論政府在西藏自治區(qū)職業(yè)教育中的作用

【摘要】:本文選取西藏自治區(qū)的警務(wù)人員培訓(xùn)作為一個(gè)典型案例,深入分析中央政府和地方政府在民族地區(qū)職業(yè)教育中的作用。繼續(xù)探討政府從法律、政策、財(cái)政、舉措等各個(gè)方面支持職業(yè)教育的發(fā)展。堅(jiān)持在民族區(qū)域自治政策下,職業(yè)培訓(xùn)作為教育事業(yè)的重要而特殊的一部分,在民族地區(qū)的發(fā)展的現(xiàn)狀。剖析在西藏這個(gè)特殊的民族地區(qū),職業(yè)教育的生存和發(fā)展所存在的問(wèn)題和存在這些問(wèn)題的原因,以點(diǎn)帶面,進(jìn)一步引發(fā)對(duì)民族地區(qū)職業(yè)教育發(fā)展及未來(lái)的一些思考和建議。 論政府在民族地區(qū)的職業(yè)教育,首先從政府的角度入手,分析其民族地區(qū)的職能,然后探討為什么政府要發(fā)揮這些職能,然后利用問(wèn)卷調(diào)查的數(shù)據(jù)進(jìn)行統(tǒng)計(jì)總結(jié),分析出民族地區(qū)職業(yè)教育發(fā)展的狀況、問(wèn)題和影響因素,最后給出進(jìn)一步改進(jìn)和完善民族地區(qū)職業(yè)教育的一些舉措。 職業(yè)教育是教育的一種,同時(shí)也是我國(guó)教育事業(yè)的重要組成部分和我國(guó)經(jīng)濟(jì)社會(huì)建設(shè)的重要后盾力。職業(yè)教育是“依據(jù)實(shí)際需要,同國(guó)家制定的職業(yè)分類(lèi)和職業(yè)等級(jí)標(biāo)準(zhǔn)相適應(yīng),實(shí)行學(xué)歷證書(shū)、培訓(xùn)證書(shū)和職業(yè)資格證書(shū)制度”的教育,是“對(duì)受教者進(jìn)行思想政治教育和職業(yè)道德教育,傳授職業(yè)知識(shí),培養(yǎng)職業(yè)技能,進(jìn)行職業(yè)指導(dǎo),全面提高接受教育者的素質(zhì)”的教育。 政府的作用是政府的職能所決定的,主要涉及到政府管什么、怎么管、發(fā)揮什么作用的問(wèn)題,包括在政治統(tǒng)治和社會(huì)管理兩個(gè)方面的職能。政府的作用和政府的職能在很大程度上有著密切的聯(lián)系。 就職業(yè)教育在整個(gè)經(jīng)濟(jì)建設(shè)和社會(huì)穩(wěn)定中所起的重要作用,我們得深入探討。最后分析出在民族地區(qū),職業(yè)教育之所以出現(xiàn)諸多問(wèn)題的背后因素,進(jìn)一步思考,努力使民族地區(qū)的職業(yè)教育向著健全高效的方向發(fā)展,真正實(shí)現(xiàn)民主富強(qiáng)和諧的新西藏而邁進(jìn)。這也是本文研究的目的和意義所在, 在民族地區(qū)大力發(fā)展職業(yè)教育,從現(xiàn)在和今后的意義上來(lái)講,不僅僅是純粹的教育問(wèn)題了,還是與之相對(duì)應(yīng)的農(nóng)業(yè)問(wèn)題、科技問(wèn)題、民生問(wèn)題、就業(yè)問(wèn)題、人力資源及人才儲(chǔ)備問(wèn)題、民族地區(qū)經(jīng)濟(jì)發(fā)展問(wèn)題以及社會(huì)穩(wěn)定長(zhǎng)治久安的大問(wèn)題。對(duì)于教育管理部門(mén)來(lái)講,在民族地區(qū)的職業(yè)教育要比其他形式的教育更具有鮮明的政治性、社會(huì)性和市場(chǎng)性。它既可以與“三農(nóng)”問(wèn)題緊緊聯(lián)系在一起,形成對(duì)農(nóng)村、服務(wù)農(nóng)村、振興民族經(jīng)濟(jì)的基本戰(zhàn)略,來(lái)做為當(dāng)?shù)卣鉀Q“三農(nóng)問(wèn)題的一個(gè)精囊妙計(jì),同時(shí)它又可以,與市場(chǎng)經(jīng)濟(jì)緊密相連,形成“教、學(xué)、用”三步走,直接根據(jù)市場(chǎng)需求,去填補(bǔ)就業(yè)空位,促進(jìn)經(jīng)濟(jì)的增長(zhǎng)?傊殬I(yè)教育在民族地區(qū)現(xiàn)代教育中顯得愈發(fā)重要。
[Abstract]:This paper selects the training of police personnel in Tibet Autonomous region as a typical case, and deeply analyzes the role of central government and local government in vocational education in minority areas. Continue to explore the legal, policy, financial, initiatives and other aspects of government support for the development of vocational education. Under the policy of ethnic regional autonomy, vocational training, as an important and special part of education, is developing in minority areas. This paper analyzes the problems existing in the survival and development of vocational education in this special minority area of Tibet and the reasons for these problems, and further leads to some thoughts and suggestions on the development and future of vocational education in ethnic minority areas. On the vocational education of the government in the minority areas, first of all, from the angle of the government, to analyze the functions of its ethnic areas, and then to explore why the government should give play to these functions, and then to use the data of the questionnaire to carry on the statistical summary. This paper analyzes the status, problems and influencing factors of the development of vocational education in ethnic minority areas, and finally gives some measures to further improve and perfect vocational education in minority areas. Vocational education is not only a kind of education, but also an important part of our country's education and an important backing of our country's economic and social construction. Vocational education is "according to the actual needs, in accordance with the occupational classification and occupational grading standards formulated by the State, the implementation of education certificates, training certificates and vocational qualifications certificate system" education, It is the education of carrying out ideological and political education and professional ethics education, imparting vocational knowledge, training vocational skills, carrying out vocational guidance, and improving the quality of the educated in an all-round way. The role of the government is determined by the functions of the government. It mainly involves what the government manages, how to manage and what role to play, including the two aspects of political rule and social management. The role of the government and the functions of the government to a large extent have a close relationship. We must probe into the important role of vocational education in the whole economic construction and social stability. Finally, the paper analyzes the factors behind the problems of vocational education in minority areas, and makes further consideration to make the vocational education in minority areas develop in the direction of sound and efficient. True realization of democracy, prosperity and harmony of the new Tibet and stride forward. This is also the purpose and significance of this study. To vigorously develop vocational education in ethnic minority areas is not only a purely educational issue, but also a corresponding agricultural issue in the present and future sense. Issues of science and technology, people's livelihood, employment, human resources and talent reserves, economic development in ethnic areas and social stability and stability. Vocational education in minority areas is more political, social and marketable than other forms of education. It can be closely linked with the "three rural" issues, forming a basic strategy for rural areas, serving rural areas, and revitalizing the national economy, as a clever plan for the local government to solve the "three rural problems," and at the same time, it can. Closely linked with the market economy, the formation of "teaching, learning, with" three steps, directly according to market demand, to fill the job vacancy, to promote economic growth. In short, vocational education is becoming more and more important in modern education in ethnic areas.
