonable allocation of resources, the corresponding purchasing risk countermeasures and preventive measures are put forward. The fifth chapter puts forward the guarantee measures to guarantee the risk management of HM engineering project material purchase. The sixth chapter draws the conclusion of this paper, to study the risk management evaluation of procurement project, to provide theoretical and technical support for procurement risk management personnel, can effectively avoid or reduce the loss caused by procurement risk. To ensure the smooth implementation of procurement work has changed the situation that procurement managers have no rules to follow in identifying procurement risks, which is of great practical significance to the risk management of material procurement of engineering projects in HM Company. The research on procurement risk management also has certain theoretical significance.
