【摘要】：隨著我國研究生全面收費(fèi)政策的大力實(shí)施,教育公平也越來越受到人們的關(guān)注。研究生資助在促進(jìn)教育公平、鼓勵(lì)優(yōu)秀研究生最大限度地發(fā)揮創(chuàng)造潛能、促進(jìn)研究生教育健康蓬勃發(fā)展等方面發(fā)揮著重要的作用。落實(shí)和完善研究生資助政策是我國高等教育公平的一項(xiàng)重大改革。通過運(yùn)用歷史分析法追溯我國研究生資助政策的歷史軌跡,歸納出我國研究生資助政策發(fā)展的三個(gè)階段:免費(fèi)讀研的人民助學(xué)金資助階段、研究生獎(jiǎng)助并存的資助階段、研究生資助改革完善階段。運(yùn)用政策分析法來研究全面收費(fèi)改革下的新政策,就國家獎(jiǎng)學(xué)金、國家助學(xué)金、學(xué)業(yè)獎(jiǎng)學(xué)金等各種獎(jiǎng)學(xué)金政策進(jìn)行具體分析,促進(jìn)資助政策的優(yōu)化,實(shí)現(xiàn)教育公平。通過調(diào)查問卷和訪談法來研究獎(jiǎng)助政策給研究生帶來的影響以及研究生對(duì)新政策實(shí)施的滿意度情況,從中發(fā)現(xiàn)存在研究生資助管理機(jī)制不到位、資助測評(píng)體系不完善、資助監(jiān)督機(jī)制不健全、資助反饋機(jī)制不具體等教育不公平的問題,并找出了教育不公平的影響因素:資助政策宣傳力度不夠、高校資助管理機(jī)制落后、研究生“求助”的積極性不高、資助制度的法制化程度不高等。通過美英的研究生資助政策成功實(shí)施的經(jīng)驗(yàn)分析,借鑒其對(duì)我國研究生資助政策的啟示:政府要進(jìn)行政策指導(dǎo),倡導(dǎo)社會(huì)多元參與,建多元化、立體化的資助體系;高校要運(yùn)用激勵(lì)理論,完善研究生資助政策,促進(jìn)教育公平。針對(duì)研究生資助政策存在的具體問題,從教育公平的視角提出了研究生資助政策優(yōu)化的平等原則、差別原則、補(bǔ)償原則,并提出了優(yōu)化研究生資助政策、促進(jìn)教育公平的合理化建議:樹立公平意識(shí),加大政策宣傳;加大財(cái)政投入,鼓勵(lì)多元參與;優(yōu)化資助項(xiàng)目,提高資助水平;完善資助運(yùn)作,實(shí)現(xiàn)資助目標(biāo);加強(qiáng)法制建設(shè),把關(guān)資助程序。
[Abstract]:With the implementation of the comprehensive charge policy of graduate students in our country, educational fairness has been paid more and more attention. Postgraduate funding plays an important role in promoting education equity, encouraging outstanding graduate students to maximize their creative potential, and promoting the healthy and vigorous development of graduate education. The implementation and perfection of graduate aid policy is a major reform in the fairness of higher education in China. By using the historical analysis method to trace back the historical track of our country's graduate student support policy, this paper sums up the three stages of the development of our country's graduate student support policy: the stage of people's bursary aid which is free of charge and the stage of the graduate student's aid co-existing. The stage of graduate aid reform and perfection. This paper applies the policy analysis method to study the new policy under the overall fee reform, and makes a concrete analysis of various scholarship policies such as the national scholarship, the academic scholarship and so on, in order to promote the optimization of the subsidy policy and realize the education equity. Through questionnaires and interviews to study the impact of the award policy on graduate students and graduate students' satisfaction with the implementation of the new policy, it is found that the management mechanism of graduate support is not in place, the funding evaluation system is not perfect. The problems of education unfairness, such as the imperfect supervision mechanism of financial aid and the lack of concrete financial feedback mechanism, have been found out, and the influencing factors of education unfairness have been found: the propaganda of subsidy policy is not enough, the management mechanism of subsidization in colleges and universities is backward, and so on. Graduate students' enthusiasm for seeking help is not high, and the degree of legalization of financial aid system is not high. Through the experience analysis of the successful implementation of the graduate student support policy in the United States and Britain, the author draws lessons from its inspiration to our country's graduate student support policy: the government should carry out policy guidance, advocate social pluralistic participation, and build a pluralistic and three-dimensional funding system; Colleges and universities should use incentive theory, perfect graduate subsidy policy, and promote education fairness. In view of the specific problems existing in graduate student support policy, this paper puts forward the equality principle, difference principle, compensation principle of graduate student support policy optimization from the perspective of education equity, and puts forward the optimization graduate aid policy. The rational suggestions for promoting education equity include establishing fair consciousness, increasing policy propaganda, increasing financial input and encouraging multiple participation, optimizing the funded projects and raising the level of financial support, perfecting the operation of financial aid and realizing the goal of subsidization; strengthening the construction of the legal system.
