【摘要】:隨著PPP模式在我國(guó)各領(lǐng)域的廣泛普及應(yīng)用,對(duì)PPP項(xiàng)目開(kāi)展績(jī)效評(píng)價(jià)越來(lái)越受到重視?(jī)效評(píng)價(jià)是項(xiàng)目全生命周期中的不可或缺的反饋和總結(jié)環(huán)節(jié)。對(duì)PPP項(xiàng)目開(kāi)展績(jī)效評(píng)價(jià)有助于提高PPP項(xiàng)目決策、建設(shè)以及運(yùn)營(yíng)全過(guò)程的效率,對(duì)后續(xù)PPP項(xiàng)目的實(shí)施具有重要借鑒價(jià)值。垃圾焚燒發(fā)電技術(shù)是在高溫下焚燒垃圾,使毒害物質(zhì)充分燃燒分解,這個(gè)過(guò)程中產(chǎn)生的大量高溫?zé)煔饪梢栽趦艋笫褂糜酂徨仩t回收,從而獲得較高溫度和壓力的熱蒸汽,使用發(fā)電機(jī)組將這些轉(zhuǎn)化為電能,最終實(shí)現(xiàn)垃圾處理和廢物資源再利用,良好的垃圾處理效果和環(huán)保效益使其在世界范圍內(nèi)受到大力推廣。將PPP模式應(yīng)用于垃圾焚燒發(fā)電項(xiàng)目既能夠有效緩解政府財(cái)政壓力,又能夠有效提高垃圾處理管理水平。同時(shí),由于缺乏統(tǒng)一的行業(yè)實(shí)施標(biāo)準(zhǔn),且受項(xiàng)目特性和技術(shù)難度的制約,我國(guó)垃圾焚燒發(fā)電PPP項(xiàng)目也出現(xiàn)了一些失敗的案例。為了能夠提高項(xiàng)目實(shí)施成功率,總結(jié)經(jīng)驗(yàn)以便能進(jìn)行更高效的推廣,對(duì)垃圾焚燒發(fā)電PPP項(xiàng)目績(jī)效評(píng)價(jià)的研究顯得十分重要。論文對(duì)我國(guó)垃圾焚燒發(fā)電PPP項(xiàng)目的應(yīng)用現(xiàn)狀進(jìn)行研究,在大量文獻(xiàn)閱讀和資料查詢(xún)的基礎(chǔ)上,結(jié)合項(xiàng)目關(guān)鍵成功因素構(gòu)建了垃圾焚燒發(fā)電PPP項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系,使用模糊物元綜合評(píng)價(jià)方法建立績(jī)效評(píng)價(jià)模型,在評(píng)價(jià)中使用熵權(quán)法確定指標(biāo)權(quán)重,采用三角型隸屬度函數(shù)對(duì)指標(biāo)值模糊化處理求取結(jié)果。最后通過(guò)對(duì)具體項(xiàng)目實(shí)際執(zhí)行情況做出評(píng)價(jià),證明所構(gòu)建的績(jī)效評(píng)價(jià)指標(biāo)體系和模糊物元綜合評(píng)價(jià)模型的有效性及實(shí)用性。
[Abstract]:With the widespread application of PPP model in various fields of our country, more and more attention has been paid to the performance evaluation of PPP projects. Performance evaluation is an indispensable feedback and summary link in the whole project life cycle. The performance evaluation of PPP project is helpful to improve the efficiency of decision-making, construction and operation of PPP project, and has important reference value for the implementation of subsequent PPP project. The technology of waste incineration for power generation is to incinerate garbage at high temperature, so that toxic substances can be fully burned and decomposed. A large amount of high temperature flue gas produced in this process can be recovered by waste heat boiler after purification, thus obtaining hot steam at higher temperature and pressure. The generator sets are used to convert these into electric energy and realize the waste disposal and reuse of waste resources. Good waste treatment effect and environmental protection benefit make it widely used all over the world. The application of PPP model in MSW incineration power generation project can not only effectively relieve the government financial pressure, but also effectively improve the management level of MSW treatment. At the same time, due to the lack of uniform industry standards, and restricted by the characteristics of the project and technical difficulties, there have been some cases of failure in the PPP project of MSW incineration power generation in China. In order to improve the success rate of the project and summarize the experience so that it can be popularized more efficiently, it is very important to study the performance evaluation of the PPP project of MSW incineration power generation. In this paper, the application status of PPP project in China is studied. On the basis of a large amount of literature reading and data query, the performance evaluation index system of MSW incineration power generation PPP project is constructed in combination with the key success factors of the project. The fuzzy matter-element comprehensive evaluation method is used to establish the performance evaluation model, the entropy weight method is used to determine the index weight, and the triangular membership function is used to obtain the result by fuzzifying the index value. Finally, the effectiveness and practicability of the performance evaluation index system and the fuzzy matter-element comprehensive evaluation model are proved by evaluating the actual implementation of the specific project.
