【摘要】：城鎮(zhèn)化問題是社會(huì)經(jīng)濟(jì)發(fā)展所要經(jīng)歷的一個(gè)必然階段,自改革開放以來,我國的城鎮(zhèn)化建設(shè)就進(jìn)入了快速發(fā)展時(shí)期,這一過程中存在著一系列的問題,使其成為當(dāng)前政府、社會(huì)、理論學(xué)者關(guān)注的熱點(diǎn)。新型城鎮(zhèn)化的概念也是在此背景之下得以提出,它強(qiáng)調(diào)在構(gòu)建城鎮(zhèn)化的過程中應(yīng)更多的關(guān)注、關(guān)懷人,強(qiáng)調(diào)社會(huì)的發(fā)展在于人,社會(huì)城鎮(zhèn)化發(fā)展的成果應(yīng)由人民共享。新型城鎮(zhèn)化步伐不斷加快,取得了許多可喜的成績:城鎮(zhèn)化水平不斷提高、城鎮(zhèn)人口增長顯著;馬克思主義人本理論和城鎮(zhèn)化認(rèn)識(shí)水平不斷深入;人民生活水平顯著提高,社會(huì)矛盾有所緩解。但是,這其中也暴露了一系列的問題,如盲目追求城鎮(zhèn)化率、城鎮(zhèn)化的主體錯(cuò)位、“城市病”問題凸顯、城鄉(xiāng)二元分立、城鎮(zhèn)化發(fā)展成果共享顯失公平等。這些問題的產(chǎn)生主要是由于對于城鎮(zhèn)化的理解不到位,并因此導(dǎo)致城鎮(zhèn)化建設(shè)主體的錯(cuò)誤以及管理體制不健全。實(shí)際上,要想解決新型城鎮(zhèn)化的問題,有賴于在新型城鎮(zhèn)化建設(shè)過程中牢固樹立科學(xué)發(fā)展觀的理念,切實(shí)將馬克思主義人本理論同新型城鎮(zhèn)化實(shí)踐相結(jié)合,以以人為本的思想來引導(dǎo)城鎮(zhèn)化建設(shè)重視人、維護(hù)人、成果由人民共享;其次,因地制宜、科學(xué)規(guī)劃。對于新型城鎮(zhèn)化建設(shè)既要考慮人的物質(zhì)生活水平也要考慮到人的精神需求,在其建設(shè)過程中更應(yīng)該營造一種富有地域風(fēng)情、人文風(fēng)貌、綠色生態(tài)的新型城鎮(zhèn),而應(yīng)堅(jiān)決杜絕千篇一律、毫無內(nèi)涵的模板式城鎮(zhèn)。最后,對于新型城鎮(zhèn)化的健康發(fā)展,科學(xué)完善的管理體系也是必不可少的。完善利益分配和平衡機(jī)制、建立健全覆蓋城鄉(xiāng)居民的社會(huì)保障體系、深化勞動(dòng)就業(yè)制度改革,推動(dòng)城鎮(zhèn)居民就業(yè)轉(zhuǎn)業(yè)、深化機(jī)制體制改革等都是實(shí)現(xiàn)成果共享、保護(hù)各方權(quán)益的有益舉措。堅(jiān)持馬克思主義城市觀和以人為本的正確理念,堅(jiān)持把人看作新型城鎮(zhèn)化建設(shè)的核心,才能更好地指引當(dāng)前的中國特色新型城鎮(zhèn)化建設(shè),這也是本文的理論基礎(chǔ)和寫作立意。
[Abstract]:Urbanization is an inevitable stage of social and economic development. Since the reform and opening up, the construction of urbanization in China has entered a period of rapid development. In this process, there are a series of problems, which make it the current government.Social, theoretical scholars pay close attention to the hot spot.The concept of new urbanization is also put forward under this background. It emphasizes that more attention should be paid to people in the process of constructing urbanization, and that the development of society lies in people, and the achievements of social urbanization should be shared by the people.The pace of new urbanization has been speeding up, and many gratifying achievements have been made: the level of urbanization has been continuously improved, the urban population has increased significantly, the Marxist theory of humanism and the level of understanding of urbanization have been deepened, and the standard of living of the people has improved significantly.Social contradictions have eased.However, it also exposes a series of problems, such as blindly pursuing the urbanization rate, the dislocation of the main body of urbanization, the prominent problem of "urban disease", the dual separation of urban and rural areas, the apparent lack of fairness in sharing the fruits of urbanization development, and so on.These problems are mainly due to the lack of understanding of urbanization, which leads to the mistakes of the main body of urbanization construction and the imperfect management system.In fact, in order to solve the problem of new-type urbanization, it is necessary to firmly establish the concept of scientific development concept in the process of new-type urbanization construction, and combine the human-oriented theory of Marxism with the practice of new-type urbanization.To guide the construction of urbanization with the idea of people-oriented to attach importance to people, maintain people, the results shared by the people; secondly, according to local conditions, scientific planning.In the construction of new urbanization, we should not only consider the material living standard of people but also the spiritual needs of human beings, and in the process of construction, we should create a new type of town with rich regional customs, humanistic style and green ecology.But should firmly put an end to the same, no connotation of the template town.Finally, for the healthy development of new-type urbanization, scientific and perfect management system is also essential.Improving the mechanism of distribution and balance of benefits, establishing and perfecting the social security system covering urban and rural residents, deepening the reform of the labor and employment system, promoting the employment of urban residents, and deepening the reform of the mechanism and system are all the ways to achieve the sharing of achievements.Beneficial measures to protect the rights and interests of all parties.It is also the theoretical basis and writing idea of this paper to adhere to the Marxist view of city and the correct idea of people-oriented and to regard human beings as the core of the construction of new urbanization in order to better guide the current construction of new urbanization with Chinese characteristics.
