【摘要】：近年來,伴隨著經(jīng)濟(jì)的迅速發(fā)展和城鎮(zhèn)化水平的大幅提高,Z市交通擁堵、霧霾天氣等問題日趨嚴(yán)重。為此,Z市政府決定除繼續(xù)進(jìn)行城市地鐵系統(tǒng)建設(shè)外,計劃另行建設(shè)28條有軌電車線路,全長約426.9km�，F(xiàn)代有軌電車建設(shè)和運(yùn)營需要巨額資金,而過去基礎(chǔ)設(shè)施建設(shè)完全由政府承擔(dān)的投融資模式已經(jīng)造成Z市政府性債務(wù)急劇增加。中央政府自2014年開始又連續(xù)出臺了多個政策性文件,要求地方政府執(zhí)行債務(wù)規(guī)模限額管理制度,其融資平臺公司不得新增政府債務(wù)且必須去除為政府融資的職能。因此,研究以PPP(政府和社會資本合作)模式實(shí)施現(xiàn)代有軌電車線路投資和運(yùn)營成為重要課題。本文在梳理準(zhǔn)公共產(chǎn)品理論、城市軌道交通經(jīng)濟(jì)特性理論、PPP投融資模式基礎(chǔ)理論基礎(chǔ)上,總結(jié)借鑒倫敦、新家坡、北京、韓城等國內(nèi)外軌道交通PPP項(xiàng)目上的實(shí)踐經(jīng)驗(yàn)和模式,結(jié)合Z市現(xiàn)代有軌電車示范線的具體技術(shù)經(jīng)濟(jì)情況,完成了對Z市現(xiàn)代有軌電車項(xiàng)目PPP模式實(shí)施方案的設(shè)計。實(shí)施方案包括運(yùn)作模式選擇、運(yùn)作流程規(guī)劃、邊界條件界定、項(xiàng)目風(fēng)險分配、交易結(jié)構(gòu)設(shè)計、合同體系設(shè)計、監(jiān)管架構(gòu)設(shè)計和財政補(bǔ)貼測算等詳細(xì)內(nèi)容。為預(yù)先評估該P(yáng)PP項(xiàng)目實(shí)施方案的可能效果,本文引入物有所值評價技術(shù)和財政承受能力分析技術(shù)對實(shí)施方案的經(jīng)濟(jì)性和對Z市財政的影響程度進(jìn)行了初步量化分析得出了相關(guān)結(jié)論。本文的研究初步解決了 Z市現(xiàn)代有軌電車PPP項(xiàng)目在實(shí)施中的重點(diǎn)和難點(diǎn)問題,希望亦能為我國各地推廣PPP模式進(jìn)行現(xiàn)代有軌電車交通項(xiàng)目的建設(shè)和運(yùn)營提供參考。
[Abstract]:In recent years, with the rapid development of economy and the increase of urbanization level, the problems of haze weather are becoming more and more serious. A further 28 tram lines with a total length of about 426.9 km are planned. The construction and operation of modern trams will require huge sums of money. In the past, the mode of investment and financing of infrastructure construction entirely undertaken by the government has resulted in a sharp increase in Z municipal debt. Since 2014, the central government has issued several policy documents in succession. Local governments are required to implement the debt size limit management system, and their financing platform companies are not allowed to add new government debt and must remove the function of financing the government. It is an important subject to study the implementation of modern tram line investment and operation in PPP (government and social capital cooperation) mode. This paper analyzes the theory of quasi-public goods and the economic characteristics of urban rail transit based on the basic theory of PPP investment and financing model. Summing up the practical experience and models of PPP projects of rail transit at home and abroad, such as London, Xinjiapo, Beijing, Hancheng, and combining with the specific technical and economic situation of modern tram demonstration line in Z city. The design of PPP mode implementation scheme for Z modern tram project is completed. The implementation scheme includes operation mode selection, operation process planning, boundary condition definition, project risk allocation, transaction structure design, contract system design, etc. Details such as the design of the regulatory framework and the calculation of financial subsidies. In order to assess in advance the possible effects of the implementation of the PPP project, This paper introduces value for money evaluation technology and financial affordability analysis technology to carry on the preliminary quantitative analysis to the economy of the implementation plan and the influence degree to the Z city finance. The key and difficult problems in the implementation of PPP Project of Modern Tramways in Z City, This paper also hopes to provide reference for the construction and operation of modern tram transportation projects by popularizing the PPP model in all parts of our country.
