【摘要】：海歸主要與國內(nèi)應(yīng)屆畢業(yè)研究生就業(yè)產(chǎn)生競爭,國內(nèi)一線城市是海歸與國內(nèi)研究生就業(yè)的主要選擇。以上海為例,海歸對上海市研究生就業(yè)市場有極大的沖擊,2013年留學(xué)回國人員達(dá)到了35萬人,到上海就業(yè)的海歸人數(shù)在5萬左右;上海市畢業(yè)研究生3.8萬人,在滬就業(yè)人數(shù)3萬人左右,海歸在滬就業(yè)人數(shù)已經(jīng)遠(yuǎn)超本市畢業(yè)研究生人數(shù)。海歸和國內(nèi)研究生就業(yè)選擇的趨同使競爭愈發(fā)激烈,造成人才流動失衡。通過深入分析這一競爭態(tài)勢的成因,提出改善經(jīng)濟(jì)發(fā)展結(jié)構(gòu)和就業(yè)結(jié)構(gòu)、大力支持自主創(chuàng)業(yè)、重視留學(xué)教育和國內(nèi)研究生培養(yǎng)質(zhì)量,加強(qiáng)人才優(yōu)惠政策的吸引力等政策建議,有助于解決高學(xué)歷人才的就業(yè)難和就業(yè)流向失衡問題。
[Abstract]:Overseas returnees mainly compete with graduate graduates in China, and the first-tier cities in China are the main choice of employment between overseas returnees and domestic graduate students. Taking Shanghai as an example, returning overseas returnees have a great impact on the employment market of graduate students in Shanghai. In 2013, the number of overseas returnees who returned to China reached 350000, and the number of overseas returnees to Shanghai was about 50,000. There were 38000 graduate students in Shanghai. About 30,000 people are employed in Shanghai, and the number of overseas returnees in Shanghai has far exceeded the number of graduate students in this city. The convergence of employment choice between overseas returnees and domestic graduate students makes the competition more and more fierce, resulting in the imbalance of talent flow. Through in-depth analysis of the causes of this competitive situation, the paper puts forward some policy suggestions, such as improving the structure of economic development and employment, vigorously supporting independent entrepreneurship, paying attention to the quality of study abroad education and the training of domestic graduate students, and strengthening the attraction of preferential policies for talents. It is helpful to solve the problem of employment difficulty and imbalance of employment flow of highly educated talents.
