【摘要】：城市的發(fā)展推動(dòng)了人類社會(huì)的進(jìn)步,改變了人類的生存方式。然而,隨著世界各國(guó)城市化進(jìn)程的加速,目前城市的發(fā)展面臨著各種挑戰(zhàn):人口膨脹、資源短缺、環(huán)境惡化、公共安全威脅、醫(yī)療衛(wèi)生相對(duì)滯后、交通堵塞等問(wèn)題凸顯,該等問(wèn)題成為阻礙城市化發(fā)展的重要原因�！爸腔鄢鞘小笔侨祟惉F(xiàn)代化文明的集中體現(xiàn)和綜合應(yīng)用,是當(dāng)代城市發(fā)展的嶄新模式,也是城市信息化發(fā)展的高級(jí)階段�？梢灶A(yù)見,“智慧化”將成為中國(guó)未來(lái)城市發(fā)展的共同選擇和必然趨勢(shì)。徐州市是淮海經(jīng)濟(jì)區(qū)特大城市,其四省交界、五省通衢的獨(dú)特地理位置和鐵路交通發(fā)達(dá)所帶來(lái)的復(fù)雜人流狀況,形成了智慧城市建設(shè)機(jī)遇及挑戰(zhàn)并存的局面。近年來(lái)徐州市經(jīng)濟(jì)的快速發(fā)展和政府的高度重視,促進(jìn)了徐州市智慧城市的發(fā)展的進(jìn)程。本文以文獻(xiàn)研究與案例研究的方法為主,結(jié)合比較研究的方法,從智慧城市的基本理論出發(fā),探索智慧城市發(fā)展的前瞻性理念和總結(jié)徐州智慧城市發(fā)展歷程。在對(duì)徐州市智慧城市建設(shè)的背景和現(xiàn)狀進(jìn)行深入了解的前提下,調(diào)研徐州市目前智慧城市建設(shè)的進(jìn)度狀況和發(fā)展水平,重點(diǎn)研究徐州市智慧城市發(fā)展過(guò)程中存在的問(wèn)題并分析其原因。最后,本文認(rèn)為,在充分借鑒國(guó)外智慧城市建設(shè)成功經(jīng)驗(yàn)的基礎(chǔ)上,徐州市智慧城市的建設(shè)應(yīng)立足市情,創(chuàng)新投融資模式;進(jìn)一步合理定位政府角色,創(chuàng)新政府體制機(jī)制,強(qiáng)化政策保障;做好頂層規(guī)劃和資源整合,注重產(chǎn)業(yè)引領(lǐng)帶動(dòng)。
[Abstract]:The development of cities has promoted the progress of human society and changed the way of human existence. However, with the acceleration of urbanization in various countries in the world, the development of cities is now facing various challenges: population expansion, shortage of resources, deterioration of the environment. Public safety threats, medical and health problems lag behind, traffic jams and other problems stand out. These problems have become an important reason to hinder the development of urbanization. "Wisdom City" is the concentrated embodiment and comprehensive application of modern human civilization. It is a new mode of contemporary urban development and an advanced stage of urban informatization development. It can be predicted that "wisdom" will become the common choice and inevitable trend of future urban development in China. Xuzhou is a mega-city in Huaihai economic zone. The unique geographical location of the four provinces, the unique geographical location of the thoroughfare of the five provinces and the complicated flow of people brought about by the developed railway traffic have formed the situation of the coexistence of opportunities and challenges in the construction of the intelligent city. In recent years, the rapid economic development of Xuzhou and the great importance attached by the government to it. This paper focuses on the methods of literature research and case study, combined with the method of comparative study, and proceeds from the basic theory of intelligent city. This paper explores the forward-looking concept of the development of the intelligent city and summarizes the course of the development of the intelligent city in Xuzhou. On the premise of deeply understanding the background and present situation of the construction of the intelligent city in Xuzhou, This paper investigates the current progress and development level of the construction of the intelligent city in Xuzhou City, focuses on the problems existing in the process of the development of the intelligent city in Xuzhou City and analyzes its causes. On the basis of drawing lessons from the successful experiences of foreign countries, the construction of the intelligent city in Xuzhou should be based on the situation of the city, innovate the mode of investment and financing, further position the role of the government, innovate the system and mechanism of the government, and strengthen the policy guarantee. Do a good job of top-level planning and resource integration, pay attention to industry-led drive.
