【摘要】：政府與市場的關(guān)系,是現(xiàn)代經(jīng)濟(jì)學(xué)爭論最多的基礎(chǔ)問題。本文從政府與市場關(guān)系的理論演變出發(fā),對政府與市場的關(guān)系提出了新的認(rèn)識:第一,市場作用的發(fā)揮受到市場失靈及市場缺陷的約束,因而市場的決定性作用是有條件的,即有條件決定論;第二,政府作用的發(fā)揮受到政府失靈的約束,因而政府的主導(dǎo)作用是有邊界的,即有邊界主導(dǎo)論;第三,政府與市場的邊界是動態(tài)調(diào)整的,即有階段合作論。筆者認(rèn)為,對政府與市場關(guān)系的新認(rèn)識對經(jīng)濟(jì)體制改革具有重要的理論和實踐意義。
[Abstract]:The relationship between government and market is the most controversial basic problem in modern economics. This paper puts forward a new understanding of the relationship between government and market from the theoretical evolution of the relationship between government and market. The role of the market is restricted by market failure and market defects, so the decisive role of the market is conditional, that is, conditional determinism; second, the play of the role of government is constrained by the failure of the government. Therefore, the leading role of government is borderline, that is, borderline leading theory; third, the boundary between government and market is dynamically adjusted, that is, there is stage cooperation theory. The new understanding of the relationship between government and market is of great theoretical and practical significance to the reform of economic system.
