【摘要】： 西部大開(kāi)發(fā)已成為我國(guó)面向21世紀(jì)的新經(jīng)濟(jì)增長(zhǎng)點(diǎn)。如何促進(jìn)西部大開(kāi)發(fā)，實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展是我國(guó)政府面臨的重要課題。西部大開(kāi)發(fā)最根本的是人才。不解決人才資源問(wèn)題，開(kāi)發(fā)西部就會(huì)遇到很大障礙。義務(wù)教育在人力資本投資中有著極其重要的地位，內(nèi)在的促進(jìn)經(jīng)濟(jì)的增長(zhǎng)、社會(huì)的進(jìn)步，因此，要開(kāi)發(fā)大西部，就必須高度重視西部義務(wù)教育。本文剖析了西部義務(wù)教育投入存在的主要問(wèn)題，找出原因，探討西部義務(wù)教育財(cái)政支持的理論基礎(chǔ)，，并提出了我國(guó)深化財(cái)政支持西部義務(wù)教育的思路和建議。本文共分四部分，內(nèi)容概括如下： 第一部分是引論。介紹本文研究問(wèn)題的背景與意義，研究的思路與方法，并討論了幾個(gè)基本概念的界定。 第二部分是關(guān)于西部義務(wù)教育投入的現(xiàn)狀和矛盾的研究。首先分析了我國(guó)義務(wù)教育財(cái)政政策的歷史軌跡和現(xiàn)行經(jīng)費(fèi)的來(lái)源渠道。其次重點(diǎn)研究了當(dāng)前我國(guó)西部義務(wù)教育投入存在的主要問(wèn)題。 第三部分是關(guān)于與西部義務(wù)教育投入相關(guān)的三個(gè)重要理論問(wèn)題的研究。首先從義務(wù)教育的公共產(chǎn)品屬性論證：政府應(yīng)加大對(duì)其的財(cái)政支持；其次，從公平與效率的角度，論證了應(yīng)加大對(duì)西部的支持，對(duì)西部義務(wù)教育的支持。最后，當(dāng)前政府間的財(cái)力格局及義務(wù)教育的投資體制也決定了中央政府理應(yīng)加大對(duì)西部義務(wù)教育的財(cái)政支持。 第四部分是關(guān)于我國(guó)中長(zhǎng)期強(qiáng)化財(cái)政支持西部義務(wù)教育的思路。在以上分析研究的基礎(chǔ)上，提出了強(qiáng)化財(cái)政支持西部義務(wù)教育的政策措施。
[Abstract]:The western development has become the new economic growth point of our country facing the 21 st century. How to promote the western development and realize the coordinated development of regional economy is an important subject facing our government. The most fundamental thing in the development of the western region is talent. If we do not solve the problem of human resources, we will encounter great obstacles in developing the western region. Compulsory education plays an extremely important role in the investment of human capital. It promotes the growth of economy and the progress of society. Therefore, in order to develop the western region, we must attach great importance to the western compulsory education. This paper analyzes the main problems existing in the investment of compulsory education in western China, finds out the reasons, probes into the theoretical basis of financial support for compulsory education in western China, and puts forward some ideas and suggestions for deepening the financial support for compulsory education in western China. This paper is divided into four parts, the content is summarized as follows: The first part is the introduction. This paper introduces the background and significance of the research, the ideas and methods of the research, and discusses the definition of several basic concepts. The second part is about the western compulsory education investment present situation and the contradiction research. Firstly, it analyzes the historical track of the financial policy of compulsory education and the sources of the current funds. Secondly, it focuses on the main problems existing in the investment of compulsory education in western China. The third part is about the western compulsory education investment related to three important theoretical issues. Firstly, from the view of public product attribute of compulsory education, the government should increase its financial support; secondly, from the angle of fairness and efficiency, it proves that the government should increase the support to the western region and the western compulsory education. Finally, the current financial structure between governments and the investment system of compulsory education also determine that the central government should increase the financial support for compulsory education in western China. The fourth part is about our country medium-and long-term financial support western compulsory education train of thought. On the basis of above analysis and research, this paper puts forward the policy measures of strengthening financial support for western compulsory education.
