【摘要】：從世界城鎮(zhèn)化進程的普遍規(guī)律來看,不同發(fā)展階段的城鎮(zhèn)化進程對應著不同的經濟活動結構。一般來講,工業(yè)化會引起產業(yè)結構的轉變,產業(yè)結構轉變又進一步帶動就業(yè)結構轉變,大量農村剩余勞動力轉移至城鎮(zhèn),加入非農產業(yè)的就業(yè),進而提高城鎮(zhèn)化率。在產業(yè)結構動態(tài)演進的過程中,城鎮(zhèn)化的發(fā)展對三次產業(yè)的調整、優(yōu)化、提升都有著重要的帶動作用;而產業(yè)結構的合理調整同樣需要以城市為載體,以城鎮(zhèn)化為依托,并對城鎮(zhèn)化的發(fā)展發(fā)揮著積極促進作用。近年來,吉林省以新型城鎮(zhèn)化內涵為指導,深入貫徹科學發(fā)展觀,本著“以人為本”為核心,積極推進全省產業(yè)結構戰(zhàn)略性優(yōu)化調整,努力實現經濟發(fā)展方式轉變,并為經濟和社會的可持續(xù)發(fā)展提供基礎。但是與全國整體水平特別是東部發(fā)達地區(qū)相比,城鎮(zhèn)化發(fā)展和產業(yè)結構優(yōu)化調整對于吉林省這樣一個多山、多林、多沙漠地區(qū),城鎮(zhèn)的腹地遙遠,傳統的農業(yè)和重化工業(yè)為主導的省份來說,無疑需要付出更多的努力。現階段,吉林省城鎮(zhèn)化發(fā)展的水平如何;產業(yè)結構優(yōu)化調整的進度如何;城鎮(zhèn)化水平與產業(yè)結構之間協調性如何;能否互動發(fā)展;城鎮(zhèn)化發(fā)展能否找到正確的動力;通過產業(yè)結構優(yōu)化調整能否推進城鎮(zhèn)化建設,這些都關系著吉林省在走新型城鎮(zhèn)化路線中能否抓住機遇,搶占先機,從而實現產業(yè)優(yōu)化升級,城鎮(zhèn)化質量得到提升,進一步加快城鎮(zhèn)化發(fā)展進程。這些問題也是本文的研究目的和研究重點。本文在學習大量國內外文獻和理論知識的基礎上,首先運用定性和定量的方法對吉林省城鎮(zhèn)化發(fā)展和產業(yè)結構進行了整體的梳理和分析,其中產業(yè)結構分為產值結構和就業(yè)結構兩個方面分析。并且與遼寧省、黑龍江省和全國水平進行了橫向比較,以確定吉林省城鎮(zhèn)化和產業(yè)結構發(fā)展的相對地位。其次,利用統計學和計量經濟學的方法分析了城鎮(zhèn)化和產業(yè)結構演進之間的互動關系。得到以下結論:1、吉林省城鎮(zhèn)化率水平較高,一直高于全國平均水平,近年來差距逐漸減小,城鎮(zhèn)化率增速降低;2、吉林省產業(yè)結構已由“二、一、三”轉變?yōu)椤岸�、三、一�?但是現階段相對于全國平均水平,第一產業(yè)比重較高,第三產業(yè)比重較低;3、吉林省城鎮(zhèn)化和產業(yè)結構優(yōu)化之間具有長期的均衡關系,第二產業(yè)對于城鎮(zhèn)化的影響最大,其次是第三產業(yè);4、城鎮(zhèn)化發(fā)展是二三產業(yè)結構調整的原因,但是產業(yè)結構的演進并不是城鎮(zhèn)化發(fā)展的原因,這也說明吉林省現階段產業(yè)結構仍存在不合理之處,對于城鎮(zhèn)化發(fā)展后續(xù)推動能力較差;5、吉林省城鎮(zhèn)化和產業(yè)結構調整之間聯動性較差,不僅僅是因為產業(yè)支撐力差,同時也包括城鎮(zhèn)之間產業(yè)趨同,競爭較強,聯動不足的原因。吉林省若想發(fā)揮后發(fā)優(yōu)勢,在大力推進和發(fā)展城鎮(zhèn)化,提升城鎮(zhèn)化發(fā)展質量的同時,必須要考慮城鎮(zhèn)化與產業(yè)化的互動發(fā)展關系,特別是產業(yè)結構的優(yōu)化升級和產城之間協調關系的良好互動。產業(yè)結構的優(yōu)化調整不僅僅包括三次產業(yè)內部向高度和深度發(fā)展,農產業(yè)的現代化,工業(yè)的高質量化和集約化,服務業(yè)的大力發(fā)展,特別是信息產業(yè)、高新技術產業(yè)等現代化服務業(yè),同時也包括各大類產業(yè)內部產業(yè)細分的優(yōu)化與升級。產城之間的良好互動不僅僅包括加強產業(yè)結構調整以推動城鎮(zhèn)化的發(fā)展,同時也應包括各個城鎮(zhèn)產業(yè)融入特色符號,相互關聯,形成合理的產業(yè)集群和城市群,實現產業(yè)和城鎮(zhèn)空間更好的融合。經過審慎思考后,本人認為本文的創(chuàng)新性研究在于以下兩個方面:一是,本文對產業(yè)結構優(yōu)化和城鎮(zhèn)化的互動關系進行了較為深入的理論研究。利用規(guī)范分析方法,查閱和學習并系統梳理了城鎮(zhèn)化、產業(yè)結構演變、城鎮(zhèn)化和產業(yè)結構演變之間的互動關系等方面的國內外文獻資料。本文嘗試從城鎮(zhèn)化發(fā)展對產業(yè)結構演進的影響、產業(yè)結構對城鎮(zhèn)化發(fā)展的影響和在二者相互作用三個層次分析和梳理了現有理論文獻,關注到二者之間是否能夠良好的協調和互動,決定著二者之間的交互影響力的大小。那么如何合理量化二者間的協調性和二者之間交互影響的大小應是該研究的重要內容,本文在這方面做了一些嘗試性的工作,試圖為現有文獻和理論提供一定的參考價值。二是,有學者認為后發(fā)地區(qū)第三產業(yè)發(fā)展起步晚、規(guī)模小、水平低,需要依靠外部投入來發(fā)展,但內生經濟增長理論也表明,單純依靠外部資金、人力資本等要素的投入的推動作用有限,后發(fā)地區(qū)第三產業(yè)的發(fā)展應更多依靠調整優(yōu)化結構來激活和增強內生動力,因此本文選擇將后發(fā)地區(qū)吉林省的服務業(yè)結構作為主要研究對象具有一定的新意。但是,本文仍存在很多不足之處:一是,在選取城鎮(zhèn)發(fā)展指標時,采用城鎮(zhèn)人口占社會總人口比例的方法進行了計算,即選取了人口城鎮(zhèn)化率。但是,城鎮(zhèn)化是一個綜合性的概念,具有豐富的內涵,僅僅采用人口指標并不完整;二是,對于產業(yè)結構演進的指標衡量僅采用第二產業(yè)和第三產業(yè),并沒有細分工業(yè)和具體的服務業(yè)類目,不能深入和全面的反應吉林省產業(yè)結構演進的過程;三,在第四章實證分析控制變量的選取問題上,主要考慮投資和城鎮(zhèn)規(guī)模兩個方面,沒有考慮開放程度等其他影響城鎮(zhèn)化發(fā)展的因素。在未來的研究和學習過程中,希望可以加以改進。
[Abstract]:From the point of view of the general law of urbanization, the urbanization process of different stages of development of the corresponding economic activities of different structures. Generally speaking, the industrialization will lead to the change of industry structure, industry structure and further promote the employment structure change, a large number of rural surplus labor force transfer to towns, join the non-agricultural industry employment, and improve the urbanization rate. In the dynamic process of the evolution of industrial structure, the development of the urbanization of the three industrial adjustment, optimization, upgrade has an important leading role; and the reasonable adjustment of industrial structure also needs to take the city as the carrier, with the Urbanization as the basis, and play a positive role in promoting the development of urbanization. In recent years, Jilin Province Based on the connotation of new urbanization as guidance, thoroughly implement the Scientific Outlook on Development, the spirit of "people-oriented" as the core, and actively promote the province's industrial structure strategic adjustment optimization The whole, and strive to achieve the transformation of the mode of economic development, and provide the basis for the sustainable development of economy and society. But with the national level especially compared to the eastern region, the development of urbanization and the adjustment of industrial structure in Jilin province such a mountainous area, sandy desert, forest town in the hinterland of the distant provinces, traditional agriculture and heavy chemical industry led, it needs more effort. At this stage, how the development of cities and towns in Jilin province level; how to adjust the industrial structure optimization progress; between urbanization and industrial structure coordination ability; interactive development; the development of urbanization can find the correct power; the optimization of industrial structure adjustment can promote the urbanization process, the relationship between Jilin province could seize the opportunity, seize the opportunity in the new urbanization path, so as to realize the optimization and upgrading of industry, city The town of quality improvement, to further accelerate the process of urbanization development. The research purpose and research focus of this paper. These problems are based on studying lots of literature at home and abroad and on the basis of theoretical knowledge, first, using qualitative and quantitative analyses on the overall development of urbanization in Jilin province and Industry structure, which the industrial structure is divided into two aspects of industrial structure and employment structure analysis. And with the Liaoning Province, Heilongjiang province and the national level of the horizontal comparison, to determine the relative position of the development of Jilin province urbanization and the industrial structure. Secondly, analyzes the interactive relationship between urbanization and industrial structure evolution by using statistical and econometric methods. Get the following conclusions: 1, rate of high level of cities and towns in Jilin Province, has been higher than the national average in recent years, the gap decreases, the urbanization rate growth rate is low; 2, Kyrgyzstan The forest industry structure by "two, three" to "two, three", but at this stage compared with the national average level, a higher proportion of the first industry, the third industry proportion is low; 3, has a long-term equilibrium relationship between the urbanization of Jilin province and the optimization of industrial structure, the second industry to urban the largest, followed by the third industry; 4, the development of urbanization is the two or three cause of industrial structure adjustment, but the evolution of the industrial structure is not a factor in the development of urbanization, it also shows that the industrial structure of Jilin province is still unreasonable, for the development of urbanization to promote the follow-up ability is poor; 5, Jilin province the urbanization and the industrial structure adjustment linkage is poor, not only because the industry support force is poor, but also including the industrial convergence, strong competition between towns, due to shortage of linkage between Jilin province. If you want to play the advantage, vigorously The promotion and development of urbanization, improve the quality of urbanization development at the same time, we must consider the relationship between urbanization and industrialization of the interactive development, especially good interaction and coordination between the optimization and upgrading of industrial structure and city. The optimization and adjustment of industrial structure not only includes the three industry internal development to the height and depth of the agricultural industry modernization, quantitative and intensive high quality industry, vigorously develop the service industry, especially the information industry, high-tech industry and modern service industry, but also including the optimization of internal subdivision industry each kind of industry and upgrade. A good interaction between the city includes not only to strengthen the adjustment of industrial structure to promote the development of urbanization at the same time, should also include all urban industries with the characteristics of symbols, are related to each other, to form a reasonable industrial cluster and city group, industrial and urban space and better integration. After the trial Think carefully, I think that the innovation of this paper lies in the following two aspects: one is that the interactive relationship between the optimization of industrial structure and urbanization is investigated theoretically. This article attempts from the development of urbanization on the impact of industrial structure evolution, influence of industrial structure on the development of urbanization and analysis and combing the existing literature in three levels of interaction between the two, pay attention to whether the coordination and interactive relationship between the two that determines the interaction influence between the two sizes. The interaction between the size of coordination of how rational quantification between the two and two should be an important content of the study, this paper in this Do some tentative work, trying to provide a certain reference value for the existing literature and theory. The two is that some scholars believe that after the development of the third industry area started late, small scale, low level, need to rely on external input to the development, but the endogenous economic growth theory also shows that relying solely on external funding, human capital investment promotion Co., after the development of the third industry area should rely more on optimizing the structure to activate and enhance endogenous power, so the structure of the service industry will be issued after the area of Jilin Province as the main research object has a certain originality. However, there are still many deficiencies in this paper: one is in the selection, urban development index, using the method of urban population proportion of total population was calculated, which selects the population urbanization rate. However, urbanization is a comprehensive concept, Has the rich connotation, the only demographic indicators are not complete; the two is for the evolution of industrial structure index using only second and third industries, and no industrial subdivision and specific services category, not in-depth and comprehensive response in Jilin Province industrial structure evolution process; three, in the fourth chapter, empirical analysis selection of control variables, mainly consider two aspects of investment and urban scale, openness and other factors not considered the impact of urbanization development.
