【摘要】：本文從政府角度出發(fā),通過對(duì)國(guó)內(nèi)外建設(shè)實(shí)踐和研究成果的分析,對(duì)綜合管廊的建設(shè)運(yùn)營(yíng)模式和公共政策進(jìn)行探討,試圖從政府決策者的角度,全方位分析推進(jìn)綜合管廊建設(shè)的思路。本人通過長(zhǎng)期的市政工作以及對(duì)綜合管廊的相關(guān)研究,發(fā)現(xiàn)要使綜合管廊更好的建設(shè)使用,政府部門應(yīng)著力解決以下問題。一是建設(shè)融資問題,不應(yīng)僅限于通過分配收益、特許經(jīng)營(yíng)等模式進(jìn)行融資,而應(yīng)該以聯(lián)系和發(fā)展的觀點(diǎn),拓展融資渠道,將已有的融資模式與創(chuàng)新融資相結(jié)合。二是建設(shè)決策問題,綜合管廊并非放之四海而皆準(zhǔn)的萬能鑰匙,應(yīng)當(dāng)以科學(xué)的手段對(duì)綜合管廊的建設(shè)效益進(jìn)行預(yù)測(cè)。三是運(yùn)營(yíng)維護(hù)問題,綜合管廊的運(yùn)營(yíng)維護(hù)應(yīng)是全方位各負(fù)其責(zé)的綜合工作。四是考核機(jī)制問題,必須建立導(dǎo)向性的考核機(jī)制,與綜合管廊直接效益不明顯、隱性效益很巨大的特點(diǎn)相匹配。本文提出了新的融資和決策思路,需要在實(shí)踐中進(jìn)一步檢驗(yàn)。
[Abstract]:From the angle of government, through the analysis of domestic and foreign construction practice and research results, this paper probes into the construction operation mode and public policy of the integrated plumbing gallery, and tries to discuss it from the point of view of the government decision makers. The idea of promoting the construction of comprehensive pipe gallery is analyzed in all directions. Through the long-term municipal work and the related research on the integrated pipe gallery, I find that to make the integrated pipe corridor better construction and use, the government should focus on solving the following problems. First, the construction financing problem should not be limited to financing through the distribution of income, franchising and other models, but should be linked and developed to expand the financing channels, and combine the existing financing mode with innovative financing. Second, the construction decision-making problem, integrated pipe gallery is not a universal master key, we should use scientific means to predict the construction benefits of the comprehensive pipe gallery. Third, the operation and maintenance of the integrated management corridor should be a comprehensive work with different responsibilities. Fourth, the problem of examination mechanism, it is necessary to establish a leading assessment mechanism, which matches with the characteristics that the direct benefit of comprehensive pipe gallery is not obvious and the hidden benefit is very great. This paper puts forward a new thinking of financing and decision making, which needs to be further tested in practice.
