【摘要】："十三五"規(guī)劃綱要以及黨的十八屆三中全會均對城鎮(zhèn)化建設(shè)這一話題提出了明確的要求。為響應(yīng)號召,哈爾濱在最近幾年中致力于開展城鎮(zhèn)化建設(shè)工作,并且成果顯著,但和其他地區(qū)相比,發(fā)展速度仍然較為緩慢,發(fā)展水平與發(fā)達地區(qū)存在較大差異。從總體上來看,經(jīng)濟增長點單一、人口外流等問題已嚴重制約哈爾濱市城鎮(zhèn)化建設(shè)。2015年2月4日,哈爾濱被國家發(fā)改委正式劃為第一批國家新型城鎮(zhèn)化綜合試點市,推進區(qū)域共同發(fā)展和促進經(jīng)濟增長等都具有重要的戰(zhàn)略意義。在對哈爾濱市所開展的城鎮(zhèn)化建設(shè)工作探討研究的過程中,明晰了與新型城鎮(zhèn)化的概念界定,對相關(guān)理論進行探討以尋求理論支持,并根據(jù)對哈爾濱市新型城鎮(zhèn)化建設(shè)基本現(xiàn)狀的分析,結(jié)合哈爾濱市相關(guān)現(xiàn)行政策,揭示出經(jīng)濟結(jié)構(gòu)和產(chǎn)業(yè)政策不匹配、社會政策不能滿足現(xiàn)實需要、科教文衛(wèi)政策未能跟進調(diào)整等問題,并從政策運行、政策宣傳、監(jiān)督機制、公共資源分配、公共政策執(zhí)行方法等方面總結(jié)出問題的成因。分析英國西約克郡、德國科隆和天津市、成都市等國內(nèi)外建設(shè)新型城鎮(zhèn)化的案例,借鑒發(fā)揮政策作用要重視市場機制和規(guī)律、科學合理規(guī)劃與行政管理透明化、創(chuàng)新政策統(tǒng)籌城鄉(xiāng)發(fā)展的成功經(jīng)驗。針對哈爾濱市城鎮(zhèn)化的經(jīng)濟政策、社會政策及科教文衛(wèi)政策提出意見,在經(jīng)濟方面引導本市產(chǎn)業(yè)多樣化發(fā)展,增大轉(zhuǎn)移性支付基礎(chǔ)設(shè)施建設(shè)比重的財政政策、吸引綠色企業(yè)和高新技術(shù)企業(yè)落戶的稅收政策、刺激和鼓勵民間資本提供公共服務(wù)的金融政策;社會政策包括實現(xiàn)與戶籍制度相匹配的社會保障政策、因地制宜集約節(jié)約規(guī)劃配置的土地政策;科教文衛(wèi)政策包括鼓勵科技創(chuàng)新與農(nóng)業(yè)現(xiàn)代化相結(jié)合的科技政策、提高教育質(zhì)量加強人才留存與引進的教育政策、挖掘城鎮(zhèn)文化內(nèi)涵打造和諧與文明并存的新型社區(qū)文化政策以及更加強調(diào)將預防同治療相結(jié)合的衛(wèi)生政策。
[Abstract]:The outline of the 13th Five-Year Plan and the third Plenary session of the 18th CPC Central Committee all put forward a clear request for the topic of urbanization. In order to respond to the call, Harbin has devoted itself to the construction of urbanization in recent years, and has achieved remarkable results, but compared with other regions, the speed of development is still relatively slow, and the level of development is quite different from that of the developed regions. On the whole, problems such as single economic growth point and population outflow have seriously restricted the urbanization construction of Harbin. On February 4, 2015, Harbin was officially designated as the first batch of new comprehensive pilot cities for urbanization by the National Development and Reform Commission. It is of great strategic significance to promote regional common development and promote economic growth. In the course of studying the urbanization construction in Harbin, the definition of the concept of new urbanization is clarified, and the relevant theories are discussed in order to seek theoretical support. According to the analysis of the basic situation of the new urbanization construction in Harbin, combined with the current policies of Harbin, it is revealed that the economic structure and industrial policy are not matched, and the social policy can not meet the actual needs. The policy of science, education, culture and health has failed to follow up the adjustment, and summed up the causes of the problems from the aspects of policy operation, policy propaganda, supervision mechanism, public resource allocation and public policy implementation methods. This paper analyzes the new urbanization cases of West Yorkshire, Cologne, Tianjin, Chengdu and so on at home and abroad. It is necessary to pay attention to market mechanism and law, scientific and reasonable planning and transparent administration. The successful experience of innovating policies and coordinating urban and rural development. In view of the economic policy, social policy and science, education, culture and health policy of urbanization in Harbin, the financial policy of guiding the diversification of industry and increasing the proportion of transfer payment infrastructure construction in the economic aspect, Tax policies that attract green and high-tech enterprises, and financial policies that stimulate and encourage private capital to provide public services; social policies include social security policies that match the household registration system, The land policy of intensive planning and allocation according to local conditions, the policy of science, technology, education, culture and health, including the policy of combining scientific and technological innovation with agricultural modernization, and the educational policy of improving the quality of education and strengthening the retention and introduction of talents, Explore the connotation of urban culture to create a harmonious and civilized new community culture policy and more emphasis on the combination of prevention and treatment of health policies.
