中職學(xué)!半p師型”專業(yè)教師培養(yǎng)制度體系建設(shè)研究

【摘要】:職教教師隊(duì)伍建設(shè)是影響職業(yè)教育發(fā)展的關(guān)鍵因素,而“雙師型”專業(yè)教師則最能體現(xiàn)職業(yè)教育教師的特色和本質(zhì)特征。為此,國(guó)家頒布一系列政策文件,指導(dǎo)和推動(dòng)“雙師型”專業(yè)教師隊(duì)伍建設(shè)。 本文以中等職業(yè)學(xué)!半p師型”專業(yè)教師為研究對(duì)象,從制度層面入手分析我國(guó)目前“雙師型”專業(yè)教師研究現(xiàn)狀,發(fā)現(xiàn)我國(guó)“雙師型”專業(yè)教師內(nèi)涵不明確,相關(guān)的入職標(biāo)準(zhǔn)、資格證書制度、培養(yǎng)培訓(xùn)制度等也還處于探索階段,未形成完整制度體系以保障“雙師型”專業(yè)教師隊(duì)伍建設(shè)。筆者圍繞中等職業(yè)學(xué)校“雙師型”專業(yè)教師培養(yǎng)制度體系不完善的現(xiàn)狀,遵循發(fā)現(xiàn)問題—分析問題—解決問題的思路,對(duì)目前我國(guó)有關(guān)“雙師型”專業(yè)教師培養(yǎng)的政策文件進(jìn)行整理歸納,了解實(shí)施現(xiàn)狀,并在借鑒國(guó)外發(fā)達(dá)國(guó)家培養(yǎng)職教教師優(yōu)秀經(jīng)驗(yàn)的基礎(chǔ)上,提出較為系統(tǒng)、適應(yīng)我國(guó)職業(yè)教育發(fā)展需要的“雙師型”專業(yè)教師培養(yǎng)制度體系的建議框架,,為中職“雙師型”專業(yè)教師培養(yǎng)制度體系建設(shè)奠定基礎(chǔ),提供依據(jù)。 鑒于以上思路,本文構(gòu)建的中職學(xué)!半p師型”專業(yè)教師培養(yǎng)制度體系框架分為以下五部分:第一部分為國(guó)家層面法律法規(guī)的補(bǔ)充和完善。針對(duì)目前我國(guó)已有法律法規(guī)中未涉及“雙師型”專業(yè)教師概念的現(xiàn)狀,建議將其納入相關(guān)法律法規(guī)中,明確相關(guān)部門的責(zé)任與義務(wù);第二部分為中職學(xué)校教師專業(yè)標(biāo)準(zhǔn),為“雙師型”專業(yè)教師培養(yǎng)、培訓(xùn)、考核等工作提供依據(jù);第三部分為準(zhǔn)入制度的構(gòu)建,該部分包含完善《教師資格條例》、制定“雙師型”專業(yè)教師資格標(biāo)準(zhǔn)、證書認(rèn)證辦法、資格證書定期注冊(cè)制度、兼職教師聘任與管理制度五大方面;第四部分為培養(yǎng)制度的構(gòu)建,設(shè)立培養(yǎng)質(zhì)量標(biāo)準(zhǔn)、培養(yǎng)專業(yè)認(rèn)證標(biāo)準(zhǔn)、課程標(biāo)準(zhǔn)和實(shí)踐保障制度四個(gè)環(huán)節(jié);第五部分為培訓(xùn)制度的構(gòu)建,涉及考核管理辦法、繼續(xù)教育規(guī)定、定期企業(yè)實(shí)踐制度三個(gè)具體環(huán)節(jié)。上述思路和建議,為中職學(xué)!半p師型”專業(yè)教師隊(duì)伍建設(shè)提供政策保障,推動(dòng)我國(guó)職業(yè)教育健康、快速發(fā)展。
[Abstract]:The construction of vocational education teachers is the key factor affecting the development of vocational education, while the "double type" professional teachers can best reflect the characteristics and essential characteristics of vocational education teachers. To this end, the state issued a series of policy documents to guide and promote the construction of "double-qualified" professional teachers. This article takes the "double qualified" professional teacher of secondary vocational school as the research object, analyzes the current research situation of the "double qualified" professional teacher in our country from the system level, and finds out that the connotation of the "double qualified" professional teacher in our country is not clear. The relevant entry standards, qualification certificate system, training and training system are still in the exploratory stage, and no complete system has been formed to guarantee the construction of "double qualified" professional teachers. The author focuses on the imperfect training system of "double-qualified" professional teachers in secondary vocational schools, and follows the train of thought of discovering problems, analyzing problems and solving problems. This paper summarizes the policy documents about the training of "double qualified" professional teachers in our country at present, understands the present situation of implementation, and puts forward a more systematic approach on the basis of drawing lessons from the excellent experience of foreign developed countries in training vocational teachers. The suggested framework of the training system of "double-qualified" professional teachers, which meets the needs of the development of vocational education in China, lays the foundation and provides the basis for the construction of the training system of "double-qualified" professional teachers in secondary vocational schools. In view of the above ideas, the system framework of the "double-qualified" professional teacher training system in secondary vocational schools is divided into five parts: the first part is the supplement and perfection of the laws and regulations at the national level. In view of the current situation that the concept of "double qualified" professional teacher is not involved in the existing laws and regulations in our country, it is suggested that the concept should be included in the relevant laws and regulations, and the responsibilities and obligations of the relevant departments should be clarified. The second part is the professional standard of secondary vocational school teachers, which provides the basis for the training, training and examination of "double teachers". The third part is the construction of the admission system, which includes perfecting the teacher qualification regulations, formulating the qualification standard of the "double qualified" professional teachers, the certification method, and the regular registration system of the qualification certificate. The appointment and management system of part-time teachers; The fourth part is the construction of training system, the establishment of training quality standards, training professional certification standards, curriculum standards and practical security system four links; The fifth part is the construction of the training system, which involves the examination and management methods, the provisions of continuing education and the periodic enterprise practice system. The above ideas and suggestions provide policy guarantee for the construction of "double-qualified" professional teachers in secondary vocational schools, and promote the healthy and rapid development of vocational education in China.
