【摘要】：伴隨社會(huì)主義市場(chǎng)經(jīng)濟(jì)的確立,吉林省東南部山區(qū)的城鎮(zhèn)化進(jìn)程已進(jìn)入快速發(fā)展階段,在取得巨大成就的同時(shí),吉林省東南部山區(qū)城鎮(zhèn)化出現(xiàn)了質(zhì)量不高和結(jié)構(gòu)失衡的問題。主要表現(xiàn)在:在經(jīng)濟(jì)效率方面的作用沒有完全發(fā)揮、城鎮(zhèn)內(nèi)部二元結(jié)構(gòu)問題突出和環(huán)境問題嚴(yán)重,由此制約了吉林省東南部山區(qū)城鎮(zhèn)化的良性發(fā)展。結(jié)合這一背景,回顧吉林省東南部山區(qū)城鎮(zhèn)化的發(fā)展歷程和現(xiàn)狀,聯(lián)系可持續(xù)發(fā)展等理論觀點(diǎn)和城鎮(zhèn)化的基本理論,提出生態(tài)城鎮(zhèn)化建設(shè)可以促進(jìn)其良性發(fā)展,是解決此問題的有利辦法。本文通過理論與實(shí)證、定性與定量分析相結(jié)合的方法,從經(jīng)濟(jì)、社會(huì)、生態(tài)發(fā)展條件三方面進(jìn)行研究,根據(jù)完整性、易取得等原則,構(gòu)造了生態(tài)城鎮(zhèn)化發(fā)展評(píng)價(jià)指標(biāo)體系。根據(jù)模糊分析法得出吉林省東南部山區(qū)擁有得天獨(dú)厚的生態(tài)基礎(chǔ),社會(huì)民生發(fā)展穩(wěn)步,但經(jīng)濟(jì)發(fā)展落后的特點(diǎn)。本文將模型計(jì)算結(jié)果和東南部山區(qū)現(xiàn)狀進(jìn)行總結(jié),構(gòu)建立了吉林省東南部山區(qū)推進(jìn)生態(tài)城鎮(zhèn)化發(fā)展戰(zhàn)略的SWOT分析的方法體系,并從S、W、O、T進(jìn)行詳細(xì)分析。應(yīng)用SWOT分析法提出四大發(fā)展戰(zhàn)略,將四大發(fā)展戰(zhàn)略進(jìn)行細(xì)分制定出吉林省東南部山區(qū)生態(tài)城鎮(zhèn)化發(fā)展戰(zhàn)略,對(duì)吉林省東南部山區(qū)生態(tài)城鎮(zhèn)化發(fā)展具有一定指導(dǎo)意義。
[Abstract]:With the establishment of socialist market economy, the process of urbanization in the mountainous areas of southeastern Jilin Province has entered a stage of rapid development, and at the same time, great achievements have been made. Problems of low quality and structural imbalance have emerged in the urbanization of mountainous areas in the southeast of Jilin Province. The main manifestations are that the role of economic efficiency is not fully brought into play, the dual structure problems in cities and towns are prominent and the environmental problems are serious. This restricts the healthy development of urbanization in the mountainous areas of southeast Jilin Province. In combination with this background, the course and present situation of urbanization in the mountainous areas of southeast Jilin Province are reviewed, and the basic theories of urbanization, such as sustainable development and so on, are combined. It is suggested that the construction of ecological urbanization can promote its benign development, which is a favorable way to solve this problem. Through the combination of theory and demonstration, qualitative and quantitative analysis, this paper studies the conditions of economic, social and ecological development from three aspects: economic, social and ecological development conditions. According to the principles of integrity and easy to obtain, the evaluation index system of ecological urbanization development is constructed. According to the fuzzy analysis method, it is concluded that the mountainous area of southeast Jilin Province has a unique ecological foundation, and the social and livelihood development is steady. However, the characteristics of backward economic development. This paper summarizes the results of the model calculation and the present situation of the southeast mountainous areas, and sets up the SWOT analysis method system for promoting the ecological urbanization development strategy in the southeast mountainous areas of Jilin Province. Four development strategies are put forward by using SWOT analysis, and the development strategies of ecological urbanization in the southeast mountainous areas of Jilin Province are formulated by subdividing the four development strategies. It has certain guiding significance to the development of ecological urbanization in the southeast mountainous area of Jilin Province.
