我國博士后制度發(fā)展道路研究

【摘要】:我國的博士后制度,是在借鑒國外先進經(jīng)驗,結(jié)合我國國情創(chuàng)立的一種培養(yǎng)和使用高水平人才的模式。經(jīng)過二十余年的發(fā)展,取得了巨大的成績,在培養(yǎng)高水平人才、促進產(chǎn)學研結(jié)合、推動科技進步等方面發(fā)揮了重要作用,已經(jīng)成為我國高層次人才隊伍建設的重要組成部分。 隨著社會主義市場經(jīng)濟體制的深入推進和博士后事業(yè)的快速發(fā)展,傳統(tǒng)的博士后制度模式已經(jīng)不適應當前的發(fā)展需求,日益表現(xiàn)出與時代的不適應性。如管理的政府主導性、經(jīng)費投入不足、創(chuàng)新能力低下等等,都在一定程度上影響著我國博士后制度的繼續(xù)發(fā)展。同時,博士后研究人員本身的發(fā)展期待和成長需求也對博士后制度發(fā)展提出了越來越高的要求,這些都成為了我國博士后制度變革的根本因素。如何適應市場經(jīng)濟發(fā)展需求,構(gòu)建充滿生機和活力、具有中國特色的博士后制度,是當前擺在政府有關部門面前的一道難題和挑戰(zhàn)。 本文通過對當今國內(nèi)外博士后制度在管理模式、經(jīng)費資助、發(fā)展方向等方面的介紹和對比,重點對當前我國博士后制度在發(fā)展過程中存在的問題和不足,從制度本身、外部環(huán)境等六個方面進行了深刻剖析,結(jié)合我國社會主義市場經(jīng)濟的背景環(huán)境和中國國情,探討了發(fā)展目標和方向,設計探討了在未來一段時期內(nèi)我國博士后制度的發(fā)展方向和應對措施。在整個研究過程中,綜合運用了比較分析法、案例分析法、調(diào)查研究法、文獻研究法等研究方法,查閱了大量參考資料,到博士后設站單位進行了多次調(diào)研,能夠較為全面地對我國博士后制度發(fā)展道路進行分析,確保了研究成果的真實、可靠。 本文認為,要解決好當前我國博士后制度存在的問題和不足,尋求一種新的具有中國特色的博士后發(fā)展道路,關鍵在創(chuàng)新,通過創(chuàng)新制度、模式、方法等,探索新的發(fā)展道路,這才是中國博士后制度的發(fā)展方向。只有通過逐步弱化政府的主導地位,建立多元化的經(jīng)費投入機制,推進產(chǎn)學研結(jié)合,促進制度內(nèi)外的互動等,才能保證博士后制度不斷創(chuàng)新發(fā)展。其中建立與社會主義市場經(jīng)濟發(fā)展需求相一致的管理模式,培養(yǎng)出具有較強自主創(chuàng)新能力的高層次人才,加快設站單位科研水平提升才是博士后制度發(fā)展的根本目標和方向。 本文的創(chuàng)新之處在于,在探索我國博士后制度的發(fā)展之路過程中,不僅僅是從宏觀層面出發(fā),而且加入了提升博士后科技創(chuàng)新能力的因素,使得研究更加深入和具體。對于我國博士后制度的發(fā)展道路,不再局限于模式的研究,而是通過“以點帶面”的方式,從多個角度對博士后制度的發(fā)展道路做了闡述和設計,進一步豐富了我國博士后制度發(fā)展道路研究內(nèi)容,特別是從管理學的角度給出了部分建議,具有較強的指導和借鑒意義。
[Abstract]:The postdoctoral system of our country is a mode of cultivating and using high-level talents based on the advanced experience of foreign countries and the national conditions of our country. After more than 20 years of development, great achievements have been made, which has played an important role in training high-level talents, promoting the combination of production, learning and research, and promoting the progress of science and technology, and has become an important part of the construction of high-level talents in our country. With the development of socialist market economy system and the rapid development of postdoctoral career, the traditional postdoctoral system model has not been adapted to the current development needs, and has been increasingly inadaptable to the times. For example, the government's leading role in management, insufficient investment in funds, low innovation ability and so on, all affect the development of postdoctoral system in China to a certain extent. At the same time, the development expectation and growth demand of postdoctoral researchers themselves also put forward higher and higher requirements for the development of postdoctoral system, which have become the fundamental factors for the reform of postdoctoral system in China. How to adapt to the needs of the development of the market economy and construct a postdoctoral system with Chinese characteristics full of vitality and vitality is a difficult problem and challenge facing the relevant government departments at present. Through the introduction and comparison of the current postdoctoral system at home and abroad in the aspects of management mode, financial support and development direction, this paper focuses on the problems and deficiencies existing in the development of the current postdoctoral system in China, from the system itself. The external environment and other six aspects have been deeply analyzed, and combined with the background environment of China's socialist market economy and China's national conditions, the development goals and directions have been discussed. This paper discusses the development direction and countermeasures of postdoctoral system in the future. In the whole research process, comprehensive use of comparative analysis, case analysis, investigation and research, literature research and other research methods, have consulted a large number of reference materials, to postdoctoral station units for many investigations. It can comprehensively analyze the development of postdoctoral system in China, and ensure the truth and reliability of the research results. This paper holds that in order to solve the problems and shortcomings of the current postdoctoral system in China, and to seek a new way of postdoctoral development with Chinese characteristics, the key lies in innovation. Through the innovation system, the mode, the method, and so on, we should explore a new way of development. This is the development direction of the postdoctoral system in China. Only by gradually weakening the leading position of the government, establishing a diversified fund investment mechanism, promoting the combination of industry, education and research, and promoting the interaction inside and outside the system, can the postdoctoral system be continuously innovated and developed. The basic goal and direction of postdoctoral system development is to establish a management model consistent with the demand of the development of socialist market economy, to cultivate high-level talents with strong independent innovation ability, and to speed up the improvement of the scientific research level of the station setting units. The innovation of this paper is that in the process of exploring the development of our country's postdoctoral system, not only from the macro level, but also by adding the factors to enhance the ability of post-doctoral science and technology innovation, make the research more in-depth and specific. For the development of postdoctoral system in China, it is no longer confined to the mode of research, but through the "point of view" way, from a variety of angles to elaborate and design the development of the post-doctoral system. It further enriches the research content of the development path of postdoctoral system in China, especially gives some suggestions from the angle of management, which has strong guiding and referential significance.
