建立我國研究生教育大基地研究

【摘要】:隨著我國社會主義市場經(jīng)濟體制的逐步完善和“科教興國”、“西部大開發(fā)”、“可持續(xù)發(fā)展”等國家發(fā)展戰(zhàn)略的具體實施,研究生教育將肩負著為國家現(xiàn)代化建設(shè)培養(yǎng)高素質(zhì)、高層次創(chuàng)造性人才的重任,將成為建設(shè)國家創(chuàng)新體系和奪取未來世界知識經(jīng)濟制高點的重要支撐力量。如何克服現(xiàn)階段研究生培養(yǎng)相對分散,研究生教育資源利用率低下,與社會結(jié)合不夠緊密,運行活力不足,研究生教育國際競爭力弱等諸多不足,使研究生教育健康快速高質(zhì)地發(fā)展已成為整個社會關(guān)注的焦點之一。為研究生教育探索一種全新的理想模式是本課題最初也是最終的目的。 本課題從現(xiàn)階段我國研究生教育發(fā)展的背景出發(fā),以研究生教育資源的整合與共享為最終目的和手段,運用教育理論、現(xiàn)代管理理論和系統(tǒng)理論,對建立我國研究生教育大基地進行了系統(tǒng)分析與研究,為我國研究生教育尋求一個全新發(fā)展空間進行了理論與政策的探索。全文共分為四部分。 第一部分,第一章。闡述了本研究的問題由來、目的、意義、文獻綜述,研究內(nèi)容及研究方法。 第二部分,第二章。提出了研究生教育大基地這一全新的概念,并對它進行了涵義與本質(zhì)的界定,構(gòu)建了研究生教育大基地的人才、學(xué)科、平臺、制度和環(huán)境五大要素,并指出其綜合性、系統(tǒng)性、創(chuàng)新性、輻射性的四大基本特征。 第三部分,第三章。通過對研究生教育現(xiàn)狀與建設(shè)條件分析,從資源整合模塊、培養(yǎng)平臺標(biāo)準(zhǔn)以及資源交流渠道三方面進行了研究生教育大基地基本建設(shè)條件的構(gòu)建,并提出了研究生教育大基地建設(shè)的資源開放與共享性原則、體現(xiàn)優(yōu)勢與特色原則、整體性和持續(xù)性原則、協(xié)調(diào)性原則。 第四部分,第四章和第五章。從研究生教育大基地實現(xiàn)資源整合與共享的角度出發(fā),提出了以科研基地、教學(xué)基地、產(chǎn)學(xué)研基地為模塊的研究生教育大基地管理模式,探索建立了對研究生教育大基地的學(xué)術(shù)和行政進行協(xié)調(diào)管理的研究生教育大基地管理聯(lián)席會制度,并從學(xué)術(shù)資源共享、開放、集成機制,學(xué)科群落共建機制,創(chuàng)新人才培養(yǎng)造就機制,研究生教育質(zhì)量保障機制等方面進行了研究生教育大基地運行機制的探討。最后從政策支持和保障的角度探索了保證研究生教育大基地健康有序運轉(zhuǎn)的政策策略。
[Abstract]:With the gradual improvement of China's socialist market economy system and the implementation of national development strategies such as "rejuvenating the country through science and education", "the great development of the western region" and "sustainable development", graduate education will shoulder the responsibility of cultivating high quality for the modernization of the country. The important task of high-level creative talents will be an important supporting force in building the national innovation system and seizing the commanding heights of the knowledge economy in the future. How to overcome the relative dispersion of graduate education at present and the low utilization rate of graduate education resources. Insufficient integration with society, insufficient operational vitality, weak international competitiveness of graduate education, etc., It has become one of the focal points of the whole society to make graduate education develop healthily and quickly, and to explore a new ideal model for graduate education is the initial and final purpose of this subject. Starting from the background of the development of graduate education in our country at the present stage, taking the integration and sharing of graduate education resources as the ultimate purpose and means, this subject applies educational theory, modern management theory and system theory. This paper makes a systematic analysis and research on the establishment of a large base of graduate education in China, and explores the theory and policy of seeking a new space for the development of graduate education in China. The full text is divided into four parts. The first part, chapter 1, describes the origin, purpose, significance, literature review, research contents and research methods of this study. The second part, chapter two, puts forward the new concept of graduate education base, defines its meaning and essence, and constructs five elements of graduate education base, such as talent, discipline, platform, system and environment. It also points out the four basic characteristics of its comprehensiveness, systematization, innovation and radiation. The third part, chapter three, through the analysis of the status quo and construction conditions of graduate education, from the resource integration module, training platform standards and resource exchange channels, the construction of major infrastructure conditions of graduate education base is carried out. The principles of resource opening and sharing, including advantages and characteristics, integrity and persistence, and coordination are put forward. Part 4th, chapter 4th and chapter 5th. From the point of view of realizing the integration and sharing of resources, this paper puts forward a management model of graduate education base based on scientific research base, teaching base and production, learning and research base. To explore the establishment of a joint management association system for the academic and administrative management of the major postgraduate education bases, and to share, open and integrate the academic resources, as well as to build the discipline community together. Innovative personnel training and training mechanism, This paper probes into the operation mechanism of the large base of graduate education from the aspects of the guarantee mechanism of the quality of graduate education, and finally probes into the policy strategies to ensure the healthy and orderly operation of the large base of graduate education from the angle of policy support and guarantee.
