【摘要】：目前,基本公共服務(wù)均等化已經(jīng)成為我國(guó)社會(huì)建設(shè)的重要目標(biāo)。理論界對(duì)基本公共服務(wù)均等化的研究不斷深入,研究成果顯著,但研究集中于義務(wù)教育、醫(yī)療衛(wèi)生和社會(huì)保障等,對(duì)公共基礎(chǔ)設(shè)施研究較少。公共基礎(chǔ)設(shè)施作為基本公共服務(wù)的重要組成部分,對(duì)經(jīng)濟(jì)社會(huì)發(fā)展和人民生活水平的提高具有重要的作用。因此,公共基礎(chǔ)設(shè)施均等化應(yīng)該得到重視。安徽省在不斷推進(jìn)公共基礎(chǔ)設(shè)施均等化的過(guò)程中,已取得較為顯著的成績(jī),本文以安徽省為研究對(duì)象,通過(guò)實(shí)證分析的方法具體說(shuō)明安徽省城市公共基礎(chǔ)設(shè)施均等化現(xiàn)狀,通過(guò)原因分析試圖尋找進(jìn)一步推進(jìn)安徽城市公共基礎(chǔ)設(shè)施均等化的政策建議。首先,本文對(duì)已有的基本公共服務(wù)均等化和公共基礎(chǔ)設(shè)施均等化的研究成果進(jìn)行梳理并歸納總結(jié),在此基礎(chǔ)上介紹了基礎(chǔ)設(shè)施概念、公共基礎(chǔ)設(shè)施均等化內(nèi)涵和原則,最終確定將安徽省城市間的公共基礎(chǔ)設(shè)施均等化作為本文研究的主要內(nèi)容,同時(shí)以促進(jìn)社會(huì)公平作為公共基礎(chǔ)設(shè)施均等化的價(jià)值目標(biāo)。其次,利用變異系數(shù)、基尼系數(shù)和泰爾指數(shù)三種方法分別分析了安徽省城市12項(xiàng)公共基礎(chǔ)設(shè)施均等化現(xiàn)狀,同時(shí)通過(guò)數(shù)據(jù)的處理對(duì)安徽省各城市公共基礎(chǔ)設(shè)施綜合服務(wù)水平進(jìn)行評(píng)價(jià)排序。根據(jù)對(duì)安徽省城市公共基礎(chǔ)設(shè)施均等化現(xiàn)狀分析結(jié)果,總結(jié)安徽省近年來(lái)在城市公共基礎(chǔ)設(shè)施均等化建設(shè)上取得的成就以及仍然存在的問(wèn)題。然后,就安徽省城市公共基礎(chǔ)設(shè)施均等化建設(shè)取得成就和存在問(wèn)題進(jìn)行原因分析。最后,針對(duì)分析原因提出進(jìn)一步推進(jìn)安徽省公共基礎(chǔ)設(shè)施均等化的政策建議。本文可能的創(chuàng)新之處:選擇對(duì)學(xué)術(shù)界涉及較少的具體某個(gè)區(qū)域城市公共基礎(chǔ)設(shè)施均等化問(wèn)題進(jìn)行研究,同時(shí)為克服一種均等化分析方法的局限,利用三種方法分別分析了安徽省城市公共基礎(chǔ)設(shè)施均等化現(xiàn)狀。綜合三種分析方法結(jié)果,能更為準(zhǔn)確的說(shuō)明均等化現(xiàn)狀全貌,并據(jù)此提出政策建議。
[Abstract]:At present, the equalization of basic public services has become an important goal of social construction in China. Public infrastructure, as an important component of basic public services, plays an important role in economic and social development and the improvement of people's living standards. The equalization of public infrastructure should be paid attention to. Anhui Province has made remarkable achievements in the process of promoting equalization of public infrastructure. This paper takes Anhui Province as the research object. Through the method of empirical analysis, the paper explains the status quo of equalization of urban public infrastructure in Anhui Province, and tries to find policy suggestions to further promote the equalization of urban public infrastructure in Anhui Province through the analysis of reasons. In this paper, the existing research results of equalization of basic public services and public infrastructure are summarized and summarized. On this basis, the concept of infrastructure, the connotation and principle of equalization of public infrastructure are introduced. Finally, it is determined that the equalization of public infrastructure among cities in Anhui Province is the main content of this study, while the promotion of social equity is regarded as the value goal of equalization of public infrastructure. Secondly, the coefficient of variation is used. Three methods, Gini coefficient and Thiel index, are used to analyze the status quo of the equalization of 12 public infrastructure projects in cities in Anhui Province. At the same time, the comprehensive service level of urban public infrastructure in Anhui Province is evaluated and sorted through data processing. According to the results of the analysis on the status quo of equalization of urban public infrastructure in Anhui Province, This paper summarizes the achievements and problems in the equalization construction of urban public infrastructure in Anhui Province in recent years. Then, the paper analyzes the achievements and existing problems of the equalization construction of urban public infrastructure in Anhui Province. This paper puts forward some policy suggestions to promote the equalization of public infrastructure in Anhui Province. The possible innovation of this paper is to study the problem of equalization of public infrastructure in a specific region of the academic world, which is less involved in this paper. At the same time, in order to overcome the limitation of an equalization analysis method, three methods are used to analyze the status quo of the equalization of urban public infrastructure in Anhui Province respectively. And put forward the policy suggestion accordingly.
