【摘要】：高職院校作為我國(guó)高等教育的重要組成部分,它的和諧穩(wěn)定對(duì)我國(guó)構(gòu)建和諧社會(huì)起著重要的作用。近年來，隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展，改革的不斷深化、產(chǎn)業(yè)轉(zhuǎn)型的步伐加快，導(dǎo)致各類突發(fā)事件頻發(fā)，其中有不少突發(fā)事件涉及高職院校，而高職院校自身的突發(fā)事件也時(shí)有發(fā)生，這些都不同程度的影響到了學(xué)校的聲譽(yù)以及正常的教學(xué)秩序和日常生活。目前盡管各級(jí)政府和學(xué)校已經(jīng)開始重視學(xué)校突發(fā)事件的管理，而且也取得了一些成績(jī)。但是目前的高職院校突發(fā)事件的應(yīng)對(duì)機(jī)制仍然存在輕預(yù)防、監(jiān)督機(jī)制不完善、善后機(jī)制缺失等問題。鑒于此，對(duì)高職院校突發(fā)事件應(yīng)對(duì)機(jī)制的研究顯得尤為重要。 本文在分析高職院校突發(fā)事件類型、特點(diǎn)以及成因的基礎(chǔ)上，通過對(duì)江蘇省內(nèi)四所高職院校關(guān)于突發(fā)事件的調(diào)查問卷的分析，歸納總結(jié)出目前高職院校突發(fā)事件應(yīng)對(duì)機(jī)制的現(xiàn)狀，從而提出高職院校突發(fā)事件應(yīng)對(duì)機(jī)制的構(gòu)建，，在以人為本、預(yù)防為主的理念指導(dǎo)下，堅(jiān)持科學(xué)應(yīng)對(duì)、信息公開、迅速反應(yīng)、團(tuán)結(jié)合作的原則，以制度為運(yùn)轉(zhuǎn)保障，針對(duì)高職院校突發(fā)事件的前、中、后三個(gè)階段提出了建立相應(yīng)的危機(jī)預(yù)警機(jī)制、應(yīng)急處理機(jī)制、善后機(jī)制。最后在有的放矢的在目前我國(guó)高職院校突發(fā)事件的應(yīng)對(duì)機(jī)制的基礎(chǔ)上提出高職院校突發(fā)事件預(yù)防和處置的相關(guān)對(duì)策和建議。
[Abstract]:As an important part of higher education in China, higher vocational colleges play an important role in building a harmonious society. In recent years, with the rapid development of China's economy, the deepening of reform and the accelerated pace of industrial transformation, all kinds of emergencies occur frequently, many of which involve higher vocational colleges. The emergencies of higher vocational colleges also occur from time to time, which affect the reputation of the school and the normal teaching order and daily life to varying degrees. Although governments and schools at all levels have begun to attach importance to the management of school emergencies, they have also made some achievements. However, there are still some problems such as light prevention, imperfect supervision mechanism and lack of aftercare mechanism in the emergency response mechanism of higher vocational colleges. In view of this, it is particularly important to study the mechanism of emergency response in higher vocational colleges. Based on the analysis of the types, characteristics and causes of emergencies in higher vocational colleges, this paper analyzes the questionnaire of four vocational colleges in Jiangsu province. This paper sums up the current situation of emergency response mechanism in higher vocational colleges, and puts forward the construction of emergency response mechanism in higher vocational colleges. Under the guidance of people-oriented and prevention-oriented concept, we should persist in scientific response, open information and rapid response. Based on the principle of unity and cooperation, this paper puts forward the establishment of corresponding crisis warning mechanism, emergency handling mechanism and aftercare mechanism in view of the three stages of emergency in higher vocational colleges. Finally, on the basis of the current emergency response mechanism of higher vocational colleges in China, this paper puts forward the relevant countermeasures and suggestions for the prevention and treatment of emergencies in higher vocational colleges.
