2000年來長(zhǎng)三角城市群自然資本利用及時(shí)空格局研究

【摘要】:目前,隨著人口的迅速膨脹和經(jīng)濟(jì)的高速增長(zhǎng),工業(yè)化進(jìn)程和城市化進(jìn)程不斷推動(dòng)著人類文明和城市迅速發(fā)展,在人類社會(huì)取得巨大成就的同時(shí),人與自然的空間及物質(zhì)關(guān)系也發(fā)生了巨大轉(zhuǎn)變。人類社會(huì)的經(jīng)濟(jì)行為引起了生態(tài)系統(tǒng)健康和人類社會(huì)福利之間的沖突不斷爆發(fā)和加深,實(shí)現(xiàn)區(qū)域可持續(xù)發(fā)展迫在眉睫。通過梳理文獻(xiàn)發(fā)現(xiàn),已有研究大多將自然資本存量恒定作為判斷區(qū)域可持續(xù)發(fā)展的依據(jù),并側(cè)重于自然資本的測(cè)算。實(shí)際上,只有提高自然資本的投資效率,才能保證地區(qū)可持續(xù)發(fā)展的穩(wěn)定,自然資本利用效率的提高是使一個(gè)國家或地區(qū)從以自然資本消耗為主的不可持續(xù)發(fā)展走向可持續(xù)發(fā)展的根本途徑。自然資本利用強(qiáng)度是衡量自然資本利用質(zhì)量的一個(gè)很重要的指標(biāo)。從長(zhǎng)遠(yuǎn)來看,一個(gè)地區(qū)的自然資本利用率越高、自然資本利用強(qiáng)度越低越有利于其可持續(xù)發(fā)展。在這種背景下,本文從經(jīng)濟(jì)學(xué)和生態(tài)學(xué)的基礎(chǔ)理論出發(fā),分析已有自然資本研究存在的問題,以2000-2014年長(zhǎng)三角城市群為研究案例,嘗試建立基于自然資本利用率和利用強(qiáng)度的可持續(xù)發(fā)展能力框架,利用三維生態(tài)足跡模型將自然資本利用分解為存量資本利用和流量資本利用,進(jìn)一步利用DEA模型評(píng)估自然利用效率以及分解效率之間的關(guān)系。在此基礎(chǔ)上對(duì)長(zhǎng)三角城市群自然資本利用率和自然資本利用強(qiáng)度的時(shí)空格局演變進(jìn)行分析,結(jié)果表明:上海是長(zhǎng)三角地區(qū)經(jīng)濟(jì)發(fā)展最好的城市,隨著時(shí)間的推移,其自然資本利用強(qiáng)度在逐漸降低的同時(shí)自然資本利用率也有下滑趨勢(shì),而蘇南大部分城市資本利用率逐漸上升,呈現(xiàn)出蓬勃向上的發(fā)展態(tài)勢(shì)。從空間格局上來看,區(qū)域性中心城市在自然資本利用上往往呈現(xiàn)資本利用強(qiáng)度低且效率有效的態(tài)勢(shì);與中心城市鄰近的城市其自然資本利用受到涓滴效應(yīng)的影響一般呈現(xiàn)發(fā)展較好的狀態(tài),距中心城市較遠(yuǎn)和大經(jīng)濟(jì)區(qū)域鏈接地帶的城市自然資本利用質(zhì)量低,多屬于“高-無效型”。為弄清造成這種空間格局的主要驅(qū)動(dòng)因素,本文利用空間線性回歸模型分析,結(jié)果表明,2000年來長(zhǎng)三角城市群自然資本利用不斷增加的主要原因是社會(huì)經(jīng)濟(jì)因素;而第三產(chǎn)業(yè)的發(fā)展、綠地面積的增加以及生活污水、垃圾的處理率則有利于自然資本利用的降低。針對(duì)前文分析結(jié)論以及影響因素的分析結(jié)果,本文提出為了提高區(qū)域可持續(xù)發(fā)展能力、緩解生態(tài)壓力,長(zhǎng)三角地區(qū)務(wù)必要加強(qiáng)政策監(jiān)督,合理引導(dǎo)地區(qū)健康發(fā)展,確保發(fā)展的公平性;建立資源節(jié)約型生產(chǎn)體系,發(fā)展特色農(nóng)業(yè)、生態(tài)農(nóng)業(yè),調(diào)整產(chǎn)業(yè)結(jié)構(gòu);加強(qiáng)自然資本的全面投資、加大教育投入力度,完善社會(huì)保障體系的建設(shè)等合理建議。
[Abstract]:At present, with the rapid growth of the rapid expansion of population and economy, industrialization and urbanization of the city continue to promote human civilization and the rapid development of the city, has made great achievements in the human society, man and nature of space and material relations has undergone tremendous changes. The economic behavior of human society caused by the conflict between ecological welfare system health and human society constantly broke and deepened, to realize the regional sustainable development is imminent. Through the literature review, most research has been the natural capital stock is constant as the judgment of the regional sustainable development on the basis of calculation, and focuses on the natural capital. In fact, only to improve the investment efficiency of natural capital, in order to ensure the sustainable development of the region's stability, efficiency the use of natural capital is that a country or region from natural capital consumption is not sustainable development The fundamental way to sustainable development. The use of natural capital strength is an important quality index of using natural capital measure. In the long run, an area of natural capital utilization rate is high, natural capital with low strength is more conducive to its sustainable development. In this context, this article from the basic theory of Economics and the ecology of analysis of the existing studies of natural capital, 2000-2014 years in the Yangtze River Delta city group as a case study, try to establish a recycling rate and the ability of sustainable development and utilization of natural capital based on the strength of the frame, the use of three-dimensional model of ecological footprint will be decomposed by use of natural capital use for the stock of capital utilization and capital flow, further use of DEA evaluation model natural efficiency as well as the relationship between the decomposition efficiency. On the basis of the Yangtze River Delta city group of natural capital and natural capital utilization Analysis of the evolution, the spatio-temporal pattern of the strength of the results showed that: Shanghai is the best city in the Yangtze River Delta economic development, with the passage of time, the natural capital utilization intensity gradually decreased at the same time in the natural capital utilization rate is on a downward trend, while the majority of South of Jiangsu City, the capital utilization rate gradually increased, showing a momentum of vigorous development. From the point of view of spatial pattern, the regional center of the city tend to show low strength and efficiency of capital utilization situation in natural capital utilization; and the city center city adjacent to its natural capital utilization is affected by the trickle down effect generally shows good development state, away from the city center city is far from the natural capital use and Regional Economic Zone link the quality is low, belongs to the "high - invalid". The main driving factors for the understanding of the spatial pattern, using linear space Regression analysis results show that in 2000, the natural capital of Yangtze River Delta city group the main reason is the increasing social and economic factors; and the third industry development, green area and the increase of sewage, garbage treatment rate is beneficial to reducing the natural capital utilization. According to the analysis results and influence factors of the conclusion above, this paper in order to improve the capacity of regional sustainable development, alleviate the ecological pressure, the Yangtze River Delta region must strengthen the supervision policy, reasonable guide the healthy development of area, ensure the fairness of development; the establishment of resource-saving production system, the development of agriculture, ecological agriculture, adjust the industrial structure; strengthen the overall investment of the natural capital, increase investment in education, improve the construction of society security system and reasonable proposals.
