【摘要】：利益分析為研究我國教育招生政策失真問題提供了一條有效路徑。本文通過對我國中等職業(yè)教育招生政策失真案例的分析,可以發(fā)現(xiàn)在"理性逐利"屬性的驅(qū)動下,中職招生政策執(zhí)行者與政策目標(biāo)群體之間存在顯著的利益訴求沖突,并成為引發(fā)政策失真的現(xiàn)實根源。地方教育行政部門、中職學(xué)校等政策執(zhí)行者的政策失真行為,是這些組織及其決策"關(guān)鍵人"在特定制度環(huán)境中趨利避害的理性選擇。解決中職招生政策失真問題,應(yīng)從增強教育吸引力和完善相關(guān)管理體制機制兩方面進行系統(tǒng)改革。
[Abstract]:Interest analysis provides an effective way to study the distortion of educational enrollment policy in China. Through the analysis of the distortion cases of the enrollment policy of secondary vocational education in our country, we can find that there is a significant conflict of interest between the executor of the secondary vocational enrollment policy and the target group of the policy driven by the attribute of "rational profit". And become the realistic root of policy distortion. The policy distortion behavior of local education administrative departments, secondary vocational schools and other policy implementers is a rational choice for these organizations and their decision-making "key people" to seek advantages and avoid disadvantages in a specific institutional environment. In order to solve the problem of distortion of secondary vocational enrollment policy, we should carry out systematic reform from two aspects: enhancing the attraction of education and perfecting the relevant management system and mechanism.
