文章摘要：低碳經(jīng)濟(jì)發(fā)展模式的實(shí)現(xiàn)及運(yùn)行效率直接受到社會(huì)公眾消費(fèi)習(xí)慣、企業(yè)生產(chǎn)的經(jīng)營倫理與社會(huì)責(zé)任以及政府的發(fā)展理念的影響和制約。在中國當(dāng)前的形勢(shì)下，應(yīng)將低碳經(jīng)濟(jì)發(fā)展模式置于多維視角中進(jìn)行分析。故此，低碳經(jīng)濟(jì)的發(fā)展既有賴于各級(jí)地方政府、企業(yè)與消費(fèi)者之間的通力合作，也得益于城市、區(qū)域與國家三者的有機(jī)協(xié)調(diào)，，其最終效果則依賴于外部激勵(lì)機(jī)制構(gòu)建。基于此，本文構(gòu)建了三重約束下低碳經(jīng)濟(jì)發(fā)展激勵(lì)機(jī)制的四力模型，并提出激勵(lì)導(dǎo)向的低碳經(jīng)濟(jì)發(fā)展治理模式以及政府為主導(dǎo)的低碳發(fā)展政策建議。

Abstr：The operation efficiency and the realization of low - carbon economic development mode are directly affected and limited by social public consumption custom, business operation ethic, social responsibilities, and government＇ s development ideas. In review of the current situation in China, this low - carbon economic development mode should be analyzed from multi - dimension perspectives. Therefore, low - carbon economic development not only depends on the cooperation of local governments, enterprises and consumers, but also benefits from the organic coordination of cities, regions and the state. However, the final performance depends on the construction of external incentive mechanism. Based on this, this paper develops a four - force model of the incentive mechanism of low - carbon economic development under three constraints. It also brings about the governance mode of incentive - oriented low - carbon economic development and some government - led policy suggestions.
