【摘要】：從2015年《政府工作報(bào)告》提出"積極推廣政府和社會(huì)資本合作模式",到2016年《政府工作報(bào)告》提出"完善政府和社會(huì)資本合作模式","充分激發(fā)社會(huì)資本參與熱情",再到2017年《政府工作報(bào)告》提出"深化政府和社會(huì)資本合作","政府要帶頭講誠(chéng)信,決不能隨意改變約定,決不能‘新官不理舊賬’",都表明中國(guó)中央政府層面已經(jīng)認(rèn)識(shí)到PPP模式經(jīng)歷新一輪快速發(fā)展,已經(jīng)到了立規(guī)矩、保質(zhì)量、重實(shí)效的階段。通過分析英國(guó)PPP模式的制度演進(jìn)歷程,發(fā)現(xiàn)英國(guó)PPP模式制度化的成功經(jīng)驗(yàn)在于:基于合作治理與制度演進(jìn)的制度設(shè)計(jì)基點(diǎn)、解釋性和分析性統(tǒng)一的管制維度、從項(xiàng)目制到PPP制的治理機(jī)制轉(zhuǎn)變。當(dāng)前,我國(guó)發(fā)展PPP面臨著對(duì)三個(gè)P認(rèn)知上的偏差、兩部門體系管制不協(xié)調(diào)、"項(xiàng)目制"與"PPP制"治理機(jī)制混淆等問題的困境,應(yīng)結(jié)合國(guó)情和PPP發(fā)展的階段特征,有針對(duì)性地吸收借鑒有益經(jīng)驗(yàn)。

In 2017, the "Government work report" proposed "deepening cooperation between the government and social capital." "the government should take the lead in stressing integrity," he said. We must not arbitrarily change our agreement, we must not 'ignore old accounts by new officials,' "which indicates that the central government of China has realized that the PPP model has undergone a new round of rapid development and has reached the point of establishing rules and ensuring quality. Based on the analysis of the institutional evolution of the British PPP model, it is found that the successful experience of the institutionalization of the British PPP model lies in: the institutional design basis based on cooperative governance and institutional evolution, the unified regulatory dimension of interpretation and analysis. The change of governance mechanism from project system to PPP system. At present, the development of PPP in our country is faced with some problems, such as the deviation of cognition of the three P systems, the uncoordinated regulation of the two departments, the confusion between the "project system" and the "PPP system", and so on. According to the national conditions and the stage characteristics of PPP development, beneficial experience should be absorbed and used for reference.
