【摘要】：隨著我國經(jīng)濟的高速發(fā)展,城市化進程不斷加快,越來越多的人口和企業(yè)涌入城市,導致城市環(huán)境污染愈發(fā)嚴重。減輕城市環(huán)境污染、改善居民生存環(huán)境迫在眉睫。改善城市環(huán)境的主要方法就是要建設數(shù)量充足、質量良好的城市環(huán)�；A設施。然而,傳統(tǒng)的城市環(huán)�；A設施建設由于資金不足、技術落后等原因,使得探尋一條新的城市環(huán)�；A設施建設途徑尤為重要。本文嘗試將PPP模式引入到城市環(huán)�；A設施建設中,通過政府部門和私營投資者的良性合作,充分發(fā)揮公私雙方的優(yōu)勢,促使城市環(huán)保基礎設施建設更具效率。本文在查閱大量國內外文獻的基礎上,首先對相關理論進行了概述,對城市環(huán)�；A設施的概念、屬性進行了說明,同時也對PPP模式、博弈理論和實物期權理論的基本內容進行了闡述。然后,從理論和現(xiàn)實兩個角度,采用博弈論等方法,論證了城市環(huán)保基礎設施項目引入PPP模式的必要性和可行性。隨后,總結出PPP模式下城市環(huán)保基礎設施項目的運作流程和組織機構設置;并就特許期決策和特許價格進行了研究。接著,通過引入合作博弈理論和Shapley,建立了PPP模式下城市環(huán)�；A設施項目的收益分配模型。最后,是本文的結論和展望。期望本論文的研究能為我國城市環(huán)保基礎設施建設尋找到一條新的解決途徑,對改善城市環(huán)境、建設資源節(jié)約型、環(huán)境友好型社會做出貢獻。
[Abstract]:With the rapid development of China's economy, the process of urbanization continues to accelerate, more and more people and enterprises pour into the city, resulting in more and more serious urban environmental pollution. It is urgent to improve the living environment of the residents. The main way to improve the urban environment is to build an adequate quantity and good quality urban environmental protection infrastructure. However, the traditional urban environmental protection infrastructure construction is due to lack of funds. Because of the backward technology, it is very important to explore a new approach to the construction of urban environmental protection infrastructure. This paper attempts to introduce the PPP model into the construction of urban environmental protection infrastructure, through the benign cooperation between government departments and private investors. Taking full advantage of both public and private to promote the construction of urban environmental protection infrastructure more efficient. Based on consulting a large number of domestic and foreign literature, this paper first summarizes the relevant theory, the concept of urban environmental protection infrastructure, At the same time, the basic contents of PPP model, game theory and real option theory are expounded. Then, from the perspective of theory and reality, game theory is used. The necessity and feasibility of introducing PPP model into urban environmental protection infrastructure projects are demonstrated. Then, the operation process and organization setting of urban environmental protection infrastructure projects under PPP mode are summarized. Then, by introducing cooperative game theory and Shapley, the income distribution model of urban environmental protection infrastructure projects under PPP mode is established. It is the conclusion and prospect of this paper. It is expected that the study of this paper can find a new solution for the construction of urban environmental protection infrastructure in China, and contribute to the improvement of urban environment, the construction of resource-saving and environment-friendly society.
