【摘要】：伴隨著人口老齡化現(xiàn)象日益嚴(yán)重,我國迫切需要發(fā)展養(yǎng)老產(chǎn)業(yè),提高養(yǎng)老服務(wù)質(zhì)量。目前面對著我國公辦養(yǎng)老機構(gòu)資金短缺、服務(wù)質(zhì)量不高,民辦養(yǎng)老機構(gòu)價格昂貴等困難局面,PPP模式可作為一種新的服務(wù)供給模式,能夠彌補養(yǎng)老產(chǎn)業(yè)發(fā)展中存在的巨大缺口。本文主要通過個案研究方法對山東省淄博博山PPP養(yǎng)老項目進行分析,結(jié)合理論研究與文獻研究方法,得出具體的經(jīng)驗和相應(yīng)的對策建議。本文首先對PPP模式應(yīng)用于養(yǎng)老產(chǎn)業(yè)的可行性進行了分析。具體包括:PPP模式具有良好的運作基礎(chǔ)、PPP模式自身具有的優(yōu)勢、限制民間資本的優(yōu)化配置、政策及相關(guān)法律的完善。接下來對PPP模式應(yīng)用于我國養(yǎng)老產(chǎn)業(yè)發(fā)展中的現(xiàn)狀進行分析,探索并指出PPP模式應(yīng)用于我國養(yǎng)老產(chǎn)業(yè)發(fā)展中存在的主要問題,如相應(yīng)法律法規(guī)不健全、各公共部門職責(zé)分工不明確、民營企業(yè)投入社會資本的積極性不高等。本文還以山東省博山生態(tài)養(yǎng)老中心PPP示范項目為例,具體闡述了項目概況、運營方案和前景規(guī)劃。最后提出了PPP模式應(yīng)用于養(yǎng)老產(chǎn)業(yè)發(fā)展中的基本思路及其對策建議,具體包括制定和完善相應(yīng)的政策法規(guī)、明確界定各部門的職能權(quán)限、建立風(fēng)險分擔(dān)和信用約束機制、構(gòu)建質(zhì)量評估和績效評價體系、培養(yǎng)PPP養(yǎng)老模式的專業(yè)人才。
[Abstract]:With the increasing aging of the population, our country urgently needs to develop the old-age industry and improve the quality of the old-age service. At present, facing the shortage of funds in the public pension institutions, the service quality is not high in our country. The PPP model can be used as a new service supply mode in difficult situations such as the high price of private pension institutions. This paper analyzes the PPP pension project in Zibo Mountain, Shandong Province by case study, combining theoretical research and literature research methods, which can make up for the huge gap in the development of pension industry. In this paper, the feasibility of applying the PPP model to the pension industry is analyzed, including the advantages of the PPP model, which has a good operating foundation. To limit the optimal allocation of private capital, the improvement of policies and related laws. Next, this paper analyzes the current situation of the application of PPP model in the development of pension industry in China. This paper explores and points out the main problems existing in the application of PPP model in the development of pension industry in China, such as the imperfect laws and regulations, the unclear division of responsibilities among the public departments, The paper also takes the PPP demonstration project of Boshan Ecological Endowment Center in Shandong Province as an example, and expounds the general situation of the project. Finally, the paper puts forward the basic ideas and suggestions of applying PPP model to the development of pension industry, including making and perfecting the corresponding policies and regulations, defining the functional authority of each department. Risk sharing and credit constraint mechanism should be established, quality evaluation and performance evaluation system should be set up, and professionals of PPP pension model should be trained.
