【摘要】：隨著我國水資源供需矛盾逐漸加深,對(duì)水務(wù)企業(yè)的節(jié)水、污水治理技術(shù)和資金實(shí)力等提出了更高的要求。城鎮(zhèn)化的發(fā)展對(duì)水利PPP項(xiàng)目的需求越來越大,政府面臨著巨大的資金壓力,Public Private Partnerships(簡稱PPP)這種新的融資模式的出現(xiàn),很好的緩解了政府建設(shè)大型基礎(chǔ)設(shè)施的資金壓力,將該種模式應(yīng)用于需要大量資金投入的水務(wù)項(xiàng)目上,解決了發(fā)展需求和資金需求之間的矛盾。風(fēng)險(xiǎn)是復(fù)雜的、客觀存在的,私人部門參與PPP項(xiàng)目需要分擔(dān)風(fēng)險(xiǎn),因此要善于進(jìn)行風(fēng)險(xiǎn)識(shí)別和分析,理清PPP模式下水務(wù)企業(yè)規(guī)避和防范風(fēng)險(xiǎn)的有效途徑,從而保證項(xiàng)目順利建設(shè)運(yùn)營,實(shí)現(xiàn)投資回報(bào)。因此本文通過分析國內(nèi)外水務(wù)行業(yè)PPP項(xiàng)目的風(fēng)險(xiǎn)管理理論以及實(shí)踐經(jīng)驗(yàn),在總結(jié)相關(guān)文獻(xiàn)的基礎(chǔ)上,以民營水務(wù)龍頭企業(yè)碧水源為例,對(duì)其應(yīng)用PPP融資模式的潛在的影響因素進(jìn)行全面分析,對(duì)污水處理廠PPP項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行識(shí)別。運(yùn)用層次分析法對(duì)風(fēng)險(xiǎn)因素進(jìn)行層次化處理,建立碧水源應(yīng)用PPP模式的項(xiàng)目風(fēng)險(xiǎn)管理遞階層次結(jié)構(gòu),構(gòu)建風(fēng)險(xiǎn)因素評(píng)價(jià)指標(biāo)體系。最后通過風(fēng)險(xiǎn)因素重要度排序,完成風(fēng)險(xiǎn)評(píng)價(jià),提出碧水源公司和其他水務(wù)企業(yè)應(yīng)用PPP模式的風(fēng)險(xiǎn)管理建議,希望水務(wù)企業(yè)能夠充分發(fā)揮PPP融資模式的優(yōu)勢,既可以解決政府投資資金短缺和管理效率低的問題,同時(shí)加強(qiáng)風(fēng)險(xiǎn)管理,科學(xué)有效地應(yīng)對(duì)風(fēng)險(xiǎn),實(shí)現(xiàn)預(yù)期的投資收益,更好的為公眾提供高品質(zhì)的公共服務(wù)。
[Abstract]:With the deepening of the contradiction between supply and demand of water resources in China, higher requirements have been put forward for water saving, sewage treatment technology and capital strength of water enterprises. The development of urbanization needs for water conservancy project PPP is more and more big, the government is facing enormous financial pressure, Public Private Partnerships (PPP) of the new financing mode, ease government construction of large infrastructure funding pressure, this kind of mode is applied to a lot of money invested in the water the project, to solve the contradiction between the demand and the development of money demand. The risk is complex, the objective existence of private sector participation in the PPP program to share the risk, it should be good for risk identification and analysis, effective way to sort out the water enterprises under PPP mode to avoid and prevent risks, so as to ensure the smooth construction of the project operation, to achieve return on investment. This paper analyzes the risk management of domestic and international water industry PPP project theory and practice experience, based on summarizing the relevant literature, to private enterprises originwater water as an example, to analyze the factors affecting the potential application of PPP financing mode, the sewage treatment plant PPP project risk identification. Using the analytic hierarchy process to deal with hierarchical risk factors, project risk management, the establishment of a hierarchical structure originwater using PPP model, construct the evaluation index system of risk factors. The ranking of risk factors, risk evaluation, risk management put forward suggestions originwater company and other water companies PPP mode application, hoped that the enterprises can give full play to the advantages of PPP financing mode, government investment can not only solve the shortage of funds and low efficiency of management problems, and strengthen risk management, effectively deal with the risk. To achieve the expected investment income, the better for the public to provide high-quality public services.
