【摘要】:澳大利亞職業(yè)教育培訓(xùn)水平之所以走在世界前列,與其職業(yè)教育與行業(yè)之間密切的關(guān)系密不可分。而行業(yè)組織在職業(yè)教育與行業(yè)之間所起的橋梁作用,是行業(yè)導(dǎo)向的職業(yè)教育培訓(xùn)體系存在的基礎(chǔ)。澳大利亞行業(yè)技能委員會(huì)(Industry Skills Councils,簡稱ISCs)建立于2003-2005年,是具有深厚行業(yè)基礎(chǔ)的董事會(huì)領(lǐng)導(dǎo)的,與行業(yè)、政府及職業(yè)教育培訓(xùn)機(jī)構(gòu)具有良好合作關(guān)系的行業(yè)組織。ISCs包括11個(gè)組織,涵蓋所有行業(yè)領(lǐng)域。行業(yè)技能委員會(huì)了解行業(yè)發(fā)展的最新情況,為行業(yè)發(fā)展?fàn)I造有利的政策氛圍;通過開發(fā)新興技能,對(duì)員工進(jìn)行培訓(xùn),幫助行業(yè)吸收和保留所需人才;通過為職業(yè)教育培訓(xùn)提供資金、場地、技術(shù)等支持,培養(yǎng)未來的勞動(dòng)力,促進(jìn)行業(yè)的可持續(xù)發(fā)展。這些行業(yè)技能委員會(huì)的組織結(jié)構(gòu)、經(jīng)費(fèi)來源、職能行使等特點(diǎn),對(duì)促進(jìn)我國行業(yè)協(xié)會(huì)在職業(yè)教育發(fā)展中職能的發(fā)揮具有極大的借鑒意義。 本文欲從比較的視角,對(duì)澳大利亞行業(yè)技能委員會(huì)進(jìn)行研究,全文分為四大部分: 第一部分主要介紹澳大利亞行業(yè)技能委員會(huì)出現(xiàn)的背景,主要是澳大利亞職業(yè)教育與培訓(xùn)從建立之始就與行業(yè)保持密切聯(lián)系,澳大利亞也設(shè)有較為完善的專門組織為維護(hù)行業(yè)與職業(yè)教育之間的合作關(guān)系而努力。 第二部分主要以澳大利亞農(nóng)產(chǎn)品技能委員會(huì)為個(gè)案,對(duì)其組織結(jié)構(gòu)、職能、工作內(nèi)容及工作方式做出詳細(xì)介紹和分析。重點(diǎn)是通過一些項(xiàng)目對(duì)農(nóng)產(chǎn)品技能委員會(huì)職能的介紹,主要包括:為政府職業(yè)教育與培訓(xùn)政策的制定提供咨詢建議,開發(fā)、維修培訓(xùn)包,通過項(xiàng)目的開發(fā)為企業(yè)員工和管理者提供培訓(xùn),為學(xué)生培訓(xùn)提供資金、場地等方面的支持等。工作方式包括召開各種會(huì)議論壇、參與會(huì)議、開設(shè)網(wǎng)站、發(fā)布出版物,與利益相關(guān)者建立聯(lián)系等。 第三部分主要是從工作宗旨、工作主體、工作內(nèi)容、工作方式四個(gè)方面總結(jié)澳大利亞行業(yè)技能委員會(huì)的特點(diǎn)。具體表現(xiàn)為:宗旨明確,結(jié)構(gòu)優(yōu)化,內(nèi)容全面,方式多元。 第四部分根據(jù)澳大利亞行業(yè)技能委員會(huì)工作的特點(diǎn)及我國行業(yè)組織參與職業(yè)教育的現(xiàn)狀,對(duì)我國類似行業(yè)組織的工作執(zhí)行提出啟示。如,行業(yè)組織的身份和職責(zé)應(yīng)該進(jìn)行明確;行業(yè)組織的工作應(yīng)該以行業(yè)實(shí)際需求為導(dǎo)向,以實(shí)現(xiàn)行業(yè)可持續(xù)發(fā)展為目標(biāo);行業(yè)組織的工作應(yīng)該深入職業(yè)教育各個(gè)方面,全程協(xié)助職業(yè)教育發(fā)展;行業(yè)組織參與職業(yè)教育的方式應(yīng)該力求多樣化、靈活化等。
[Abstract]:The reason why Australia's vocational education and training level is in the forefront of the world is closely related to its vocational education and industry. The role of trade organizations in the bridge between vocational education and industry is the foundation of the existence of industry-oriented vocational education and training system. Founded in 2003-2005, the Australian Industry Skills Council is a strong industry-based board of directors that has a strong relationship with industry, government and vocational education and training institutions, including 11 organizations. Covers all industry areas. The industry skills committee will keep abreast of the latest developments of the industry and create a favorable policy atmosphere for the development of the industry. Through the development of emerging skills, staff will be trained to help the industry absorb and retain the required talents. To develop the future labor force and promote the sustainable development of the industry by providing funds, venues and technical support for vocational education and training. The characteristics of these industry skill committees, such as organization structure, source of funds and exercise of functions, are of great significance for promoting the development of professional education in China. This paper intends to study the Australian Industry skills Committee from a comparative perspective. The full text is divided into four parts: The first part mainly introduces the background of the Australian Industry skills Committee, mainly that Australia's vocational education and training has maintained close contact with the industry from the beginning of its establishment. Australia also has more perfect specialized organizations to maintain the relationship between industry and vocational education. The second part introduces and analyzes the organization structure, function, work content and working method of the Agricultural Product skill Committee of Australia. The focus is on introducing the functions of the Agricultural skills Committee through a number of projects, including advising on the development of government vocational education and training policies, developing and maintaining training packages, Provide training for enterprise employees and managers through project development, funding for student training, site support, etc. Working methods include holding conferences and forums, participating in meetings, setting up websites, publishing publications, establishing contacts with stakeholders, etc. The third part summarizes the characteristics of Australian Industry skills Committee from four aspects: working aim, working subject, working content and working way. The concrete performance is: the purpose is clear, the structure is optimized, the content is comprehensive, the way is multivariate. The fourth part is based on the characteristics of the work of the Australian Industry skills Committee and the current situation of the participation of Chinese trade organizations in vocational education, and puts forward some enlightenment to the implementation of the work of similar trade organizations in our country. For example, the identity and responsibilities of trade organizations should be clarified; the work of industry organizations should be oriented towards the actual needs of the industry, with the goal of achieving sustainable development of the industry; and the work of industry organizations should go deep into all aspects of vocational education. The ways of participating in vocational education should be diversified and flexible.
