【摘要】：縱觀最近十年的發(fā)展,我國大部分地區(qū),尤其是農(nóng)村地區(qū),生活水平大幅提高,醫(yī)療、教育、社會保障明顯改善。但是,我國經(jīng)濟發(fā)展突飛猛進的同時,一系列的問題接踵而來,空氣霧霾、水污染,百姓看病難、看病貴,公共教育資源分布不均、公共基礎(chǔ)設(shè)施服務(wù)不均,相關(guān)保障制度不完善等不平衡問題越來越嚴重,社會主義發(fā)展的果實惠及民眾的力度有待加強。在中國經(jīng)濟新常態(tài)背景下,特色小鎮(zhèn)作為新經(jīng)濟現(xiàn)象,在國家產(chǎn)業(yè)升級、優(yōu)化和供給側(cè)改革中發(fā)揮著重大作用。特色小鎮(zhèn)對于推動經(jīng)濟發(fā)展,保障社會民生,消除區(qū)域不平衡等意義重大。文章從全社會的角度考察特色小鎮(zhèn)的社會效益包括對區(qū)域產(chǎn)業(yè)經(jīng)濟發(fā)展的帶動,對生態(tài)環(huán)境的改善,對人們生活水平的提高,對文化軟實力的提升,對社會制度建設(shè)、社會公平的促進以及與社會的適應(yīng)性,追求社會整體利益的最大化,而不是僅僅停留在對其經(jīng)濟效益的考察上。文章首先在前人研究基礎(chǔ)上,通過文獻綜述、調(diào)查研究法建立了特色小鎮(zhèn)社會效益評價指標體系,歸結(jié)為5大方面,分別是社會民生發(fā)展、社會經(jīng)濟發(fā)展、生態(tài)環(huán)境影響、基礎(chǔ)設(shè)施建設(shè)和相關(guān)制度建設(shè)。在初次選取29個指標(觀測變量)的基礎(chǔ)上,為了使研究結(jié)論更加可信、有效,作者實地調(diào)研后,對指標進行優(yōu)化。在信效度分析后,刪除一個指標,最終確定28個社會效益評價指標;然后構(gòu)建了特色小鎮(zhèn)社會效益評價結(jié)構(gòu)方程理論模型,對5個潛變量之間的影響關(guān)系、觀測變量與潛變量之間的關(guān)系做了假設(shè)即5個潛變量對于社會效益這一總變量的影響作用是正向的,5個潛變量之間也有相互的影響,同時,各指標能夠全面有效的表達與反映所屬各潛變量的內(nèi)容與特征;最后作者通過再次實地調(diào)研、發(fā)放問卷,收集第一手資料,對構(gòu)建的結(jié)構(gòu)方程理論模型進行了實證分析。通過結(jié)構(gòu)方程一階驗證性因子分析、二階驗證性因子分析得出:(1)5大潛變量對總的特色小鎮(zhèn)社會效益的影響是正向顯著的,能很好地反映社會效益的內(nèi)容,具有較強的內(nèi)部一致性。影響程度由大到小依次排序為:社會經(jīng)濟發(fā)展(0.84)、社會民生發(fā)展(0.74)、相關(guān)制度建設(shè)(0.74)、生態(tài)環(huán)境影響(0.65)、基礎(chǔ)設(shè)施建設(shè)(0.53);(2)5大潛變量之間影響關(guān)系是:社會經(jīng)濟發(fā)展對社會民生(0.66)、生態(tài)環(huán)境(0.51)、基礎(chǔ)設(shè)施(0.44)影響均顯著;社會民生對制度建設(shè)(0.53)影響顯著;生態(tài)環(huán)境、基礎(chǔ)設(shè)施分別對社會民生路徑系數(shù)為0.45、0.33,影響較顯著;基礎(chǔ)設(shè)施對生態(tài)環(huán)境影響顯著;制度建設(shè)對社會經(jīng)濟、生態(tài)環(huán)境路徑系數(shù)分別為0.42、0.55,影響顯著。(3)5大潛變量所屬的各觀測變量均能很好地解釋、反映潛變量的內(nèi)容、特征。針對影響程度的大小,文章給出了有效建議與今后特色小鎮(zhèn)建設(shè)側(cè)重點,為今后特色小鎮(zhèn)建設(shè)社會效益評價體系理論研究與實踐指導(dǎo)提供了借鑒與參考。
[Abstract]:Throughout the last decade of development, most of our country, especially in rural areas, has seen significant improvements in living standards, medical care, education, and social security. However, China's economy has developed by leaps and bounds at the same time. A series of problems ensued, such as air haze, water pollution, difficult and expensive medical treatment, uneven distribution of public education resources, uneven service of public infrastructure, imperfect related security system, and so on. The fruits of socialist development need to be strengthened. In the context of the new normal state of China's economy, small towns with characteristics, as a new economic phenomenon, are being upgraded in national industries. Optimization and supply-side reform play an important role. Small towns with special characteristics play a significant role in promoting economic development and safeguarding the people's livelihood. It is of great significance to eliminate the regional imbalance. The social benefits of the special towns include the development of the regional industrial economy, the improvement of the ecological environment, and the improvement of people's living standards. The promotion of cultural soft power, the construction of social system, the promotion of social equity and the adaptability to society, and the pursuit of maximization of the overall interests of society, First of all, on the basis of the previous research, through literature review, the paper establishes the evaluation index system of the social benefits of the small towns with characteristics, which can be summed up into five aspects. They are social and livelihood development, social and economic development, ecological environmental impact, infrastructure construction and related institutional construction. On the basis of the initial selection of 29 indicators (observation variables), in order to make the research conclusions more credible and effective, After field investigation, the author optimizes the index. After the reliability and validity analysis, one index is deleted and 28 social benefit evaluation indexes are determined. The relationship between the five latent variables and the observational variables is assumed to be positive for the total variable of social benefit, and there is also mutual influence among the five latent variables, at the same time, Each indicator can fully and effectively express and reflect the contents and characteristics of the underlying variables to which they belong. Through the first order confirmatory factor analysis and the second order confirmatory factor analysis of the structural equation, it is concluded that the influence of the potential variables of the 1 / 1 potential variable on the overall social benefit of the small town with special characteristics is positive and significant. Can well reflect the social benefits of the content, The order of influence is: social and economic development 0.84, social and livelihood development 0.74, related system construction 0.74, ecological environmental impact 0.65, infrastructure construction 0.53 and the relationship between the potential variables 0.53 and so on, in the following order: social and economic development, social and people's livelihood development, social and people's livelihood development, relevant system construction, ecological and environmental impacts, and infrastructure construction, respectively, in order of order: 0.84%, 0.74%, 0.74% and 0.74% respectively. It is: the social and economic development has a significant impact on the people's livelihood, ecological environment and infrastructure. The influence of social and livelihood on system construction is significant, the ecological environment and infrastructure are 0.450.33, the infrastructure has a significant impact on the ecological environment, and the system construction has a significant impact on the social economy. The ecological environment path coefficient is 0.42 ~ 0.55, respectively, which can be explained well by the observation variables, which can reflect the contents and characteristics of the latent variables, according to the magnitude of the influence degree. The paper gives effective suggestions and emphases on the construction of small towns with special features in the future, which provides a reference and reference for the theoretical research and practical guidance of the evaluation system of social benefits of the construction of small towns with characteristics in the future.
